• VOLg iPAGIE_e~~ - The Court heard a presentation from Mr. Truett Helms, Jr.,
requesting permission to drill core holes in the bar ditches along
County roads for a period of one year. After a discussion, Commissioner
Cooley moved to rant such
8 permission with Commissioner Wilcox seconding -
the motion. Commissioners Cooley and Wilcox voted AYE, with Commiss-
ioners Stasny and Sims and the County Judge voting NO, whereupon the
County Judge announced that the motion had failed. A second motion was
made by the County Judge to grant authority on a County wide basis, but
leaving it to the discretion of the Commissioner of each precinct. The
motion was seconded by Commissioner Wilcox, with Commissioners Cooley,
and Wilcox and the County Judge voting AYE and Commissioners Sims and
Stasny voting NO. The County Judge announced the motion carried. The
County Judge made a further motion that the authority granted be for
a period of six months. Commissioner Sims seconded the motion. Gomm-
.issioners Sims, Wilcox and Cooley and the County Judge voted AYE with
Commissioner Stasny voting NO. the motion was declared carried and a
copy of such permit is attached to these minutes.
The County Judge next presented the Court with a letter from
Mr. Glen Brewer informing the Court that he had sold his accounting
business and was no longer in a position to perform the 1973 audit
of Brazos County. Mr. Brewer recommended the accounting firm of E. J.
Slovacek. The Court unanimously authorized the County Judge to contact
the recommended firm for such services.
On motion by Commissioner Wilcox, seconded by Commissioner Sims,
the Court voted unanimously to approve the payment of-Notary Bonds for
certain County employees. Thes Notaries Public to enclude one (1) for
the County Attorney's Office, one (1) in the District Attorney's Office,
one (1) in the Probation Department, eight (8) in the Tax Office and
one (1) in the Sheriff's Office.
The County Judge next presented the court with a report from the
Texas State Department of Health on their inspection of the Brazos County
a
Jail. A copy of such report is'attached to these minutes..,

The Court received a request from the Retired Senior Volunteer.
Program for financial support. After a discussion the Court agreed that'
° nothing could be done until the 1975 budget was
prepared and no further
action was taken.
The Court next discussed car allowances for certain County
employees. On motion by Commissioner Stasny and seconded by Commissioner
Sims, the Court voted unanimously to increase the milage rate from 10(,%
per mile to 12G per mile with-consideration being given to an increase 4•

in the monthly car allowance in the 1975 budget. '
On motion by Commissioner Stasny, seconded by Commissioner
'y Cooley, the Court voted unanimously to pay the expenses of Foster Care
for the month of June in the amount'of $827.73.
On motion by Commissioner Cooley, seconded by Commissioner Sims','
the Court voted unanimously to pay the sum of $220.50 to the City of
Bryan and $1,800.00 to the City of College Station for fire calls for
the month of June.
The Court next heard a report on the bids for feeding the jail
inmates and received a list of wholesalers interested in providing these
groceries. On motion by Commissioner Sims, seconded by Commissioner
:'*Cooley, the Court voted unanimously to instruct the Sheriff's Department
to purchase groceries for the jail on a wholesale basis from the list
furnished.
'The Court received and examined the preliminary plat of•WESTWOOD
ESTATES, presented by the Braver Corp, On motion by Commissionr Sims,
seconded by Commissioner Stasny, the Court unanimously voted to approve'

such plat with the understanding that there would be a 16 foot utility
easement shown on the plat and 50 foot streets with cul-d•sac's. Such
approval being given subject to the approval of the City.Planning
" Commission.

On motion duly made and seconded, the Court voted unanimously
to pay all bills which have been properly filed and approved.
There being no further business. the Court adjourned.

Dear Judge Vance:
On June 18, 1974 the writer accompanied by Mr. A. C.' Allen, R.S.,, of the
Brazos County Health Department and by Mr. Carl Rahnert, Jailer, made an
y r inspection of the subject facility.
Article 5115, Vernon's Texas Civil Statutes, establishes minimum standards
for county jails and places responsibility for supervision of its provisions '
1 on the Texas State Department of Health. For your convenience copy of this
law is enclosed.
The following comments and recommendations are based on the inspection.of'
the'jail facilities. We trust that you will find them helpful in the
a' administration of your jail maintenance and improvement program. ;
Comments and Recommendations
1. Suitable Segregation
The Brazos County Jail does not contain a suitably equipped
enclosure for the temporary retention of insane prisoners.
However, it is reported that these prisoners are confined to
the Brazos Valley Mental Health Center.
2. Security and Safety rl
The Brazos County Jail-does not meet the minimum'standardstyith ! .
regard to security and safety in the following areas:
a. If practicable, cells:should not be designed to accommodate

b. One-prisoner cells constitute less than 30% of the total
designated prisoner capacity.
3. Sanitation and Health
The jail does not meet the minimum standards with regard to "
sanitation and health in that:
a. The one-prisoner cell is not equipped with a water closet,
a combination lavatory and drinking fountain, table and seat
however, it is reported that the cell will be remodeled
within the next few weeks.
b. Multi-prisoner cells have drinking water available but are
not equipped with water fountains.
c. Day rooms for the confinement of three or more prisoners
have drinking watep available but are not equipped with
water fountains.
The responsibilities of this Department include notifying the commissioners'
court of each county as to that county's compliance or lack of compliance
with the criteria set forth in the "Minimum Standard Law for Jails", Article
5115, Vernon's Texas Civil Statutes. Please consider this letter as the
required official notification.
Also enclosed is a copy of the "Basic Diet for Sedentary Adults" for
your information. This basic diet should be used as a guide in selecting
food that will provide proper nutrition.

- the inspection of the Brazos County Jail is greatly appreciated. Please

Dear Mr. Black:
The Co-mmissioners' Court of Brazos County, Texas has approved your
request for permission to have core holes drilled in our bar ditches
along Brazos County roads for a period of six months from July 8,
1974 upon the following terms and conditions:

1. Before any work is done in any commissioner's precinct you must
obtain a letter from the commissioner of that precinct authoriz-
ing such work.
2. $25.00 will be paid Brazos County for each hole drilled in our
' right-of-way.
•_r'3. $25.00 will also be paid to the adjacent land owner for each hole
drilled, and his permission'secured in advance of drilling.
4. All holes will be filled and compacted, and the right-of-way
restored to its condition
prior to drilling.
5. brining will be accomplished by use of a light-weight truck type
water well drilling machine. Traffic must not be blocked, and
load limits on all bridges must be observed.
6. N'o explosives shall be used.
7.' Prior to the beginning of any drilling, a performance bond in the
amount of $109000.00'must.be filed with the undersigned, and
approved by me as to sufficiency of surety, the condition of the
bond being that all of the obligations of this permit will'be
''satisfactorily performed'by you.
