SPECIAL MEETING-- JANUARY 6, 1975-•
A meeting of the Commissioners,' Court of Brazos County,' Texas,
was held'in.the Commissioners' Courtroom in Bryan, Texas, beginning
at 10:00 A. M. on Monday, January 6,-1975; with the following present:-
William R. Vance, County Judge, presiding;
Bill Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner,of'Precinot 2;
Randy Sims, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The first item for consideration was the salaries for all County
employees for 1975. The Court considered the proposed salary schedule
item by item and the following persons appeared with requests for
salary, adjustments:
District Clerk, W. D. Burley requested the salary of Helen
Arhos be set at $5,400.00 per annum and"that the salary of
Sandra Way be set at $6,000.00 per annum.
Probation Officer, John Godfrey requested that the salary of
his secretary,be set at $4,800.00 per annum and that some'
adjustment be made to the salaries of the two Assistant
Probation Officers.
County Extension Agent, William Sistrunk requested that the
salaries of the two secretaries in the County Extension office
be set at.$5,280.00 per annum..
Tax Assessor Collector, Raymond B. Buchanan requested that the
salary of the bookkeeper in,that office be set at $7,200.00
per annum.
After hearing such requests Commissioner Cooley moved that the
proposed salary schedule be adopted. The motion was seconded by
Commissioner Sims and the matter was opened to discussion and amend-
ments to such proposed schedule.
Commissioner Cooley moved that the salary sechedule for A. P.,
Boyett,'Jr., Justice of the Peace, Precinct 7, Place 2 be amended so
as to be set at $3,600.00 per annum. Motion,was seconded by Comm-
issioner Sims and after a discussion, Commissioners Sims and Cooley
voted AYE. Commissioner Stasny and the County Judge voted NO. Comm-
issioner Wilcox abstained from voting, whereupon the County Judge
announced the motion had failed.

'Commissioner Sims then made the motion that the proposed salary
.I
schedule fors A. P. Boyett, Jr., Justice of the Peace,'Precinct 7,
Place 2 and Joe D. Novo sad, Justice of the Peace, Precinct 5 be amended'
so as to be set at $960.00 per annum. Motion was seconded by Comm-
issioner Stasny and carried unanimously. Commissioner Wilcox abstained
from voting.

Commissioner Sims moved that the proposed salary schedule for
the clerk for Justice of the Peace, Precinct 7, Place 1 be amended so
as to be set at $2,800.00 per annum on half (1/2) time basis. Motion
was seconded by Commissioner Wilcox and carried unanimously.
The County Judge moved to establish a clerk for Justice of the
Peace, Precinct 4, Place,2 on a half (1/2) time basis at $2,800.00
per annum. Motion was seconded by Commissioner Wilcox and carried
unanimously.
Commissioner Cooley ;moved that the proposed salary schedule for
the clerk for Justice of!the Peace, Precinct 4, Place 1 be amended so
as to be set at $2,082 for three fourth (3/4) time from January 1,
1975 through June 30, 1975, and at $1,400.00 for half (1/2) time from
July 1, 1975 through December 31, 1975. Motion was seconded by Comm-
issioner Sims and carried'unanimously.
Commissioner Sims moved that the proposed salary schedule for the

Constable of Precinct 8 be amended so as to be set at $960.00 per annum.
Motion was seconded by Commissioner wilcox and carried unanimously.
Commissioner Cooley moved that the proposed salary schedule for
the Constable for Precinct 7 be amended so as to be set at $4,800.00
per annum, but received no second.to the motion. Commissioner Sims
then moved that the proposed salary schedule for the Constable of
Precinct 7 and the Constable of Precinct 4 be amended so as to be set
at $4,500.00 per annum. Motion was seconded by Commissioner Wilcox
and carried unanimously.

County Extension Agent Douglas Presley be'amended so as to be se' t at
$3,600.00 per annum and the schedule for the-two secretaries in that
office be amended so as to be set'at $5,280.00 each per annum, Motion
.was seconded by Commissioner Sims and carried unanimously.
Commissioner Sims moved that the proposed salary schedule for
the
secretary in the Probation Department be amended so as to be set at
$5,000.00 per annum. Motion was seconded by Commissioner Wilcox and
carried unanimously.'
Commissioner Sims moved that the proposed salary schedule for the
District Attorney's secretary be amended so.as to-be set at $5,400.00
per annum. Motion was seconded by Commissioner Stasny and carried
unanimously.
Commissioner Stasny moved that the proposed salary schedule for
the bookkeeper in the Tax Assessors Office-be amended so as'to be set
at $7,200.00 per annum. Motion was seconded by the County Judge and
carried unanimously.
Commissioner Wilcox moved that the proposed 'salary schedule for
the Veterans Service Officer be.amended so as'to be set at $1,980.00
per annum. Motion was seconded by Commissioner Stasny and carried
unanimously.
The question was then presented on the motion by Commissioner Cooley
seconded by Commissioner Wilcox that-the proposed salary schedule, as
amended above, be adopted. All present voted AYE, whereupon the County
Judge announced the motion carried and that the salaries for the year
1975 are set at the amounts shown,on the schedule attached hereto and
made a part of these minutes.

The Court then considered the question of allowances for the use
of private auton.obiles ifor official business.
On motion by Commissioner ',3ims,- seconded by Commissioner Stasny,
the Court unanimously set the automobile allowance for Commissioner of
Precinct 1 and Commissioner of Precinct 2 at $150.00 per month for the
year 1975. i
On motion by Commissioners Sims, seconded by Commissioner Cooley,
the Court unanimously set the automobile allowances for the two assist-
ant Probation Officers at 100.00 per month each for the year 1975.

