The Court next opended bids for two ton pickups for Precinct
~ and Precinct 2, as follows:
Corbusier Chevrolet Company - $2,924.84
' Cade Motor Company - $2,984.31
Schwartzkopf Pontiac-Buick - $2,937.08
On motion by Commissioner Wilcox, seconded by Commissioner'Stasny,
the Court unanimously voted to accept the low bid of Corbusier Chevrolet'
Company for the pruchase of two pickups.
There being no further business the Court adjourned.
SPECIAL MEETING - MARCH 26, 1973
A Special-meeting of the Commissioners Court of Brazos County, Texas,
was held on Monday, March 26, 1973, with all members present.
The County Depository Pledge Contracts between The First National
Bank of Bryan and Brazos County, Texas for County funds and,School Funds
-
were presented for approval. On motion by Commissioner Wilcox, seconded
by Commissioner Stasny, the Court unanimously voted to approve such
Pledge Contracts, copies of which are attached to these minutes, and to
designate the First National Bank of Bryan, Texas, as County Depository
for.the 1973-74 bienneum.
The Court heard from interested accountants concerning the proposed
audit of County funds. Present were Mr. Nelson Durst of Durst, Wood and
Ingram, and Mr. Louis Lenz of Glenn Brewer and Associates. The Court
took no action but agreed to select an accounting firm and proceed to
negotiate with such firm for the desired audit.
On motion by Commissioner Stasny, seconded by Commissioner Wilcox,,
the Court unanimously voted to pay $850.00 annual dues for 1973 to the,
Texas Association of Counties-and $100.00 in annual dues for 1973 to the
' County Judges and Commissioners Association.
On motion by Commissioner Wilcox, seconded by Commissioner Sims,
the Court unanimously voted to pay $790.00as the annual premium for
insurance on the BLD property.
The Court next considered the plat of Franklin Estates submitted
by the W. T. Franklin Estate, together with a letter from the City of
College Station waiving their right to approve such portion of the
platted property as within the extraterritorial jurisdiction of the City

After being given assurances of the developers that the present roads
will be brought up to the desired condition .in the immediate future,~the ,
Court on motion by Commissioner Cooley, seconded by Commissioner 'Sims,
unanimously voted to accept such plat for filing with the understanding ~ ~ ~ '
• that the County would in no way construct or maintain the roads in ~ •
subdivision. said ,
On motion by Commissioner Wilcox, seconded by Commissioner'Stasny
the Court unanimously voted to pay'the~statement of W. E. Kutzachback Co.~
in the amount of $3,002.00 for electrical improvements to the Health '
Unit Building. ,
The Court next received bids on a Refrigerator and Washing Machine -
for the jail, as follows:
Wood~Furniture Company -'$279.95 for a refrigerator ~
- $199. '
Milton Franklin Furniture 95 for a.washer
G. E. Service Store - $249.95 for a washer
- - $331.00 for a refrigerator
On motion by Commissioner Cooley, seconded by Commissioner Wilcox,
' the Court'unar►imously voted to accept the low bids of Wood Furniture
Company for both items. '
The Court next -considered the purcilas'e of a motor grader for Precinct
, ,3, the bids having been opened at the Marsh 9, 1973 meeting and set
• therein. On recommendation of Commissioner Sims, and on motion by out
Commissioner Sims, seconded by Commissioner Cooley, the Court unanimously
' voted to purchase the Galion T-400A Motor Grader from Plains Machiner
Company for $26,000.00 trade difference, and to negotiate for ,the issuance ' _
of County Warrants in the amount of $26,000.00 for a period of three }ears
at the rate of interest specified by the. County Depository in its bid.
There being no further business the: Court adjourned. ,

FOOD STAMP COT NTRACT
WHEREAS, "The Food Stamp Act of 196411, codified as Title VII, Section 2011
et seq., United States Code Annotated, as 'amended, authorized the distribution of
foods through a cooperative Federal-State program to be operated through normal
1 channels of trade; and
WHEREAS, this Federal law authorized the Secretary of Agriculture to pro-
mulgate rules and regulations for the purpose of carrying out the functions and re-
sponsibilities imposed on the State Welfare Departments in setting up the Food Stamp
' Programs; and.

_ „WHEREAS, Article 695c,'Vernon's Texas Civil Statutes, as amended, and other
rebated laws authorize the Texas State Department of Public Welfare, hereinafter
referred to as the Department, to administer the Food Stamp Program;
WHEREAS, under Senate Bill No. 1, Third Called Session, 62nd Legislature, State
' of Texas, 1972, in Article III, Page 169', item 24, the Department is designated as'
the State agency to'establish and operate a statewide Food Stamp Program; and
?4HEREAS, the Department and Brazos County, hereinafter referred to as the
i ,
County, agree to enter into a Contract to effectuate the implementation of a state-
;i wide'Food Stamp Program;
THEREFORE, this Contract is this day made and entered into by and between the '
County and the,Department.
It is understood and agreed that this Contract supersedes any previous Contract .
and all amendments thereto which have been entered between the County and the
Department pertaining to the Food Stamp Program.

The Department will assume responsibility for coupon issuance on March 1,
1973, and, after implementation of the State-operated program in the County,
the Department will be totally responsible for the operation of the 'Food Stamp
Program in the County.
The County agrees to remain liable to the Department and the United States
Government for any substantiated claim-for foss or damage sustained prior to
March 1, 1973, as a result of any violation of the applicable Federal or State
regulations, or of any failure to fully account for cash or coupons received in
connection with the Food Stamp Program, and on demand to pay the amount due as a
result of such loss or damage. It is expressly understood and agreed that, by
entering into this Contract, the County is in no way relieved of any liabilities
or claims, including claims resulting from audit exceptions, which may be levied
# against the County due to its participation in the Food Stamp Program prior to
March 1, 1973.
t IV.
The Department will assume cost of certification, effective January 1, 1973.
The Department will assume cost of office space-for the Food Stamp Program,,
effective January 1, 1973.
The-Department will assume cost of operation of the Food Stamp Program, in-
eluding cost of telephone and other utilities, on Hatch 1, 1973.
All equipment and supplies owned by•the County will be'ieturned to the County
on March 1, 1973..

- petty cash fund established in connection with the issuance of food coupons into
the State Treasury account maintained for the County by the Department.
VI. .
The County agrees to transfer all supporting fiscal'docunents to the Depart-
ment on February 28, 1973.
VII.
For the faithful performance of the-terms of this Contract, the parties hereto
in their capacities as stated,'affix their signatures and bind themselves, effective
the first-day of January, 1973.
