Texas, was held in the Commissioners Courtroom in the Courthouse in
Bryan, Brazos County, Texas, beginning at 10:00 A. M.'on Monday,
May 13, 1974, with the following present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct # 1;
Walter Wilcox, Commissioner of Precinct # 2;
Randy-Sims, Commissioner of Precinct # 3;
W. A. Stasny, Commissioner of Precinct # 4;

The minutes of the meeting held April 8, 1974, were read
and approved without change.
The Court received, approved and ordered filed as submitted

Commissioners Court - Regular Meeting, May 13, 1974.......

` Mr. Romero Quintero appeared before the Commissioners Court
"requesting help in getting a Sheriff's Deputy tc do after hour law
enforcement work at the Lulac Club'. After it discussion, the'Court
recommended that the Club hire a certified deputy for the work. "
v Mr. Martin Riley with Spencer Buchanan presented the preliminary
i plat of OAK FOREST ESTATES # 3. On motion by Commissioner Stasny;
seconded by Commissioner Wilcox, the Court.unanimously approved the'
preliminary plat as submitted excluding the utility.easement on the
south side of the road entering the subdivision off Merka Road.
The Court next considered the allocation of it annual support
to the Central Brazos Valley Mental Health Center for the support
and opereation of the facility. Motion was made by Commissioner
Stasny and seconded by Commissioner Sims to grant $10,000.00
to the,Central Brazos Valley Mental Health Center. Commissioners,
Stasny and Sims voted AYE, with the County Judge, Commissioners, Wilcox, and Cooley voted NO, whereupon the County Judge announced'
that the motion had failed. Motion was made by Commissioner Wilcox
and'seconded by Commissioner Cooley to grant $12,000.-,00;annualy.
Commissioners Wilcox, Cooley and the County Judge voted AYE, with
Commissioners Sims and Stasny voting N0. The County Judge
± announced that the motion had carried and that the allocation to
the Brazos Valley Mettlal Health Center would be $12,000.00 annually:, ;
I The Court next considered the designation of a metropolitan
planning organization for transportation planning and receipt of
' funds from the State Highway Department. On motion by Commissioner
' Wilcox, seconded by Commissioner Stasny, the Court unanimously voted'
to appoint the Brazos Valley Development Council as the Metropolitan
Planning Organization for Brazos County.
The Court,next considered a request of the.Carmelite Nuns for
exemption'from ad valorem taxation on 9 acres of land in the Stephen.:,
F. Austin League No 10, Brazos County, Texas. On motion by
Commissioner ,
Cooley; and seconded by Sommissioner Stasny,, the
'Court unanimously voted to' grant such exemption.,

Commissioners Court - Regular Meeting, May 13, 1974........
On motion by Commissioner Stasny, seconded by Commissioner Wilcox,".
the Court unanimously voted to'pay the expenses of foster care for
the month of April in the amount of $736.90.
On motion by Commissioner Cooley, seconded by Commissioner Wilcox,
the Court unanimously voted to pay the sum of $1,492.50 to tie City
of College Station and $918.50'to the City of Bryan for fire calls
for April.
The Court next discussed the acceptance of a grant from the
Criminal Justice Council in the amount of $22,813.00 for the Troubled
Youth Program of Brazos County. On motion by Commissioner Wilcox,
seconded by Commissioner Sims, the Court unanimously voted to
accept the grant and authorized the County Judge to enter into an
agreement with the Criminal Justice Council for the acceptance of
such award. A copy of such agreement is attached to, and made a-
part of these minutes.
The Court next considered bids for six (6) filing cabinets and
four (4) desks for the Sheriff's Department. On moiton by
Commissioner Cooley, seconded by Commissioner STasny, the Court
unanimously voted to accept the alternate bid of News Office Supply
in the total amount of $1,334.00. the other bid received being
from Engineering and Office Supply in the amount of $1,413.00.
The Court next considered bids for exterminating services for
the Brazos County Courthouse. On motion by Commissioner Cooley,
seconded by Commissioner Wilcox, the Court unanimously voted to
accept the bid of Becker's Pest Control in the amount of of $195.00
for the initial treatment and $48.00 monthly for continued service.
The other bid being from Herwald Extermentating Co., Inc.
On motion by Commissioner Wilcox, seconded by Commissioner Stasny,
the Court unanimously voted to approve the puglic weighers bond of
William Ziehl in the amount of $2,500.00 with United States Fidelity
' and Guaranty as surety.
Mr. Raymond B. Buchanan, Tax Assessor Collector presented the
Court with a contract from C. R:Law.- Tax Records, Inc. for
compiling a delinquent tax roll for Brazdz County. On motion t
by Commissioner Sims; seconded'by Commissioner Cooley, the Court a
unanimously voted to 'ent'er into such contract at 17t,%'per line for