On motion by Commissioner Wilcox, seconded by Commissioner Stasny
the Court unanimously set the automobile allowance for the'Constable
of Precinct 4 and Constable of Precinct 7 at $100.00 per month for the
year 1975. I
On motion by Commissioner Wilcox, seconded by Commissioner Stasny
the Court unanimously set the automobile allowances for the two
appraisers in the Tax Assessor Collectors office at $100.00 per month
each for the year 1975.
Commissioner Wilcox moved to set the automobile allowances for the
five County Extension Agents at $100.00 per month for the year 1975.
Motion was second-by Commissioner Cooley, with Commissioners Cooley,
Sims and Wilcox votiong Aye whereupon the County Judge announced the
motion carried.
On motion by Commissioner Wilcox, seconded by Commissioner Cooley,
the Court unanimously setithe automobile allowance for the County Judge
i
at $150.00 per month for the year 1975.
On motion by Commissioner Cooley, seconded by Commissioner Sims,
the Court unanimously set;the automobile allowance for the Administrative
Assistant at $50.00 per month for the year 1975.
On motion by Commissioner Stasny, seconded by Commissioner Cooley,
the Court unanimously set the automobile allowance for the County Attorney
at $50.00 per month and for the District Attorney's Office $50.00 per
month for the year 1975.

Section 57 VATS.

PERSONNEL POLICIES OF BRAZOS COUNTY
'GENERAL STATEMENT
Employees are expected to maintain the highest standards of professional
and ethical performance in their duties. The personnel of the County assume
a great responsibility in undertaking to serve the citizens of Brazos County
and others' with whom the personnel come in contact.
Under no circumstances'may•confidential information be discussed with
anyone who is not properly authorized to be privy to such information. Any
employee guilty of doing so is subject to immediate dismissal without further
cause.
Ultimate responsibility for each area of service lies with the
Elected Official who is directly responsible to the public in such area.
Each Elected Official has the responsibility for the proper supervision of
his or her employees and is responsible' for their conduct. Responsibility
for establishing salaries and employment benefits lies with the Commissioners'
Court.
PROBATIONARY PERIOD
An employee shall be considered a permanent employee after three
months from his/her starting date.

INSURANCE AND RETIREMENT
All full-time salaried employees are eligible for group hospitalization,
and term life insurance. Brazos County pays one-half of the premium for the, 1

group hospitalization insurance and major medical. In addition, employees
have the option of taking out coverage for dependents at his or her own
expense."' - i
'Retirement benefits are provided through the Texas County and District
Retirement System. ;

STAFF MEETINGS i
Employees are expected to attend staff meetings as required by their
supervisor. Employees will also serve on committees as directed.
WORK WEEK, f
All employees are hired on a ,five-day work week basis. Brazos County
has adopted a maximum work week of 40 hours.- The work week ends at midnight'

be kept for each employee and approved by his/her Elected Official or super-

visor. A full-time employee 'is defined as a person who appears regularly on

the payroll with a work week of 40 hours.
ABSENCES
Any employee who finds it impossible to report for work must notify
the person to whom he or she is responsible.
1. Due to illness employee is expected to notify supervisor or
immediate superior at least orie hour before time to report for work.
2. Planned absences employee's request will be granted at the
discretion of his/her Elected Official or supervisor. Request for a planned
absence should be made at least a week in advance.
3. Absence due to death of an immediate family member will be permitted
for periods of normally one (1) to three (3) days, depending upon travel and
other conditions, as determined by the appropriate Elected Official or super-
visor.

VACATION'
Full time employees'shall be'entitled to vacation on the following
1. A full time employee shall be 'entitled to ten (10) working days of
annual vacation leave, if employment, has {
' been uninterrupted. Such,vacation
leave shall accrue at a rate of 10/12 of a day per,month, commencing with his/
tier starting date.
2. Employees having an excess of ten,(10) years uninterrupted
employment shall be entitled to-fifteen (15) working days of annual vacation
leave, to accrue at the rate of 15/12 of a-day per month, commencing with
his/her 10th anniversary of employment.
3• Employees having an excess -of-twenty (20) years uninterrupted
employment'shall be entitled to twenty (20) working days of annual vacation
leave, to assure at the rate of 20/12 of a day per month, commencing with his/
her 20th anniversary'of employment.'

5. All vacation leave,shall be scheduled during each calander year
and rio unused vacation leave may be accumulated or carried over to the
following calander year.
6. Upon application by an employee and with approval of his/her
elected official or supervisor, such employee may work during his/her scheduled
vacation and receive the regular rate of pay plus the regular rate of pay for
the unused vacation leave.

TERMINATION OF EMPLOYMENT
In cases of voluntary termination, it is requested that the employee
give two (2) weeks written notice. Elected Officials and supervisors reserve
the right to terminate the employment of any employee for just cause without
advance notice.
PROFESSIONAL MEETINGS
Attendance of professional meetings is viewed as beneficial to
development of a well informed staff. Travel reimbursement at
the established rate may be made for-authorized travel. An account of all
such expenses will be filed with the County Judge, after approval by the
appropriate Elected Official. The amount of time and expense spent on pro-
fessional meetings will be determined by the applicable Elected Official,
within the limits of the budget.
OPERATIONS OR ACCIDENTS, EMPLOYEES' AUTOMOBILES
Personnel using personal cars for any employment duty must carry
sufficient liability insurance on their cars. This insurance is the fin-
ancial responsibility of each employee. The County assumes,no responsibility

to'use their personal cars in 'discharge of duties' other than minimal local
