M. on Monday, November 11, 1974, with the following present: William R. Vance, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct # 1; Walter Wilcox, Commissioner of Precinct # 2; Randy Sims, Commissioner of Precinct # 3; W. A. Stasny, Commissioner of Precinct # 4; Frank Boriskie, County Clerk. The minutes of ,the meeting held October 14, 1974, were read and approved without change' The Court received, approved and ordered filed as submitted the following reports for October. B. V. Elkins, County Welfare Officer; W. T. Sistrunk, County Extension Agent; Curtis Taylor, Jr., County Extension Agent; Douglas Presley, County Extension Agent; Mable Walker, County Extension Agent; Linda McCormack, County Extension Agent; The Court received, considered and approved the following reports from County and Precinct Officers showing official fees of office collected and•remitted to the County Treasurer according to duplicate copies of the Treasurers Official receipts attached -thereto: William R. 'V.' Elkins appeared before the Court to request the adoption of a resolution establishing a 90 day period cot the. negoflarion o£ checks Issued by • grazes, caunty, - Oln Mticn by Commissioner Wilcox, seconded by Commissioner Stasny,'the Court voted unanimously to adopt such resolution and authorized the printing of the order on all checks issued by Brazos County.. I Tax Assessor Collector, Raymond' Buchanan;;' requested the Court. to consider increasing the amount paid for -bek certificates issued from $50.00 to $75.00,when approving'the Budget in January, 1975. Mr. Buchanan pointed out that this amount is allowable-under Art, - I 6.6.87, Sec. 57 of 'the Certificate Of Title Act of the State of Texas. Mr. Lane Coffey, with the Burroughs Corp, presented a proposal ! for computer equipment for Brazos County. Action on this matter was i j deferred until members of the Court and-interested persons could ~ I see the equipment demonstrated. The Court next considered a contract with Texas Voting- i ; Systems, Inc, for processing voter registration for the voting 'year beginning March 1, 1975. Af ter a discussion and hearing from Mr. Buchanan, the County Judge moved that Brazos County enter into such contract at a cost of .25 per each registration handled•by Texas Voting Systems. Motion was seconded by Commissioner Wilcox, and carried unanimously. "A copy of said contract is attached to these minutes. i Mr. K. R. Powers with the Honeywell Corp. next presented 'a proposal for a maintenance contract covering the heating and air ` conditioning system in the Brazos County,Courthouse. This would be a complete maintenance contract, covering all controls, equipment. and the replacement of parts at-,a cost of $21,936,00 per year. After a discussion, the Court deferred action pending receipt of an additional.proposal for preventive maintenance only. The Court heard a request from Mr. John Godfrey', Probation Officer for a resolution supporting the enactment of legislature 'f providing for State-wide probation services. C: .l C i' , , 1. Retired Senior Volunteer Program be included for the amount of $1,500.00. 2, Veterans Service Officer salary be increased to 1,980.00 3. Court appointed attorneys for County Court be raised to $2,500.00 4. Court appointed attorneys for District court be lowered to $10,000.00 5. $3,600.00 for inquests and autopses be devided between the Commissioners Court, Non Departmental and the District Attorney. 6. Salaries for deputies in District Clerks Office be lowered to $18,820.00 with $500.00 for extra help. 7. Salary for Juvenile Judge transferred to District Court Acct. VOU V PAGE The County Judge next informed the Court of the receipt of a petition filed with the Texas Water Rights Commission ,for organization of "Brazos County Municipal Utility District No. 1". Judge Vance pointed out that the purpose for filing this peition with the Commissioner Court was to put the Court on notice that a peition had been filed. A copy of the revised regulations has been -requested and any action that might be required by the Court was deferred until the regulations are received. The Court discussed the adoption of a resolution concerning soil conservation work by the individual precincts of Brazos County. After hearing from the County Attorney the Court unanimously agreed to meet with Mr. Garner with the Soil Conservation Service and deferred action until after such meeting. The Court next considered a bill from the City of College Station for fire calls in the amount of $2,987.50. After a discussion, Commissioner Stasny moved to pay $800.00 to the City of College Station for fires calls for October. Motion was seconded by Commissioner Sims and carried unanimously. A further motion was made by Commissioner Sims and seconded by Commissioner Wilcox to pay the sum of $197.00 to the City of Bryan for fire calls for October. The County Judge moved that the following amendments be made to the Budget for 1975: VO~N' AGE,,&~. , 8, Salary of Secretary to County'Attorney'lowered to $5,940,00 with $500,00 for extra help, q. S500.00 added for extra help for the County Treasurer. 10. $4,000.00 be transfereed from salaries for deputies in Tax Assessor-Collectors office to part time help. Motin was seconded by Commissioner 'Sims and carried unanimously. The C©unty Judge, at this time, asked for any other'corrections or additions to the Budget. After hearing from severeal Office Holders, the County Judge pointed out that salaries are-set in January when the budget is finally adopted, whereupon Commissioner Stasny moved that the Budget be adopted as amended above. Motion was seconded by Commissioner Sims and carried unanimously. The Court next-received a request from'Mr, Claude D. Davis, Chairman of the Bicentennial Committee, for the appointment of the following persons to the Brazos County Bicentennial Committee, and, for authority to expand the committee from 31 members to 36: Representing high school students: (1) Mary J. Pope j 3411 Parkway Terrace Bryan, Texas - 846-3340 (2) Kevin Leroy Manning 1208 Marstellar College Station, Texas - 846-6160 i Representing College Station, (1) Mr. W. A. Tarrow 1911 Texas Ave-. S. College Station, Texas - 846-6782 On motion by Commissioner Wilcox, seconded-by'Commissioner Sims; the Court unanimously appointed the three persons above and granted, the authority to expand the committee to 36. The Court also received a request from Mr. Davis for office space in the Courthouse and part time secretarial assistance for conducting Bicentennial activities. Court-deferred-action on this matter pending the receipt of a proposed Budget from the Committee. The Court proceeded to canvass the results of the General Election held November 5, 1974, and accepted as true the cumulative county-wide totals - - prepared by the ,Central Counting Station together with the write-in'votes tabulated therewith, and ordered the results certified to the Secretary of State of the State of Texas and recorded in the Official Election Records of Brazos County, Texas. \ ' 1-.►'"t. -.yJ.•Yi=,' s, ^~r'. _77 ~^'~~r., '.~~rT. There being no further business, the Court adjourned., SPECIAL MEETING - NOVEMBER 19, 1974 A special meeting of the Commissioners Court of Brazos County, Texas, was held in the Commissioners Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 2:00 P. M. on Tuesday, November 19, 1974with the following present: William R. Vance,•County'Judge, presiding; Walter Wilcox, Commissioner of Precinct # 2; Randy Sims, Commissioner of Precinct # 3; Frank Boriskie, County Clerk. i; The Court heard presentations by Mr. William J. Daughty with IBM, Mr. Lane Coffey, with Burroughs Corp, and Troy Dean with the Texas Datas Center on computer equipment fnr Brazos County. After a discussion the County Judge moved that the County purchase a Burroughs Model L 8900 system with a Feed-Stacker and Reader at a cost to the Coury of $32,129.30. The motion was seconded by Comm- issioner Sims, and carried unanimously. The Court next considered the improvement of Mumford Road. At the request of Commissioner Sims the matter was deferred until all members of the Court were present. The next item for consideration was the increase in benefits and premium of the Blue Cross, Blue Sheild Insurance for Brazos County. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court unanimously agreed to accpet the proposed plan for the increase.
