'iy; .in,. ..pn+~+••~. ..r•T•: 1 -.rv •tiW~ .,y.. a.. . 1' ,1..J ..r • jCOMMISSIONERS' COURT SPECIAL MEETING APRIL 28, 1975 I A meeting-of the Commissioners' Court of Brazos County,'Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 At'M. on•Monday, April 28, 1975, with the following present: N, William R. Vance, County Judge, presiding;, Bill Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of-.Precinct 2;y Randy Sims, Commissioner of Precinct 3; t; W. A. Stasny, Commissioner of Precinct 4; s` Frank Boriskie, County Clerk. The Court recognized Mr. Dwayne Garner who presented a Memo- randum Agreement between the Brazos Valley Development Council and Big 8 Resource Conservation and Development Sponsors for the approval i of the Court. After a discussion, and on motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously I to enter into such an agreement. A copy of such agreement is attached to and made a part of these minutes. ` The Court next proceeded to canvass the'votes from the Brazos i County School Trustee Election held on Saturday, April 5, 1975, and found the following total results: Ernest W. Metzer, Precinct 2 - 1,920 votes Arthur J. Yeager, Precinct 4 - 834 votes on motion by Commissioner Stasny, seconded by Commissioner Wilcox, the Court unanimously voted to declare the results of the election as stated and to issue certificates of election to the persons named above. The Court further canvassed the results of the Constitutional Amendments Election held Tuesday, April 22, 1975, and accepted as true the cumlative county wide totals prepared by the central counting station as follows: , ' ~ vow 1; r ...x~u^ r-a: ;rEaz:•-exx~x _ _..s::~a~.+-s~:~y:dwa_=>k~1 0jkLPAt;E - k i Amendment No. 1 For - ,5,600 votes • .Against- 1,431 votes 4F Amendment No. 2-7 For - 4,659 votes Against - 2,421 'votes On motion by Commissioner Sims, seconded by Commissioner Wilcox,' the rt-f Court voted unanimously to certify the total votes as the offical J votes of Brazos County, Texas, and ordered the results certified by the County Clerk to the Secretary of State of`the State of Texas, and record4§d in the Dlection Records of Brazos County, Texas. < The Court next discussed a Resolution of endorsement of the i { Brazos Valley Development Council to operate the manpower program i in Brazos County. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court voted unanimously to adopt such a , ~I Resolution, a copy of which is attached to and made a part of these s . p minutes. Next to be considered was a proposal by the Burroughs Corp. r for the addition of one cassette station for the present computer system. On motion by Commissioner Sims, seconded by Commissioner - Cooley, the Court voted unanimously to pruchase the cassette station and two cassettes for a total amount of $1,763.00. The Court next considered the statement of Harris, Robertson, F• and Company, Certified Public Accountants in the amount of $7',500.00 for systems work performed for a period of November 1, 1974 to April I' 11, 1975. On motion by Commissioner Cooley, seconded by Commissioner. r Sims, the Court voted unanimously to pay such statement and declared rr the need for the services of the accounting firm ended. I;r The County Judge laid before the Court a letter from the Texas Highway Department informing Brazos County of the Rural Highway Public Transportation Program. No action was necessary on this matter. The Court next considered a letter from District Clerk, W. D. Burley, requesting 1 full time employee as Extra Help and 1 part time employee as Extra Help from the present time through August. Mr. Burley also requested permission to pay Jo Rauch, a deputy in that office, regular pay for a period that she will be absent due to the illness and hospitalization of her mother. I ' motion;by Commissioner Sims, seconded by Commissioner Cooley, the ' 'Court voted unanimously to authorize Mr. Burley an additional $1,000.00 for Extra Help and to carry Jo Rauch for the period of time necessary. The County Judge next presented the Court with a letter from the State Department of Public Welfare informing the County of a new federal bill that affords counties in Texas the opportunity to establish a self-sustaining Child Support Collection program. After a discussion the Court,asked the County Attorney to look into the matter further. The Court received requeste for aid in soil conservation as follows: Precinct 1 - C. D. Jones, 3707 Stillmeadow, Bryan, Texas Robert T. Moore, Navasota, Texas Precinct 3 - Louis Fickey, 2928 Oklahoma, Bryan, Texas On motion by Commissioner Cooley, seconded by Commissioner Sims, the Court voted unanimously to authorize the Commissioners of Precinct 1 and 3 to do the necessary work. A copy of the requests are attached ' to these minutes. The Court proceeded to approve the following claims for payment as presented by the County Auditor: I i Miscellaneous Funds - Claims 1 through 4 General Fund - Claims 862 through 959 Precinct 1 - Claims 68 through 72 Precinct 2 - Claims 112 through 114 Precinct 3 - Claims 64 through 68 Precinct 4 - Claims 39 through 43 County Shop - Claim 20 i On motion by Commissioner Wilcox, seconded by Commissioner Stasny, • i the Court voted unanimously to pay such claims as presented. There being no further business the Court adjourned. Whereas the Agency was duly established pursuant to and Whereas the Agency has overall responsibility for initiating and carrying on an areaw~ide comprehensive planning process for the BIG 8 RC&D Area, and Whereas the Agency is committed to a policy of encouraging broad • scale citizen participation and full scale coordination of planning activities among all organizations concerned with physical, social, and economic development of the BIG 8 RC&D Area, and Whereas the Sponsors have organized the BIG 8 RC&D Council for the purpose of coordinating their activities in directing and carrying out a program of land conservation and land utilization, and thereby -bo accelerate economic development, increase employment opportunities, and improve environment in order to foster a sound economy and improve the quality of living for the people of the BIG 8 RC&D Area, and Whereas the RC°cD Council will coordinate activities for the Sponsors relating to land conservation and land utilization planning and implemen- tation,' as a means to accomplishing the Sponsors' objectives, and Whereas the Sponsors and the RC&D Council desire that their activities be compatible~rvith policies, goals, and objectives as set forth by the area7wide comprehensive planning agency, and VOLIJ-PACE 2 El _ ,~a-c:-~~, ,.~,_,a.gr:J~Jas-eert•.~a'x..x~.a~■.:t*a ,'~~r~:'3V•r=', 4 ~v 4»~. § ~t r • ' f ' ( ~ ,r;r., .A, f , - - A 62 OPA E Ii i ~ OL- Whereas the Sponsors and the RC&D Council expect to use assistance available through agencies of the U.S. Department of Agriculture, as well ; ! as other federal departments, state, and local agenoies, and Whereas there is a mutually supporting concern for many-planning and s th S A b th th - e 1 ponsor gency, o e rship of e memb development activities by the and the BIG 8 RC&D Council. ~ Now, therefore, in view of the foregoing considerations, the Agency and the Sponsors find themselves in agreement as follows: I. The Sponsors through the RC&D Council agree to: a. Submit their policies, goals, and objectives to the Agency for 1 its consideration and incorporation into the area-vide comprehensive plan. .b. Assist the Agency in the comprehensive planning process by collecting and analyzing data regarding natural resources, coordinating plans for natural resource conservation and { development and devising adjustments in those plans when r necessary to make them compatible with the overall policies, goals, and objectives in the areawide comprehensive,plan. f ~ ,f c. Provide advisory assistance to the Agency in the area of natural ' resource conservation, use and development. d. Assist the Agency in the preparation of land use and land „ development policies and standards which are called for in 3 ' implementing the areawide comprehensive planning program. + e. Offer assistance in the development of, and operate in support of, the Agency's work programs. ' f. Provide the Agency with information regarding proposed and J planned measures that affect the comprehensive planning program. . g. Assist the Agency by providing a review and comment on A-95 referrals for land, water and related natural resource matters, outdoor recreation areas,,and other closely related subjects. Seek advice from the RCS Council on matters relating to the development, improvement and conservation of natural resources. b. Provide the RC&D Council with staff assistance and supporting services, as the Agency's budget permits, to facilitate the Sponsors' planning and development activities. c. Incorporate in tho areawide comprehensive planning process considerations for the development, improvement and conservation of natural resources. d. Utilize assistance from the RC&D Council in developing and carrying out its work programs. e. Keep the 11C&D Council advised of all research, plans and programs in which it is engaged which affect the conservation of natural resources. The Agency and the Sponsors, through the RC&D Council mutally agree to: a. Facilitate coordination of their activities through use of compatible base data, statistics and projections. b. Furnish each other kth notices of and invitations to all meetings and furnish copies of the minutes of such meetings. c. Assist and cooperate with each other in sponsoring and conducting educational programs for the general public concerning natural resource planning aria development. d. Provide an opportunity for each to review the material of the other prior to publication when such materials relate to the program of the other.
