REGULAR MEETING
JANUARY 13, 1975
A regular meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
A. M. on Monday, January 13, 1975, with the following present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4;
Prank Boriskie, County Clerk.
The minutes of the -previously held meetings were examined
and approved without- change.
The Court received, approved and orderd filed as submitted
the folowing reports for December, 1974:

The Court heard a request from Mr. Duane Garner and Mr. A. S.
McSwain with the Brazos-Robertson Soil and Water Conservation District
for financial support in the amount of $750.00 for 1975. The Court
was advised that this amount,would be matched by the State and is to
be used in the districts informational program. Motion was made by
Commissioner Wilcox, and seconded by Commissioner Sims to contribute
such amount to the district. Motion carried unanimously.
The Court next heard from Mr. Louis Thompson who acted as spokes-
man for several residents of the Franklin Estates Subdivision concern-
ing the condition of the roads in the subdivision and asked that
Brazos County hire a professional engineer to help work out a plan
to upgrade the roads. After considerable discussion the Court agreed
that Commissioner Cooley should make application to the Soil Conser-
vation Service to make a study of the area and assist him with this
problem.
The Court received-notice from the District Judge of the re-appoint-
meet of Mary Nichols as County Auditor and the appointment of Terry
E. Raines as Assistant County Auditor and Camilla Carrabba as Assistant
County Auditor. Copies of such appointments are attached to and made
a part of these minutes.
District Clerk, W. D.. Burley, Sheriff, J. W. Hamilton and County
Attorney, Roland Searcy appeared before the Court requesting additional
employees for their respective offices. After a discussion Commissioner
Sims'moved that the Court defer action until a later meeting. Motion
was seconded by Commissioner Cooley, and carried unanimously.
The Court received a letter from District Judge W. C. Davis setting
the automobile allowance for the Probation Department for the year 1975.
After a discussion, Commissioner Cooley moved that the milage for travel
outside the County be set at 14-^, per mile. Commissioner Sims seconded
the motion with Commissioners Sims, Cooley and Stasny voting Aye.
Commissioner Wilcox voted No. On motion by Commissioner Sims, seconded
by Commissioner Stasny, the Court voted unanimously to take no action
on the letter from the District Judge, but directed the letter be trans-
mitted to the County Auditor for her decgsion.

The Court next discussed final approval.of the 1975 budget, but
deferred action until a later meeting.` ,
The.Court next authorized advertisement for the bids for, the
County Depository for the 1975-76 biennium'by.the publication of the,
following notice:
NOTICE TO BIDDERS FOR COUNTY DEPOSITORY .
1
Notice is hereby given that the Brazos County Commissioners
Court will receive bids up to ten o'clock A. M. on Monday,
February 10, 1975, for a depository for the biennium of
1975-76 for official County funds, including those of the
common school districts.
All funds must be protected by bonds and pledges of
cash or'securities, as well as by provisions of the Federal
Deposit Insurance Corp..

All bids must be accompanied by certified check payable
to the Commissioners' Court of.Brazos County, Texas, for not
less than one-half of the one percent of the County revenue
for, the year 1974, which shall be-forfeited if the successful
bidder does not enter into the necessary bonds and pledges of
cash or securities. I
Bids will be publicly opened and considered at the time
specified, and Brazos County reserves the right to reject any ~j
or all bids.

On motion by Commissioner Stasny, seconded by Commissioner Cooley,
.the Official Bond for"each'County Official sworn into office on January
1, 1975 was approved and ordered filed in the Office of the County
Clerk. -
On motion by Commissioner Stasny, seconded by Commissioner Cooley,
the Court unanimously voted to re-appoint Jake Cangelose as Deputy
Civil Defense Coordinator for the 1975-76 biennium.,
he court next received from the District Clerk the names of all
persons serving on the Grand Jury during the past twelve months and
proceeded to draw names for the Salary Grievance Committee as follows:

