M. on Monday, December 9, 1974, with the following present: William R. Vance,;County Judge, presiding; Bill J. Cooley, Commissioner of Precinct # 1; Walter Wilcox, Commissioner of Precinct # 2; Randy Sims, Commissioner of Precinct # 3; W. A. Stasny, Commissioner of Precinct # 4; Frank Bor.iskie, County Clerk. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court unanimously agreed to renew,the present contract covering controls only in the amount of $1,692,00. The Court'next considered the re-appointment of the County Health Officer for Brazos County. Commissioner Stasny moved that Dr. Raymond F. Buck, M.D. be re-appointed for a two year term be- ginning January 1, 1975. 'The motion was seconded by Commissioner ` Cooley and carried unanimously. The Court next considered proposals for servicing fire extinguishers for the Courthouse. On motion by Commissioner-Sims, seconded by Commissioner Wilcox, the Court unanimously accepted the bid of Mid-Tex Fire and Safety on a yearly basis. The other bid being from Central Fire and Safety Inc. The public hearing notice for proposed discharge applied for by Brazos County Municipal Utility District No. 1 was next discussed. No action was taken as none was.necessary by the Court. On motion by Commissioner Stasny,-seconded by Commissioner Sims, the Court unanimously votedto pay the County's share of the purchase of 5-mobil-radio units for the Sheriff's Department in the amount of $1,727.00. The balance of $5,183.00 to be paid by the Brazos Valley Development Council. Motion was made by Commissioner Stasny that the Court accept the provisions contained in Minute Order No. 6939 passed by the State Highway Commission for the improvement by the Texas Highway Department on the extension of Briarcrest Drive from State Highway 6 to Farm Road 158, a distance of approximately 0.6 miles (except that protion within the City Limits of Bryan) and that Brazos County agrees to furnish all required right-of-way clear of obstruction and free 'of cost to the State. The motion was seconded by Commissioner Wilcox and passed unanimously. ' . - The Court next considered the adoption of a resolution to assume maintenance responsibilites of the old route of OSR from the Robertson-Brazos County line south a distance of 0.151 miles, On ,anti nn }1t► rnmmi eci nn Pi- Rime carnnapd by rnmmi eSi onPr Wi l nox. the Court unanimously voted to accept and adopt the resolution and ask the State Highway Commission to transfer the right-of-way to Brazos. County. A copy of such resolution is attached to and made a part of these minutes. On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court unanimously voted to pay the statment of Brazos Graphics in the amount'of $1,119.50 for preparing the voting precinct maps for Brazos County, and to establish a charge of $1.00 for all maps that are not for official use. r , Commissioner Sims next presented a proposal for'the imorov- ment of 1 mile of road on Mumford Road at an estimated cost of $115,000.00. After a .discussion the Court agreed that Commissioner Sims should re-negotiate with the City of Bryan concerning the. maintenance and upgrading of the road. On motion by Commissioner Stasny, seconded by Commissioner Sims, the Court unanimously voted to enter into a contract with the Retired Senior Volunteer Program for volunteer services for the year 1975, a copy of which is attached to these minutes. The next item for consideration was the payment of liability caused by County vehicles where the County is self insured. After a discussion, Commissioner Wilcox moved to pay all approved claims from the General Fund and further moved that the County adopt a procedure for filing of liability claims and devise a uniform claim form. The motion was seconded by Commissioner Sims and carried unanimously. Commissioner Wilcox reported on the meeting with Mr. Garner with the Soil Conservation Service. After a discussion Commissioner Cooley moved that the County discontinue the sale of taxable items such as gravel and drainage pipes. The motion was seconded by Commissioner Sims, with Commissioners Sims and Cooley voting AYE. Commissioners Wilcox and Stasny obstained from voting whereupon the V©L [ PAGE • -r.~+_.r-'r-~.i......_._..,.... -~...~rf~:.",'L..c~-..'.Ya :~.i...i:...1~. _ .u.•.:: ~:~.,.a J' _L'.a te'a':^: _..-._A' „t•, County Judge announced.,the motion carried. , After discussing-the fire calls made by the City of-College ..Station and Bryan, Commissioner Sims moved to pay $2,18730 to the City of College Station for a box car fire which occured October 19, 1974 and to invoice the Missouri Pacific railroad for such amount. The Motion was seconded by Commissioner Wilcox and carried unanimously. A second motion was made by Commissioner Sims,-seconded by Commissioner Wilcox and carried unanimously to pay $2,777.00 to the City of Bryan-. for fire calls. This amount represents $1,403.00 for July, $1,134,00 for August and $340.00 for September. On motion by Commissioner Stasny, seconded by Commissioner Wilcox,-the Court unanimously voted to pay the expenses of Foster Care for the month of November in the amount of-$1,324.89 with reimbursement from the State Department-of Public'Welfare in the amount of $987.50 leaving a net cost to Brazos County of $337.39. The Court next considered the Plat of FOX MEADOW presented by Otis McDonald. After a discussion a motion was made by Commissioner Wilcox, seconded by Commissioner Cooley to approve such plat as submitted, subject to the completion of the extension of Stevens Drive or filing of a Bond, to comply with the the County's subdivision- regulations. The motion carried unanimously. On motion by Commissioner Stasny, seconded by Commissioner Wilcox, the Court.unanimously voted to approve the public weighers bond of Gerald W. Bean in the amount of $2,500.00 with United States Fidelity and Guarantee as surety. The Court next considered bids for a calculator for the County Auditor's office. On motion by Commissioner Wilcox. seconded by Commissioner Sims, the Court voted unanimously to accept the low bid of Monore Company in the amount of $303.;50. The other bid being from the Burroughs Corp, in the amount of $351.00. There,• being no further business, the Court adjourned. SPECIAL_AEETING - DECEMBER 19, 1974 A special meeting of the Commissioners Court of Brazos County, Texas, was held in the Commissioners Courtroom in the Courthouse in Bryan, Texas, beginning at 2:00 P. M. on Wednesday, December 18, 1974, with the following present: William R. Vance, County Judge, presiding; Bill Cooley, Commissioner Precinct " 1; Walter Wilcox, Commissioner Precinct # 2; Randy Sims, Commissioner Precinct # 3; Frank Boriskie, County Clerk. The Court proceeded to open bids received for labor only for ' the construction of approximately 10,000 linear feet of fence along the right-of-way of Briarcrest Drive and the property limits of the Brazos County Park located between Highway 6 and FM 158. On motion I by Commissioner Cooley, seconded by Commissioner Sims, the Court voted unanimously to accept the low bid of Floyd Goodloe at a cost of 15G per linear foot, plus 50G per corner post, with work to be completed within 26 working days or by February 1, 1975. The other I bid received being from Bobby Hicks at a cost of 19G per linear foot with a completion time of 90 days. The next item to come before the Court was the amending of the Jury Fund and the General Fund of the 1974 Budget. On motion by a the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously to amend the Jury Fund in the amount of $12,770.00 and s the General Fund in the amount of $48,390.00. A schedule of the amendments is attached to these minutes. On motion by Commissioner Sims, seconded by Commissioner Cooley, the Court voted unanimously to pay the sum of $1,001.00 to the City of College Station and $77.00 to the City of Bryan for fire calls for the month of November. The Court next discussed the plat of the extension of Villa Maria Road presented by Ford.Albrittion._ After•a discussion the Court agreed to approve the plat as submitted subject to the approval of the City of Bryan.
