A special
meeting of the Commissioners Court of Brazos County Texas
was held in the Commissioners Courtroom in the Courthouse in,Bryan, Brazos County,'
Texas, beginning at 10:00 A. M. on Thrusday, February 14, 1974, with•the following
present:
William R. Vance, County Judge, presiding;
' Bill J. Cooley, Commissioner of Precinct # 1;
Walter Wilcox, Commissioner of Precinct # 2;
Randy Sims, Commissioner of Precinct # 3;
W. A. Stasny, Commissioner of Precinct # 4;
Frank Boriskie, County Clerk
A motion was made by Commissioner Wilcox to appoint Robert E. Caldwell
And Associates as Planning Consultants for the,Brazos County Exposition Park. The
motion was seconded by Commissioner Stasny. Commissioners Wilcox and Stasny voted
AYE, with Commissioners Cooley and Sims and the County Judge voting NO, whereupon
the County Judge announced that the motion had failed. Motion was then made by
Commissioner Cooley and seconded by Commissioner Sims to appoint South/West Planning
Associate, Inc. as Planning Consultants for the Brazos County Exposition Park.
Commissioners Cooley and Sims and the,County Judge voted AYE. Commissioners Wilcox
and Stasny voted NO, whereupon the County Judge declared the motion carried and
announced that the Consultants for the Brazos County Expositon Park would be
South/West Planning Associates, Inc.
The Court next re-considered the bids of Mar-Cal, Inc. and Sentry
Construction Co. for renovation and,repairs of part of the Brazos County Courthouse.
After a short discussion and inspection of the area to be remodeled'and at the
recomendation of E. E. Merrell, Architect a motion was made by Commissioner Sims
to accept the base proposal and alternate proposals # 2 and 3 of Sentry Construction
Co. in the amount of $14,491.00 with monies to be paid out of the Revenue Sharing
Fund. The motion was seconded by Commissioner Stasny and carried unanimously.
A copy of their proposals are attached to these minutes. ,
The County Judge next announced that the Crown and Anchor Inn wished ,
to withdraw their request for an order to remain open past the hour of twelve
midnight.
On motion by Commissioner Sims, seconded by Commissioner Wilcox the,
Court,unanimously voted to approve the Vacating Plat of County Place as submitted.
The Court next heard a request from Roland Searcy the County Attorney
for part time help in his office. After a discussion g'Imotion was made by Commiss-
ioner Cooley to have a meeting with all elected officals on Mondax February 25,
1974-at 1,0:00 to discuss personatll. The motion was seconded and carried unanimously.
There being no further business the Court adjourned. ,
foregoing minutes were read and approved in open Court on'the
11th ay 'o March, 1974.

Gentlemen:
As your Budget Officer, and in accordance with the law, there is submitted
,I, herewith the proposed Budget of Brazos County, Texas,' for the fiscal
(calendar) year of 1974, including all anticipated revenue and the proposed
t disbursements. This budget contains the necessary schedules and tabulations
in proper detail.
The Texas Statutes require that the County Budget be prepared and submitted,
and that a public hearing be held thereon, after which it shall be approved
and adopted by the Commissioners' Court, and followed throughout the budget
year.
The within budget calls for a total operating expenditure during the year
1974 of $1,546,530.00, and an additional $125,980.00 for retirement of road "
bonds.

TAX RATE
In 1956 the people of Texas voted to amend Article 8, Paragraph 9, Section 8,
of the Texas Constitution so as to allow the Commissioners' Court of Texas to
exercise judgment and discretion in levying taxes for the several different
funds so long as thestotal operating levy does not exceed 95 cents per hundred
of assessed valuations. Based on actual need, the within budget, supported
by the detailed estimates of, anticipated revenue and the proposed expenditures,
calls for a levy for 1974 of .51 cents for the`Gerieral Fund, .05 cents for the
;.Jury Fund, .16 cents for tie Permanent Improvements Fund and .23 cents for the
Road and Bridge Funds 'for the total-of .95 cents. In accition, on the 26th
day of June, 1965, the people of Brazos County, Texas authorized the issuance

ad valorem tax on all taxable property within the count for-the a
thereof. Based upon the total assessed valuation a levy of '.05 centseis`
sufficient to retire this issue.
.Additionally,'on the 11th day of March,
1967v the people of Brazos County authorized the issuance of $800,000.00 in
Road Bonds and further authorized the levy of an annual ad valorem tax on
all taxable property except the first $3,000.00 valuation of residential
homesteads, not to exceed..30 cents per one hundred dollars of valuation, for
-the,payment thereof. On the 24th day of February, 1968) a bond issue inthe
Amount of $350,000.00 was authorized, payable from the proceeds of the Farm
to Market and Lateral Road Fund Tax, of which $250,000.00 of the bonds were
issued in_1968,'and $1002000.Q0 in 1969. Based upon the total assessed'valu-
ation excluding.the first $3,000.00 valuation•of residential homesteads, a
levy of .08 cents is sufficient to retire the 1967 series, a levy of :05 cents
is sufficient to retire the 1968 series, and a levy of .02-cents to retire the
1969 series.
CONCLUSION
The within budgetishould be accepted by the Commissioners' Court filed
the,County'Cl.erk and a public hearing set thereon. I recommend that this -
budget be finally approved and adopted in its present form at the conclusio