The Court then set the following holidays for the Brazos County
employees for the coming year:
Memorial Day Monday Thanksgiving Day & The Friday After
4th of July December 25th and 26th
Labor Day January 1st & 2nd, 1976
On motion by commissioner Stasny, seconded by Commissioner Sims,
the Court voted unanimously to accept the low bid of W. E. Kutzschbach
Company in the amount of $1,985.00 for 17 fountain heads for the jail
and the installation of same. The other bid being from Quintero
Plumbing and Heating in the amount of $11,250.31.
The Court next received a letter from the Brazos County Citizens
Advisory Council to the Central Brazos Valley Mental Health Center
asking the Court to appoint a member to represent Brazos County.
After a discussion the Commissioners agreed that Brazos County was
adequately represented since the County Judge is Chairman of the
Board of Trustees and a member of the Board of the Mental Health
Center and no one was appointed.
On motion by Commissioner Wilcox, seonded by Commissioner Stasny,
the Court voted unanimously to pay the 1975 membership dues for
Brazos County in the amount of $850.00 to the Texas Association Of
Counties.
The Court next considered a letter from the Texas Historical
Commission asking for the appointment of a Historical Survey Committee
for Brazos County. After a discussion action was deferred until
recommendation of the Chairman of the Brazos County Historical Society
Committee is received.
The Court next authorized the publication of bids for office
supplies for Brazos County.
On motion by Commissioner Stasny, seconded by Commissioner Wilcox,
the Court voted unanimously to pay the expenses of Foster Care for the
month of December in the amount of $911.25 with reimbursement from the
-State Department of Public Welfare in the amount of $658.75.

The Court.next considered-a proposal from the Wayne Myers Company,
to do a space utilization study in the District Clerk's Office and the
County Clerks Office. On motion by Commissioner Sims, seconded by
Commissioner Stasny the Court voted unanimously to reject such offer.
There next came be be considered the,matter of the Justice of
the Peace Precincts for Brazos County. On motion by Commissioner
Cooley, seconded by Commissioner Sims, the Court voted unanimously to
establish the following Justice of the Peace Precincts effective
March 1, 1975 and that all current office holders will remain in-office
for the balance of their elected term;

The Court next considered the matter of re-alignment of Commiss-
ioner Precincts according to the newly established voting precincts.
Commissioner Cooley moved that effective March 1, 1975 the following

The motion was seconded by Commissioner Wilcox. After a discussion
Commissioners Wilcox, Sims and Cooley voted Aye with Commissioner Stasny
;voting No, whereupon the County Judge announced'the motion carried and
it is so ordered.
The Court next considered the second year application for the
Troubled Youth Program, but deferred action until a later meeting and
the application was completed.

The County Judge advised the Court that Brazos County was elegible
to purchase additional radio equipment for law enforcement purposes
,through the Brazos Valley Development Council at 25% of the low bid.
After a discussion the Court authorized the County Judge to enter into
an agreement on behalf of Brazos County with the'Brazos Valley Develop-
ment Council for the joint purchase and installation of eight (8)
portable units at 25% of $885.00 each or a total.cost of $1,770.00. A
,copy of-such agreement is attached to these minutes.
On motion by Commissioner Stasny, seconded by Commissioner Sims,
the Court voted unanimously to add $500.00 for extra help to the
County Clerk's appropriations in the 1975 budget.
Commissioner Cooley requested permission-of the Court to pay
three (3) hours overtime for employees in precinct 1. On motion by
the County Judge and seconded by Commissioner Cooley, the Court
voted unanimously to authorize the payment of the overtime.
The Court next discussed a letter from the County and District
Retirement System,concerning other benefits that were available to
Brazos County as a member: It was pointed out that the County must
take advantage of these benefits on the County's anniversary date
After a discussion it was recommended that a study be made of the
different programs and benefits available to determine which if-any
the County would be interested in adding to the ones the County is now
taking advantage of.
County Attorney, Roland Searcy presented a proposal for changing
of the pay periods for the county employees from every two (2) weeks
to the 5th and 20th day of,each month. After hearing the proposal,
and'a discussion,.no action was taken by the Court.
The Court next received three requests for aid in soil conser-
vation as follows:

claims register for payment by the County Auditor.

Automobile allowance budget for the Probation Department of
Brazos County, as follows:
Monthly automobile allowance Chief Probation Officer $150.00

Milage allowance for travel outside the county is set at 1W
per mile.
It is important for the over 9.11 functioning of the Probation
Department to have adequate transportation and expenses. This
