t A regular meeting of the Commissioners Court of Brazos County, Texas,
f; was`held in the Commissioners Courtroom in the Courthouse in Bryan,,
r Brazos County, Texas, beginning at 10:00 A. M. an Monday, October 14,
1974, with the following present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct # 1;
Walter Wilcox,-Commissioner of Precinct # 2;
Randy Sims, Commissioner of Precinct # 3;
W. A. Stasny, Commissioner of Precinct # 4;
Frank Boriskie, County Clerk.
The minutes of the regular meeting held September 9, 1974, were
read and amended to include the stipulation in the approval for the
Sheriff to make local purchases that such purchased not be made from
a business that any member of the Court had an interest in.
The Court received, approved and ordered filed'as submitted'the
following reports for September:

The Court received, Considered and approved following reports

collected and remitted to the County Treasurer according to duplicate
copies of the Treasurers Official receipts attached thereto:

Walter- Carl Jones, Temporary Chairman of{the Bicentenial,
Committee appeared',before' the Court, to report that an,Executive ;
~Committee had
j, been nominated.and asked the approval of the Court
After a discussion, Commissioner Stasny moved'that the nominations
'he"accepted and'approved as submitted and invited the Cities to join
with the County in their approval. The motion was seconded by
Commissioner Sims and passed unanimously. A copy of'the nominations .
is attached to and made a part'of these minutes. The Court expressed
their appreciation to the steering committee for the excellent job
they had done.
The Court next considerd a request from Howard Hogimeyer con
cerning the abandonment of right-of-way of certain streets in part
of Lone Oak Acres Subdivision,of Brazos County. Commissioner Wilcox
moved that the Court accept and approve the plat as submitted and
filed by the County Clerk under file no. 81546 and-recorded in
Volume 318, page 573 of the Deed Records. The motion was seconded
by Commissioner Cooley and,carried unanimously. The County Judge
announced that he abstained from.voting.
The County Judge presented the Court with a minute order from
the Texas Highway Department concerning.the extension of Briarcrest
Drive from State Highway 6 to Farm to Market toad 158. After a
discussion the Court deferred action until a later meeting.
The Court next considered a request from E. W. Sayers, Constable
of Precinct 7, -that he'be permitted to participate in the Texas Count
y
and District Retirement System, and-that the County contribute the
sum of $361.20, representing one-half of the amount which would have
been paid into such retirement system had Constable Sayers
been part-

'.r icipating therein from the beginning of the County's participation.

Commissioner Sims moved that Constable Sayers be allowed to-participate,

'A,, and that the expenditure of such amount be authorized and paid into
the System. The motion was seconded by Commissioner Coo

carried unanimously.
The Court next received and approved the Order of District Judge
14. C. Davis appointing Mrs. Katy Hill Assistant Auditor, effective

August 3, 1974. A copy of which is attached to these minutes.
The Court next examined a proposal of Mid-Tex Fire And Safety
for recharging-the fire extinguishers for Brazos County. After a
discussion the Court deferred action until further bids could be
obtained.
j The Court next considered the acquisition of 30 parcels'of land
for right-of-way purposes in connection with the construction of FM
1940 in Precinct 2. After a discussion the County Judge moved to

authorize Commissiomer Wilcox to proceed with the acquisition of the
right-of-way. The motion was seconded by Commissioner Cooley and
passed unaimously. A further motion was made by Commissioner Sims
to pay the statement of George Webb Agency in the amount of $1,180.00
for the appraisal of 30 parcels of land in connection with FM 1940.
The motion was seconded by Commissioner Stasny and carried-unanimously.
On motion by Commissioner Stasny, seconded by Commissioner Wilcox
the Court voted unanimously to pay the expense of Foster Care for/
the month of August in the amount of $1,192:00
On motion by Commissioner Sims, seconded by Commissioner Wilcox
the Court voted unanimously to pay $518.00 to the City of College
Station for fire calls for September and to the City of'Bryan $1,134.00
for August and $340.00 for September subject to negotiation with
the City of Bryan concerning the fire of one REA utility pole.
The County Judge announced the proposed Budget for Brazos County
had been completed and asked that a public hearing date be set, where-
upone the Court Get Monday, November 4, 1974 at 2:00 P. M. as the date
and hour for the public hearing and ordered the following notice
.be published in the manner prescribed by law:
"NOTICE OF HEARING ON BRAZOS COUNTY BUDGET FOR 1975"
Public notice is hereby given that pursuant; to action
of the Commissioners Court of Brazos County, Texas, taken
October 14, 1974, open hearing will be held in the Comm-
issioners Courtroom in the Courthouse in Bryan, Texas, at
2:00 P. M. on Monday, November 4, 1974, for consideration of
the 1975 Budget for Brazos County, Texas, submitted to the
Court on October 14, 1974, and now remaing on file in the
office of the County Clerk of said County, all in accordance
with law.
Taxpayers and others interested are invited and urged
to acquaint themselves with said Budget during the time it
remains on file with the Clerk before the hearing.
At the conclusion of the hearing, final action will be
taken by the Commissioners Court of Brazos County, Texas,for
the adoption of the Budget for 1975, as finally agreed upon,

