Texas was,held in the Commissioners Courtroom in the Courthouse in '
t Bryan, Brazos County, Texas, beginning'at 10:00 A. M. on Monday,
May 14, 1973 with the following present:

The minutes of the meeting held April 9, 1973, were read
and approved without change.
The court received, approved and ordered filed as submitted

The Court next considered an estimate by Southwestern Bell
Telephone Company for relocation-of utilities along the route of
the West By-pass, in the amount of $4,958.82. On motion by
Commissioner Wilcox, seconded by Commissioner Sims the Court
unanimously voted to approve such estimate and authorized South-
western Bell to proceed with the work.
The Court next considered the minute order of the Coordinating
Board, Texas College and University System, authorizing and directing.-
the calling of an election for the purpose of establishing the
Brazos County Community College District, embracing all of the
territory contained within the boundaries of Brazos County, Texas
and the election of trustees, and to vote a maintenance tax. On
motion by Commissioner Cooley, seonded by Commissioner Sims, the
Court unanimously voted to adopt the election order providing for such
election, a copy of which is attached to the:;-: minutes, together with
the minuted order of the Coordinat,ing•Board.
On motion by Commissioner Wilcox, seconded by Commissioner
Stasny, the Court adopted the following order authorizing-the issuance
of a time warrant in the amount of $26,000.00, payable in annual
installments, to-wit:
"IT IS ORDERED, ADJUDGED AND DECREED that the Court approve
the issuance of a Time Warrant_in-the-sum.of $26,000.00 for
the purpose of purchasing & paying for a motor grader for
Precinct 3 of Brazos County, Texas. The Warrant will be paid
in three annual installments, the first two of which shall
be for the sum of $9,000.00.,•each, and the last installment
shall be for the sum of $8,000.00, the first installment
being due on the 5th day of January, 1974, and one installment
to be due on the 5th day of January thereafter-until the full
amount of said--Warrant shall have been paid; the Warrant will
bear interest from date of issue at a rate not to exceed 2%
per annum, interest to be payable annually on each principal
installment paying date.
It is further Ordered, Adjudged - and Decreed that there shall
be an annual levy and collection by taxation of a sufficient.
amount to pay all interest on said Warrant and to;create a
sinking fund sufficient to retire all annual installments on
said Warrant as they shall become due'and'payable. Such ,
Warrant shall be sold to the best bidder and shall be-paid
out of.the Road and Bridge-Fund (Precinct 3).. ;

On motion by Commissioner Wilcox, seconded by Commissioner Sims;, v'
the Court authorized the payment of the sum'of $16,039.28,to the
City of Bryan.for utility relocation work on the West By-pass, such
amount being the amount heretofore approved by the Court.'
The Court next received several bids for furniture and equipment
requested by offices of Brazos County. On motion by Commissioner
,
Wilcox, seconded by,Commissioner Sims, the Court unanimously voted
to authorize the Probation Department to purchase a Royal manual
typewriter from Cates Typewriter Company for the low'bid of $212.55,
the other'bid being that of Otis McDonald's for $250.00 for an Olympia
manual, and to purchase a typewriter stand for the low bid of $43.15
from New Office Supply, and to defer action on the furniture requested
by the'Probation Department until such time as it is accertained what
furniture will be returned from the Food Stamp office.
On motion by Commissioner Wilcox, seconded by Commissioner Sims,
the Court unanimously voted to authorize the Veterans Service Officer
.to purchase an office chair for the low bid-of $38.75 from Kraft
Furniture Company, the remaining bids being $55.95 from News Office
Supply and $51.00 from Engineering and Office Supply.
On motion by Commissioner Wilcox, seconded by the County Judge,
the Court unanimously voted to authorize the Sheriff's Department
to purchase a General Electric Mobile Unit for the installed price
of $700.00 such bid being the only bid available.
On motion by Commissioner Stasny, seconded by Commissioner Wilcox,
the Court unanimously voted to authorize the Veterans Service Officer
to increase his time from two days per week to three days per week
and to increase the salary from $100.00 per month to $150.00 per month.
On request of the County Judge the Court considered the granting
of funds to/the Central Brazos Valley Mental Health Center, in the
amount of $5,000.00 for the current year and $5,000.00 for the year
1972, since no grant was made for such year. On motion by Commissioner
Wilcox, seconded by Commissioner Cooley, the Court unanimously voted
to authorize the payment of $10,000.00 to the Central Brazob;Valley'
Mental Health Center for the support of the operations of*that facility.

The County Judge next
presented the Brazos Valley Development •
Council's annual budget, calling for support
from Brazos County in
the amount of $4,950.00. On motion by Commissioner Wilcox, seconded

by Commissioner Cooley, the Court unanimously voted to authorize
payment of the sum of $4,950.00'to the Brazos Valley Development
Council for Brazos County's share of its annual budget.
On motion by Commissioner Wilcox, seconded by Commissioner
Sims, the Court unanimously voted to authorize the installation of
an extension telephone from the main switchboard to the office of
the•Justice of the Peace, Mike Calliham in College Station.

The Court next considered a-proposal for the installation of
a new and improved Xerox forthe District Clerk's Office, at a
monthly minimum cost of $175.00 plus $0.0395 per copy over 2,800
copies per year. On motion by Commissioner Sims, seconded by
_;'Commissioner Wilcox, the Court unanimously voted to authorize the
District Clerk to enter into such an agreement with Xerox Corporation.
The Court next considered the following itmes for'discussion
only:
Commissioner Wilcox presented the present funding
status of the Big 8 RC&D 'Project and requested that
each of the Commissioners develop projects in his precinct
for inclusion in the overall plan of the Big 8 RC&D for
possible funding when approved.
Commissioner Cooley called for planning for the re-
alignment of Commission--rs' Precincts in Brazos County,
stating that growth in College_Station=has resulted in
an ever larger percentage of the population residing in
Commissioner Precinct 1.
Tax Assessor-Collector,-Raymond Buchanan, District
Clerk W. D. Burley, Sheriff J. W. HamiEton, and County
Clerk Frank Boriskie, asked that consideration be given
to increases in salaries, citing the increase in the cost
of living and the salaries now being paid by_other govern-
mental agencies for similar positions. ,The Court unanimously
voted to meet with County officials on Tuesday, May 29;.
1973, at 1:30 P. M. for the purpose of examinging the
salary question.
Commissioner Sims requested authority to lease a tract of
•12.75 acres for a sanitary land fill for•the sum of $500.00 per
year- for 5 years, with one 5 year option. Commissioner Cooley,
moved that such authority be
granted, the motion being seconded by
Commissioner Wilcox: Commissioner Cooley, Wilcox, Sims and Stasny
voted AYE. The County Judge'voted'-N0, whereupon the motion was
declared carried. Commissioner Cooley then moved that payment for'

voted AYE. The County Judge voted NO, whereupon the motion was
declared carried.
On motion by Commissioner Wilcox, seconded-by Commissioner
Stasny, the,Court unanimously voted to authorize the payment of
'expenses of Foster Care for the month of May in the amount of $944.65.
On motion duly made and seconded the Court unanimously voted
to pay all bills which have been properly filed and approved.
There being no further business the Court adjourned.
SPECIAL MEETING - MAY 29, 1973
a A special meeting of the Commissioners Court of Brazos County,
Texas, was held in the Commissioners Courtroom in•the Courthouse•in
Bryan, Brazos County, Texas, beginning at 1:30 P. M. on Tuesday,
May 29, 1973, with the following present:
