f A regular meeting of the Commissioners Court of Brazos County Texas, was held
in the Commissioners Courtroom in the Courthouse in Bryan, Brazos County, Texas,
beginning at 10:00 A. M. on Monday, August 12, 1974 with the following present:
William R. Vance, County Judge, presiding;-'
i Bill J. Cooley, Commissioner of Precinct # 1;
Walter Wilcox, Commissioner of Precinct # 2;

The minutes of the regular meeting held July 8, 1974 were read and approved
without change.

The motion was seconded by Commissioner Stasny and carried unanimously, where-
upon the County Judge announced that the motion carried and such taxes are hereby
levied.
The Court received and examined the preliminary plat of Lakewood, presented by
Oak Forest Estate, Inc. and Robert P. Brooks. Motion•was made by Commissioner Stasn
and seconded by Commissioner Cooley to approve such plat as filed. Commissioner y
'Sims, Cooley, Stasny and Wilcox voted AYE, with the County Judge voting NO. The
County Judge announced the motion carried and the plat was filed as submitted.
The County Judge advised the Court that the County's share of surplus lateral
road funds, available through the Board of County,and District Road Indebtedness,
as of August 31, would be the sum of $20,177.89. Commissioner Wilcox moved that
Brazos County request that,such sum be transferred to Brazos County for the con-
struction and improvement of the County's lateral roads. The motion was seconded
by Commissioner Stasny and carried unanimously.
The'Court next received a letter of resignation from Mr. W. D. Bunting, County
School superintendent, effective August 31, 1974. After expressions of.gratitude
the Court accepted such resignation and proceeded to appoint a successor to that
position. The Court having received the recommendation of School Officials and
it appearing to the Court the Mr. J. B. (Jack) Streetman will be running unopposed
for this office in the November General Election, Commissioner Wilcox moved that Mr.'

Streetman be appointed to-this office effective September 1, 1974. Motion was
seconded by Commissioner Sims, with Commissioners Sims, Wilcox, Stasny and the- ,
County Judge voting AYE. Commissioner'Cooley announced that he obstained'from `
voting, whereupon the County Judge announced that the mo
ton carried. • , , - Y
On motion by Commissioner Sims, seconded by Commissioner Wilcox the Court
unanimously voted to pay the statement of Davis and Stacy in the amount,of $631.61 ,
for professional services rendered relative to the a
• ppeal of Condemnation Cau'se
No. 145-A. Such payment to-be made out of the West By-pass Fund. y.."

On motion by Commissioner Wilcox, seconded by Commissioner Stasny the Court w.
unanimously voted to pay the statement of E. E. Merrell in.the amount of $200.00
for services rendered in remodeling the solitary confinement jail cell, with monies
to be paid,out of the Permanent Improvement Fund.
The County Judge next presented a,request from the Brazos Elevator Company for ;
an increase in elevator maintenance service from $115.00 per month to $172.00
per month. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the
Court unanimously voted to approve the increase.
On motion by Commissioner Stasny, seconded by Commissioner Cooley, the Court
unanimously voted to approve the invoice of Young Brothers, Inc. in the amount of
$15,042.45 for work done on the parking lot on 26th Stieet.- Payment to be made l
out of the Revenue Sharing Fund.
The next item for consideration was the employment of a County Home Economics
Extension Agent for Brazos County, the Court having received the recommendation of
Mrs. White, District Home Demonstration Agent, that Mrs. Linda McCormack be employed.
On motion by Commissioner Cooley, seconded by Commissioner Sims the Court unanimously
voted to approve the employment of Mrs. McCormack, effective September 16, 1974.
On motion by Commissioner Wilcox, seconded by'Commissioner Sims the Court
unanimously voted to pay the expenses of Foster Care for July in the amount of
.$1,014.14, with re-eimbursement from the State Department of Public W61fare in
•,the amount of $475.00.
On motion by Commissioner Sims, seconded by Commissioner Wilcox the Court
unanimously voted to pay the sum of $2,633.00 to the City of Bryan for fire calls
for the month of July. A further motion was made by Commissioner Cooley and
seconded by Commissioner Sims to pay $4,204.00 to the City of College Station for
fire calls for July. The motion carried unanimously.
On motion by Commissioner Sims, seconded by Commissioner Wilcox the Court
unanimously voted to pay the statement of Kustom Seignals, Inc. in the amount of
$1,295.00 for a trafic radar unit The statement to be paid'out of the Road
and Bridge Fund.
The Court next considered the reapportionment of Commissioners Precincts,
Justice Precincts, and Voting Precincts and agreed to defer action until Monday,
August 19th at 10:00 A. M.
The Court next considered a request of the Church Of Jesus Christ Of Latter-
Day Saints for exemption from ad valorem taxation on three (3) acres of land in the
Richard Carter-League and being part of Block eleven (11) The Oaks Fourth Installment,
Brazos County, Texas. On motion by Commissioner Stasny and seconded by•eommissioner
Sims, the Court unanimously voted to grant such exemption.
On motion duly made a4d seconded the Court unanimously voted to pay all'bills
which have been properly filed and approved.
There being no further business-the-C,ourt'recessed until Monday; August 19th
at 10:00 A. M.

