REGULAR MEETING - DECEMBER 11, 1972
A regular meeting of the Commissioners Court of Brazos County, Texas, was
held in the Commissioners Courtroom in the Courthouse in Bryan, Texas, beginning
at 10:00 A. M. on Monday, December 11, 1972, with the following present:
William R. Vance, County Judge, presiding;
Raymond A. Nolan, Commissioner of Precinct # 1;
Walter Wilcox, Commissioner of Precinct # 2;
Clyde A. Porterfield, Commissioner of Precinct # 3,
W. A. Stasny, Commissioner of Precinct # 4;
Frank Boriskie, County Clerk.
The minutes of the November 13, 1972, meeting were read and approved
without change.
The Court received, approved and ordered filed as submitted the following
.reports for November, 1972:

The Court received, considered and approved the following reports from

The Court first heard from Mr. R. D. Lewis, Mr. H. L. Heaton and Mr. Paul {
Davis concerning the adoption of a resolution exempting person over 65 years of
age from ad valorem taxation in accordance with a constitutional amendment adopted
in November, 1972. After a discussion, the Court agreed to study the matter for
future consideration.
On motion by Commissioner Stasny, seconded by Commissioner Nolan, the Court
unanimously voted'to pay the sum of $157.92 for the three year insurance premium' +
for the saddle club building, to George Mallard Insurance. j
The Court next considered proposed adjustments in the rate schedule for Blue 1I

On motion by Commissioner Stasny, seconded by Commissioner Nolan, the Court
unanimously voted to continue participation in the Blue Cross-Blue Shield Program.
On recommendation of the County Judge, and on motion by Commissioner Nolan,
seconded by Commissioner Stasny, the Court unanimously voted to appoint the
following persons as members of the Brazos County Historical Survey Committee for
the years 1973-74:

The Court next considered the rate charged by Brazos County for maintaining
jail prisoners for other jurisdictions, and discussed the increased cost of labor,
food, and other itmes necessary to maintain prisoners. On motion by Commissioner
Stasny, seconded by Commissioner Nolan, the Court unanimously voted to increase the
charge to other jurisdictions to $5.00 per prisioner per day effective January 1, 1973.
The court next considered the request of the Church of the Living God for tax
exemption of its property known as lots 26 and 27, Legion Addition, S. F. Austin
League No. 19, Brazos County, Texas, which is used for church purposes. On motion
by Commissioner Nolan,'seconded by Commissioner Stasny, the Court unanimously voted
to grant such tax exemption for the property described for the period of time used
for church purposes.
On motion by Commissioner Nolan, seconded by Commissioner Stasny, the Court
unanimously voted to approve the bond of Raymond B. Buchanan, Tax Assessor
Collector, payable to the State Treasurer of the State of Texas, in the amount
of $68,364.00 with St. Paul Fire and Marine Insurance Company, as surety.
The Court next considered the necessity of condemnation of the interest in
land owned by certain advertising sign owners in tracts heretofore acquired by
the County of Brazos and State of Texas for the purpose of widening and improving
Highway 21 West in Brazos County, the County and sign owners having been unable
to agree upon just compensation for the acquisition and removal of the sighs
involved. On motion by Commissioner Stasny, seconded by Commissioner Nolan;

the Court unanimously voted to authorize W. T. McDonald, Jr., Attorney at
Law, to proveed with condemnation of the following interests: i
1. Interest of McCormick-Coffer Outdoor Advertising Company in i
two signs advertising Community Savings and Loan Association,
and Cade Motor Company, situated upon a tract of 0.614 acres i
of land out of the T. F. McKinney Survey, Abstract 33, Brazos
County, Texas, more particularly described by metes and bounds
in a deed from Ruble Smith, et ux, to the State of Texas, dated
January 21, 1972, recorded in Volume 300, page 596, Deed
Records of Brazos County, Texas, to which reference is hereby

made for such description.
2. Interest of Ponderosa Motor Inn in and to one sign advertising
Ponderosa Motor Inn, situated upon the same tract of 0.614 acres
described in No. 1 above.
3. Interest of White Advertising Company in and to one sign advertising
Holiday Inn, situated upon the smae tract of 0.614 acres described
in No. 1 above.
4. Interestof McCormick-Coffer Outdoor advertising Company in one
sign advertising Corbusier Chevrolet Company situated upon a
tractof 0.025 acres out of the T. F. McKinney Survey, Abstract
33, Brazos County, Texas, more particularly described by metes
and bounds in a deed from Bertie M. Foster to the State of
Texas, dated March 11, 1971, recorded in Volume 292, page
750, Deed Records of Brazos County, Texas to which reference
is here made for such description:
which acquisition the Court finds to be necessary for the public purpose of
improving State Highway 21 West as designated by the State Highway Commission
of the State of Texas.
The County Judge next reported on the provisions of Senate Bill 835, as
passed by the Legislature, providing for regulation of all sanitary facilities
on private property, for future consideration by the Court.
On motion by Commissioner Nolan, seconded by Commissioner Stasny, the Court
unanimously voted to pay the City of Bryan $675.00 for fire calls for the month
of November, 1972.
On motion by Commissioner Stasny, seconded by Commissioner Nolan, the Court
unanimously voted to forward the sum of $4,200.00 to the State Department of Public
Welfare for expenses of the Food Stamp Program for the months of December and
January, and February.
On motion by Commissioner Stasny, seconded by Commissioner Nolan, the Court
unanimously voted to approve expenditures of $826.12 for foster care for the month
of November, 1972.
On motion by Commissioner Nolan, seconded by Commissioner Stasny the Court
unanimously voted to approve the filing of the plat of South Oaks Subdivision
submitted by D. R. Canin Construction Co., Inc. with the understanding that the
County would in no way build, construct or maintain the roads in said subdivision.
On motion duly made and seconded the Court unanimously voted to pay all bills
which have been properly approved and filed.
There being no further business the Court adjourned.
