The Court first considered the payment of the sum of $18,588.48
to Lone Star Gas Company for utility relocations on the West By-pass.
On motion by Commissioner Stasny, seconded by Commissioner Wilcox,
the Court unanimously voted to authorize such payment out of the West
By-Pass Fund.
The Court next considered a request of the three active Justices
of the Peace that the budgeted salary of the Clerk be divided into
two salaries one for the Justice of the Peace of Precinct 4 and
one for the Justice of the Peace of Precinct 7, each to be in equal
amount. Commissioner Sims moved that such request be granted. The
motion was seconded-by Commissioner Cooley, with Commissioners Cooley,
Sims and Stasny voting AYE, Commissioner Wilcox voting NO, whereupon
the County Judge announced that the motion had carried, and it is so
ordered.
On motion by Commissioner,Stasny, seconded by Commissioner Wilcox,
the following named persons were-appointed election judges and alternates-

On motion by Commissioner Stasny, seconded by Commissioner Wilcox;•'•„
the Court voted unanimously to authorize the
- payment of $662.47 for.
Foster Care for the month of June, 1973.
The Court next considered the question of reapportionlp@nt of
Commissioner's precincts. Commissioner Cooley, presented several
recommended changes in voting precincts for-discussion and action. '
After further discussion the County Judge stated that in,hii view
reapportionment was needed but should be delayed one year due to the
following factors: .1] the filing deadline of the first Monday in
February, 1974'will fall between now and the time the changes would,.
become effective, causing confusion in candidates filing procedures;
i 2] before changes in commissioner precincts are made, many more
1 changes than)those recommended need to be made in voting precincts,'_'
which would cause mass confusion about where to vote,,' 'since there is
not a registration period between now and the general election•,in 197,,4

and; 3] realignment in 1974, which would be effective on March 1, 1974
will eliminate these problems, since the election would be over and
since there is a registration period in October 1974 though January,
1975. After this discussion, the County Judge moved that a resolution
be adopted whereby the Court goes on record as favoring reapportionment,
but delaying such action until 1974. The motion was seconded by
Commissioner Stasny, and Commissioners Wilcox, Sims, Stasny and the
County Judge voted AYE. Commissioner Cooley voted NO, whereupon the
County Judge announced that the resolution had been adopted.
The County Judge next presented a revised Revenue Sharing Budget
for 1973, based upon the revenue sharing hearing held in June. On
motion by Commissioner Cooley, seconded by Commissioner Stasny, such
revised budget was unanimously adopted and a copy of said budget is
attached to these minutes.
Commissioner Sims moved that each precinct be authorized to spend
,'Rup to $8,000.00 out of the revenue sharing funds for the operation of
that precinct's sanitary land fill. The motion was seconded by
Commissioner Cooley and unanimously carried.
The Court next received bids for a larger jury wheel for the
District Clerk's Office. On motion by Commissioner Cooley, seconded
by Commissioner Wilcox, the Court unanimously voted to accept the low
bid of Walrave Brothers, Inc., in the amount of $408.00.
' On motion duly made and seconded the Court voted unanimously to
pay all bills which have been properly filed and approved.
There being no further business, the Court adjourned.