' The regular meeting for August having been recessed on the 12th day of August,
1974 subject to further meeting on call of the County Judge, the Court convened at
10:00 A. M. on the 19th day of Agust, 1974 with the following members present: J
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct # 1;
Walter Wilcox, Commissioner of Precinct # 2;
Randy Sims, Commissioner of Precinct # 3;
W..A. Stasny, Commissioner of Precinct # 4;
Frank Boriskie, County Clerk.
when the following business was transacted:
Mr. W. D. Bunting, County School Superintendent and Mr. Arthur Yeager appeared
before the Court to voice their oposition,to the removal of the office of the County
School Superintendent from the Courthouse.' It was suggested that the matter be f
discussed with other school officials and taken up at a later meeting.
There next came to be considered the matter of the reformation of election "
precincts, pursuant to the provisions of Articles 2.02 and 2.04 of the Election
Code of the State of Texas. Several proposed plans were presented for the
rearrangement of such election precincts. After considerable discussion the
County Judge proposed a plan providing for the establishment of twenty-six voting
precincts, being six rural boxes, six in the City of College Station and'fourteen '
in the City of Bryan. The County Judge moved the adoption of the following
order, Commissioner Sims seconding:
WHEREAS there exists at the present time certain voting
precincts in Brazos County which contain numbers of registered
voters in excess of the maximum allowable under Article 2.04 of
the Election Code of the State of Texas; and
WHEREAS there exists a necessity for the realignment of
Commissioner's precincts which can only be accomplished by prior '
rearrangement of election precincts; and
WHEREAS the Commissioners Court has considered the formation '
of such election precincts as hereinafter set forth and finds
that such precincts are for the convenience of the people of
Brazos County and further finds that any such precinct which con- {
tains-unincorporated territory is so situated that it cannot be
feasibly included within an election precinct outside of the city
of suitable size, shape and containing a suitable number of voters;
" Therefore
BE IT ORDERED, ADJUDGED AND DECREED BY THE COMMISSIONERS COURT
OF BRAZOS COUNTY, TEXAS, that Brazos County, Texas be divided into .
the following numbered and described election precincts, effective-
as of_the first day of the voting year next following, to-wit, the
First day of March, 1975:,

The County Judge thereupon announced that the motion had duly and lawfully
carried and that the foregoing order establishing election precincts effective

k`F The Couftty Judge pointed out that re-alignment of Commissioner Precincts and
Justice Precincts could be done at the January meeting to become effective March

' 1, 1975 at the same time as the voting precincts and no further action was taken
on-re-aligning the Commissioner and Justice Precincts.
Mr. William H. McLeod of Texas Voting Systems, Inc. was present to discuss
' a contract for services and supplies for the upcoming General Election to be held I ;
in November. On motion by Commissioner Stasny, seconded by Commissioner Cooley,-
the Court unanimously voted to authorize the County Judge to enter into such
contract for a completed project cost of $5,200.00. A copy of such contract is
attached to these minutes.
' The Court next considerd the request of the City'of Bryan for the survey on
the,proposed extension of Villa Maria from Fin Feather Road to the west By-pass.
Commissioner Sims reported that he had talked with the property owner concerning
the right-of-way and easements for such project. On motion by Commissioner Sims,
seconded by Commissioner Wilcox, the Court unanimously voted'to ask for a letter of
intent from the property owner for the donation of the right-of-way before further
action is taken on the survey.