The Court next,.considered• the request-'of, the• A & M United 912
Methodist Church of-College Station for exemption from ad valorem--
taxation on the church parsonage" at 1103 Manson Drive,, College
Station.-Texas.-from Apri1!1974. On motion by Commissioner Stasny,
seconded by Commissioner Wilcox,' the Court unanimously voted to grant
exemption for as long as the property is used for the purpose stated.'

The Court next considered the plat of Smetana Forest, Second.
Installment, submitted by W. T. McDonald. On motion by'Commissione'r

Stasny, seconded by Commissioner Sims, the Court unanimously approved' f
the plat as submitted.
Commissioner Stasny next reported that the truck he was author-
, 3
ized to purchase at an earlier meeting was no longer availabe and
requested the bid of Corbusier Chevrolet Co. in the amount of
$9,553.49 be'accepted. On motion by Commissioner Sims, seconded by r

Commissioner Cooley, the Court unanimously voted to accept such bid
and authorized Commissioner Stasny to purchase the truck for
r
- :Precinct 4. ,
Commissioner Cooley re-submitted the bid of Allen Blind And
Drapery Shop in the amount of $525.00 for drapes for five (5),windows
in the Courthouse and announced that no other bid had been submitted
for such services. On motion by Commissioner Stasny, seconded by
Commissioner Wilcox, the Court unanimously accepted the bid as
submitted and authorised the purchase of the drapes with paymet to
be made out'of the Permenant Improvement Fund.,
The Court next re-'considered the bid for uniforms for the
Sheriff's deputies. On motion by Commissioner Stasny, seconded-by j
Commissioner Wilcox, the Court voted unanimously to accept the,-bid
of Akins Mens Wear in the amount of $1,560.00, representing $260.00

per man for six (6) deputies.
The Court next received two (2) bids for the purchase of one i
1958, '=1/2 ton pick up truck,from the County. On motion by'Commissioner
Sims, seconded by Commissioner Stasny, the Court voted to accept the
bid of Frank Wright in the amount of $50.00. The other bid being
from Buster Kuder in the amount $35.00.

:r On. motion by Commissioner Stasny, seconded by Commissioner Sims,
the Court voted unaimously to pay all bills which have been properly
filed and approved.
There being no further business, the Court adjourned.

l SPECIAL MEETING - NOVEMBER 4, 1974

The Commissioners Court of Brazos County, Texas, convened at
2:00 P. M. on Monday the 4th day of November, 1974, pursuant to
' notice given by publication in the Pictorial Press with the following
present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4.
The County Judge called the meeting tc order and opened the
public hearing on the,Budget for Brazos C^urty for the year 1975.
The Court heard a request from the Retired Senior Volunteer
Program that consideration be given to assist their organization
1 in the amount of $1,500.00 when adopting the proposed Budget.
Tax Assessor Collector, Raymond Buchanan asked that the salary
1
of the bookkeeper in that office be increased from $6,936.00 to
$7,200.00, and that all officials salaries be raised to $18,000.00.
District Clerk, W. D. Burley, asked that the salary of the
first deputy in that office be raised from $5,280.00 to $5,400.00,
the salary of the second deputy be raised from $5,940.00 to $6,000.00.
Mr. Burley requested that he be allowd an Administrative Assistant
as suggested by the District Court and that he be allowed to hire
an addition deputy at a,salary of $5,100.00.
Probation Office John Godfrey asked that he be allowed to hire
an additional employee to act as a fee clerk at a salary of $5,400.00.
Mr. Godfrey also asked for salary increased for the Probation
Administrators and for an increase in automobile allowances as
recommended in his letter to the Court.
Justice of Peace, B. H. Dewey, Jr., asked that the salary
of his clerk be raised to $3.00 per hour and that his salary be
set at $12,000.00.
