On motion duly made and seconded, the Court voted unanimously
to pay all bills which have been properly filed and approved. There
being no further business, the Court adjourned.
SPECIAL_14EETING - DECEMBER. 19, 1974
A special meeting of the Commissioners Court of Brazos
County, Texas, was held in the Commissioners Courtroom in the
Courthouse in Bryan, Texas, beginning at 2:00 P. M. on Wednesday,
December.18, 1974, with the following present:
William R. Vance, County Judge, presiding;
Bill Cooley,'Commissioner Precinct ,'r` 1;
Walter Wilcox, Commissioner Precinct # 2;
Randy Sims, Commissioner Precinct # 3;
Frank Boriskle, County Clerk.

The Court proceeded to open bids received for labor only for
the construction of approximately 10,000 linear feet of fence along
the right-of-way of Briarcrest Drive and the property limits of the
Brazos County Park located between Highway 6 and FM 158. On motion
by Commissioner Cooley, seconded by Commissioner Sims, the Court
voted unanimously to accept the low bid of Floyd Goodloe at a cost
of 15G per linear foot, plus 50t per corner post, with work to be
completed within 26 working days or by February 1, 1975. The other
bid received being from Bobby Hicks at a cost of 19C per linear foot
with a completion time of 90 days.
The next item to come before the Court was the amending of
the Jury Fund and the-General Fund of the 1974 Budget. On motion by
the County Judge, seconded by Commissioner Wilcox, the Court voted
unanimously to amend the Jury Fund in the amount of $12,770.00 and

the General Fund in the amount of $48,390.00. A schedule of the
amendments is attached to these minutes.
On motion by Commissioner Sims, seconded by Commissioner
Cooley, the Court voted unanimously to pay the sum of $1,001,00 to
the City of College Station and $77.00 to the City of Bryan for fire
calls for the month of November.
The Court next, discussed the plat of the extension of Villa
Maria Road presented by Ford.Albrittion. After -a discussion the Court
agreed to approve the plat as submitted subject to the approval of
the City of Bryan.

CONTRACT FOR VOLUNTEER SERVICE '
Brazos County, Texas, hereinafter referred to as Volunteer
Station, and the,Retired Senior Volunteer Program of Brazos County
,
covenants and consideration herein expressed, mutually agree to
the following terms and condistions:
I.
The Volunteer-Station agrees to pay the total sum of $1,500.00
to R.S.V.P. in semi-annual payments, the first semi-annual payment
of $750.00 to be due thirty (30) days after the execution of this
contract. The second semi-annual payment of $750.00 will be due
six (6) months after the first payment. R.S.V.P. will invoice
volunteer Station for each payment. All payments will be made
payable to Retired Senior VoluLiteer Program and mailed to their
current address.

R.S.V.P. agrees to provide the services of its program to
the Volunteer Station. There is not established any definite
number of volunteers to be furnished or any definite program of
assignments. But, the number of volunteers and assignments can
be changed throughout the term of this contract by agreement of
all parties. R.S.V.P.,does agree to make every effort to arrange
for the number of volunteers and assignments-requested by
Volunteer Station, The following are examples of volunteer
assignments which are contemplated at the time of this agreement':
A. 'Retired Home Economists to help with classes and

demonstrations for special activities throughout year.
B. For Planning:,
(1) Update statistical information as requested
by Volunteer Station.
C. Such other services as may be agreed upon during the-

contract period.

The term of this contract will be January 1, 1975 to December
1, 1975.

Any invention or literary or artistic prodution arising out
of an assignment shall be the exclusive property of the Volunteer
Station, and the Volunteer Station shall have the right to produce i
additional copies and distribute to the general public, Volunteer
Station may consent to other uses by the Volunteer,

Volunteer shall comply with all of the rules and standards
exercised by the employees in the department to which she or he
is' assigned.
3 VII,
The County Judge or his delegate shall have the authority to-
represent the,Volunteer Station and to make whatever further agree-
ments are necessary to administer and effectuate the terms and

conditions set forth herein.
VIII.
The Volunteers will not receive any pay from the Volunteer
r~
~Statior_ for their services, and they will not be considered an
employee. The Volunteers will not replace any employee and this
service will be considered as a voluntary contribution to the
betterment of the community and the
public

Since the Volunteer is not a party to this agreement, Volunteer
Station may require Volunteers who accept service to
sign other
instruments setting forth other terms and conditions between the
Volunteer and Volunteer Station to amend or rescind this contract

Dear Judge Vance: ,
As you are aware, we,have recently'-completed,and opened to traffic a new section
of OSR near Benchley, as indicated by the solid red line on the attached map.
This makes it necessary for us to revise the status of the old route of OSR re-
placed by the new section. We propose:
1. The old route of OSR from the east right of way line of the Southern
Pacific Railroad to SH 6 (solid green line), a distance of 0.595 miles,
be redesignated as a Spur and retained on the State Highway System.
2. The,section of the old OSR from the east right of way line of the
Southern Pacific Railroad southerly to the Robertson-Brazos County
line (dashed•red line), a distance of 0.360 miles, be removed from
the State Highway System, with maintenance responsibility to be
assumed by Robertson County.
'3. The route of old OSR from the Robertson-Brazos County line southerly
to the present route of OSR (dashed green line), a distance of 0.151
miles, be removed from the State Highway System, with maintenance to
be assumed by Brazos County.
We feel that these actions are most appropriate in that we would retain a State
maintained road to serve the community of Benchley; and the section of road west
.of, and parallel to, the Southern Pacific Railroad would take on the status of a
county road maintained by the two Counties.
If,our recommendations meet with the approval of the Commissioners Court we would
appreciate the Court's adopting a resolution similar to the attached draft resolu-'
tion, and furnishing us a copy. We are making a similar request to Robertson
County. With the concurrence of the two Counties, we will be in a position to
request that the Highway Commission make the changes in route designations.

WHEREAS the recent completion of a new section of OSR,,near Benchley,
has altered the status of the old route of OSR, making changes in route
designations necessary, and
YHEREAS the Texas Highway Department has recommended;
1. The old route of OSR from the east right of way line of
the Southern Pacific Railroad to SH 6, a distance of 0.595
miles, be redesignated as a Spur and retained on the State
Highway System.,
2. The section of.the old OSR from the east right of way
line of the Southern Pacific Railroad southerly to the
Robertson-Brazos County line, a distance of 0.360 miles,
be removed from the State Highway System, with maintenance
responsibility :to be assumed by Robertson County.
3. The route of old OSR from the Robertson-Brazos County line
southerly to the present route of OSR, a distance of 0.151
miles, be removed from the State Highway System, with main-
tenance responsibility to be assumed by Brazos County. ~
THEREFORE, be.it resolved that the Conunissioners Court of Brazos County
accepts the recommendation of the Texas Highway Department and agrees
to assume maintenance responsibilities as indicated.
