REGULAR MEETING - FEBRUARY 11, 1974
A regular meeting of the Commissioners Court of Brazos County Texas,
was held in the Commissioners Courtroom itl the Courthouse in Bryan, Brazos County,
Texas beginning at 10:00 A. M. on Monday, February 11, 1974, with the following
present:
William R. Vance, County Judge, presiding;
Bill J. Cooley, Commissioner of Precinct # 1;
Walter Wilcox, Commissioner of Precinct # 2;
Randy Sims, Commissioner of Precinct # 3;
W. A. Stasny, Commissioner of Precinct # 4;
Frank Boriskie, County Clerk.
The minutes of the January 14th meeting were read and approved without
change.

The Court received, approved and ordered filed as submitted the following
reports for January:
B. V. Elkins, County Welfare Officer;
William T. Sistrunk, County Agricultural Agent;
Curtis Taylor, Jr., County Agricultural Agent;

The Court received, considered and approved the following reports
from County and Precinct Officers showing official fees of office collected and
remitted to the County Treasurer according to duplicate copies of the Treasurers
Official receipts attached thereto:

The Court next received proposals for a Master Development Plan for
the Brazos County Exposition Park from Robert W. Caldwell And Associates and
from South/West Planning Associates, Inc. After hearing from Mr. Robert W.
Caldwell and Mr. Robert W.,Wimbish the Court agreed to study the matter further
and award the contract at a Special Meeting to be held on Thursday, February
14, 1974 at 10:00 A. M.
Mr. E. E. Merrell Jr. next
presented to the Court a Proposal Bond
'
from Sentry Construction Co. and a Bid Bond from Mar-Cal Inc. for renovation
and repairs of a
portion of the Brazos County Courthouse. After having the -
base proposal and alternate proposals explained the Court agreed that they

would need more time to stud the different
• Y proposals and deffered the awarding •

of the contract until the Special Meeting to be held on Thursday, February
• 14, 1974, at 10:00 A. V.

On motion by Commissioner Stasny, seconded by Commissioner Cooley, " .

the Court unanimously voted to accept bids at the March meeting for paving of
;
the parking area on East 26th Street according to plans and specifications set
up by E. E. Merrell, Architect.
On motion by Commissioner Stasny, seconded by Commissioner Wilcox the-
Court unanimously voted to appoint Mr. Christopher C. Mathewson as Engineer
for the sanitary landfill in Precinct # 3.
bn motion by Commissioner Wilcox, seconded by Commissioner Cooley ;
+ the Court unanimously voted to pay the County's protion for radio equipment
„ for the Sheriff's Department in the amount of $7,078.10.
' - Commissioner Wilcox moved to allocate the Road and Bridge Budget
to.the•precincts on the basis of equal shares of 25% to each precinct. 'The
motion was seconded by Commissioner Stasny. Commissioners Wilcox, Sims,
Stasny and the County Judge voted AYE. Commissioner Cooley voted NO, where-
' upon the motion•was declared carried and it is so ordered.
Mr. Sam Sharp and Mr. John Dulaney with the law firm of Dillon,
Giesensthlag and Sharp appeard before the Court on behalf of the Crown and
Anchor Inn requesting an order to allow the Crown and Anchor Inn to remain
open and serve mixed beverages past the hour of twelve midnight. Mr. Dulaney
pointed out to the Court that they had the authority to issue such order under '
Art. 666.25 of the Penal Code of the State of Texas. After a discussion'of the
' matter Commissioner Wilcox moved that such request be denied. The motion
died for a lack of a second. On motion by Commissioner Stasny and seconded
by Commissioner Sims the Court agreed to take the matter under advisement until
the Special Meeting on Thursday, February 14, 1974.

The Court next considered bids for the purchase of a new car for the
Sheriff's Department. On motion by Commissioner Wilcox, seconded by Commissioner ;
Stasny the Court'voted unanimously to accept the low bid of Lou Sthwartskopf,
Pontiac-Buic$, Inc. at $4,839.00 less trade in allowance of $1,304.00 for a
1970 Chevrolet. Other bids were from Allen Oldsmobile-Cadillac,,Inc. for $4,000
and Lou Schwartzkopf, Pontiac-Buick, Inc. for $5,039.00.

The Court next considered bids for a new typewriter for the Sheriff's
Department. On motion by Commissioner Stasny, seconded by Commissioner Wilcox
the Court unanimously accepted the low bid of Mike Mistovioh Business Machines
in the amount of $129.50 for a used Royal model FP. The other bid received was
from Otis McDonald's in the amount of $159.25.
On motion by Commissioner Sims, seconded by Commissioner Stasny the
Court unanimously voted to pay the sum of $1,355.00 to the City of Bryan for
fire calls for the month of January, 1974.
On motion by Commissioner Stasny, seconded by Commissioner Wilcox the
Court unanimously voted to pay the expenses of Foster Care for the month of
January, 1974 in the amount of $885.51.
On motion duly made and seconded the Court unanimously set the salaries of all
employees of Brazos County, to enclude the following adjustments:
County Judge $13,500.00
Secretary in Probation Department 4,200.00
Clerk of J.P. Ct. Pct. 4, P1. 1 3,500.00 3/4 time
2 Deputies in County Clerk's Office 5,100.00
Cook for Jail 3,640.00
On motion by Commissioner Stasny, seconded by Commissioner Sims, the Court
unanimously voted to finally adopt the budget for Brazos County for 1974, as amended
and that same be filed and followed throughout the year 1974; a copy of said budget
is attached to these minutes.
On motion by Commissioner Wilcox, seconded by Commissioner Stasny
the Court unanimously voted to approve the Public Weighers Bond of Ann Louise
Goodwyn, James Benjamin-Armstrong, James Richard Grubbs and Steve Nemec in the
amount of $2,500.00 each with the United States Fidelity and Guarantee Co. as
surety for each.
On motion by Commissioner Wilcox, seconded by Commissioner Stasny the
Court unanimously voted to approve the Plat of Parkwood Estates submitted by
Charlie Stratta with the stipulation that the County would in no way construct
or maintain any roads in said subdivision.
On motion by Commissioner Cooley, seconded by Commissioner Wilcox the
Court unanimously voted to approve the Vacating Plat of County Place provided the
developer would grant back to the County the easements on Barron Road and
Highway 6.
The Court unanimously voted to pay alr bills which have been properly
filed and approved.
There being no further business the Court adjourned.