CONTRACT FOR COMPILING A DELINQUENT TAX RECORD

7 THE STATE OF TEXAS
KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF BRA Z OS
WHEREAS, Article 7336f, Vernon's Revised Civil Statutes of Texas as amended HB 302 Acts of 62nd Legis-
lature regular session 1971, requires that the Assessor-Collector of Taxes shall'cause to be compiled a delinquent tax record:
and, .
WHEREAS, Article 7336f as amended HB 302 Acts of 62nd Legislature regular session 1971, further requires
that the Assessor-Collector of Taxes shall cause to be prepared a two year supplement, or a recompilation, when as many as
' two years taxes have become delinquent which are not shown on the delinquent tax record of his county; and,

WHEREAS, the Assessor-Collector of Taxes for- - -Brazos-.__ - __Couhty, Texas deems it necessary
U and expedient to, contract with a competent firm to compile said delinquent tax record---_--_ --under hi%
supervision; and,
WHEREAS, C. R. Law Tax Records, Inc., with its principal, office in Austin, Travis County, Texas is engaged
:0 in and now does such work and represents that it is fully equipped, competent and capable of performing the above desired
work and is willing and ready to perform said work in accordance with the provisions of law, rulings of the Comptroller
of Public Accounts, Austin, Texas and suggestions of the Assessor-Collector of Taxes for-. __-Brazos- -
County, Texas; and,
WHEREAS,' after having made careful investigation of C. R. Law Tax Records, Inc. and after having considered
the same, the Assessor-Collector of Taxes for____ Brazos ----County, Texas desires to enter into contract
with the said C. R. Law Tax Records, Inc., for compiling a delinquent tax record---- for the years
1939
to 197 3 both inclusive.
NOW THEREFORE, this contract made and entered into by and between- _ Raymond- B- Buchanan
Assessor-Collector of Taxes for- _ Brazos --County, Texas hereinafter called "Collector" and C. R. Law
Tax Records, Inc., hereinafter called "Contractor."
WITNESSETH:

Collector agrees to employ and does hereby employ Contractor to compile a delinquent tax record--__
for Brazos _ County, Texas for'thc years--- 193,9 __Io 197-3-...- _ both inclusive,
showine all the unredeemed, uncancelled delinquent taxes remaining charged on the official delinquent tax records and
delinquent lists of. Brazos _ ,County, Texas for said years.

The general arrangement and set up of the record shall be made as required by law, rulings of the Comptroller of
Public Accounts, Austin, Texas and suggestions of Collector. The record shall be written on the paper and form pre-
scribed b% the Comptroller of Public Accounts. The record shall be bound as directed by Collector. The expPense for bind-
ing the tao copies of the record to be delivered to_-_-_Brazos --County shall be paid by -Brazos _
County in addition to the compensation paid to Contractor for compiling the record.

Contractor shall -compare the credits shown on the. copy of the delinquent tax records and delinquent lists of
Brazos-, -__County on file in the office of the Comptroller of Public'Accounts, Austin, Texas with the
credits shown on the original copy of said records in the office of Collector. Contractor shall report all,errors in credits to
Collector. Contractor shall also report any errors in description, or other discrepancies discovered during the compilation of
the record to Collector.

Collector agrees and binds himself to give to Contractor full and complete cooperation during the progress of the
work contemplated herein and to make available to Contractor such data and information concerning the'records of his of--
fice as may be found necessary, and to allow Contractor full and free access to the records of the tax office.

Collector agrees to furnish contractor satisfactory space for the performance of that portion of the work contem-
plated under this contract which must be performed in the office of Collector:, '

This contract shall apply to and bind Collector and his successors in office and shall apply to and bind Con-
tractor, its successors, assigns and legal representatives.

Collector agrees and binds himself and his successors in office to give expeditious attention to examination and
approval of the record and to pay to Contractor upon completion, delivery and approval of the delinquent tax record
herein provided for and approval of the account for compiling the record the total sum for said
record; tri-wit: Seventeen (17) cents _ per item or written line, including lines (if footings and recapitulation, Fhown
on the original copy of the record. Said payment to be made in the manner and as is provided by Article 7336f,. Vernon's ,
Revised Civil Statutes of Texas, as amended HB 302 Acts of 62nd Legislature Regular Session 1971. , . e

This contract includes the year 1973 which taxes are not now delinquent. It is '
agreed and understood that the compilation will not be-'completed until after the 1973 taxes
are reported delinquent as of June 30, 1974.
