M. The following members were present: Judge William R. Vance Commissioner Raymond A. Nolan Commissioner Walter Wilcox Commissioner W. A. Stasny Frank Boriskie, County Clerk The Court first opened the public hearing on the Budget for Brazos County for-1973. The County Judge recommended the following changes in the Budget as filed: 1. Trarizfer of the P_o`-)Etion Officer's Salary to the Probation Fee Fund. 2. Addition of $11,j795.00 for Retirement Contributions and $8,460.00 for Social Security Contributions to the Federal Revenue Sharing Fund and the transfer of Health Unit Support to the General Fund. 3. Addition of $800.00 for Retirement Contributions and 5570.00 for Social Security Constrbutions to the Probation Fees Fund. 4. Addition of $320.00 to the Jury Fund for retirement contributions. 5. Elimination of any reserve from the Road and Bridge fund-by increasing items for Materials and Supplies to $130.000.00 and Labor to $132,000.00. 6. Decreasing new position of chief jailer to $6,600.00. On motion by Commissioner Stasny, seconded by Commissioner r Nolan, the members present voted unanimously to make such amendments to the Budget. Tax Assessor-Collector Raymond B. Buchanan appeard and requested the addition of another deputy'tax assessor-collector at a salary of $4,572.00. On motion by commissioner Stasny, seconded by Commissioner Nolan, the members present voted unanimously to make such amendment. County Cleric Frank Boriskie requested the addition of a Deputy County Clerk at a salary of $4,572.00. On motion by Commissioner Wilcox, seconded by Commissioner Nolan, the member present voted unanimously to•make such amendment. • ~ 6.03 f. 1 ~ 6 toy ~u Jess B. McGee, Justice of the Peace appeared and requested the addition of a position of Clerk of the J. P. Courts at a salary of $3,744.00. On motion by Commissioner Wilcox, seconded by Commissioner Nolan, the members present voted unanimously to make such amendment. There being no other person wishing to speak on the Budget, the public hearing was declared closed. On motion by Commissioner Nolan, seconded by Commissioner Wilcox, the members present unanimously voted to adopt the Proposed Budget, as amended above as the Budget for 'Brazos County for the year 1973, a copy of said Budget being attached to theres minutes. On motion by Commissioner Stasny, seconded by Commissioner Nolan, the members present voted unanimously to appoint Mrs. E.-E. Allen as presiding judge and Mr. O. S. Cole as alternate judge for Precinct 13, and Mr. John Stasny as presiding judge and Mrs. Wilma Green as alternate judge for Precinct 15, for the General Election. The County Judge next presented to amendments to the Budget. for the year 1972, as follows: 1. Addition of $40,000.00 for the purchase of voting machines to the General Fund. 2. Addition of -911,000.00 for repairs to the exterior marble of the Courthouse to the Permanent Improvements Fund. Commissioner Stasny moved that the Budget for 1972 be' eo amended. The Court next considered bids for additional wiring for the HeElth Unit building to provide for additional laboratory equipment. On motion by Commissioner Nolan, seconded byCommissioner Wilcox the members present unanimously voted to accept the low bid of KutzschbaCh and Company in the amount of $2,960.00. Other bids were $4,788.00 by Fred C. Seale and $4,538.00 by Frank Seale Electric. The Court•next considered a request by Mr. H. A. Moncrief, Veterans Service Officer, that he be allowed one extra day per week during Noveinber and December, 1972, at an increased compensation of 550.00 per month. The Court next considered the action previously taken in authorizing the establishement of a unit of twenty reserve constables in Justice Precinct No. 7. Several persons spoke against the previous action of the Court. Mr. Wally Groff explained the relationship between Texas A & M University and Constable E. W. Sayers. Mr. George Boyett explained the re- lationship between•'Texas World Speedway and Constable Sayers. After much discussion, Commissioner Wilcox moved to rescind the previous action taken authorizing the deputy constables, and to dessolve and set aside such order of the Court. The motion was seconded by Commissioner Stasny. The members present all voted aye.- None voted no. Whereupon the motion was declared carried and the prior orfer is hereby set aside and voided as though never entered by the Court. On motion by Commissioner Stasny, seconded by Commissioner Wilcox, the Court voted to approve the proposal submitted to the Brazos Valley Development`Council by the City of Bryan for'the r ' improvement of Sadie Thomas Park. On motion by Commissioner Stasny, seconded by Commissioner Nolan, the Court voted to enter into an agreement with the City of College Station for rural fire protection, a copy of which is attached to theres minutes. This budget contains the necessary schedules and tabu- lations in proper detail. The Texas Statutes require that the county budget be prepared and submitted, and that a public hearing be held thereon, after which it shall be approved and adopted by the Commissioners' Court, and followed throughout the budget year. The within budget calls for a total operating expenditure during the year 1973 of $1,393,977.00, and an additional $128,980.00 for retirement of road bonds. This budget makes provision for Federal Revenue Sharing based upon the in- formation available at the date shown above, as to the anticipated share to be allocated to Brazos County, and as to limitations placed by the Congress upon the expenditure of such funds. Based on actual need, the within budget, supported by the detailed estimates of anticipated revenue and the proposed expenditures, calls for a levy for 1973 of .50 cents for the General Fund, .05 cents'for the Jury Fund, .17 cents for the Permanent Improvements Fund and .23 cents for the Road and Bridge Funds, for the total of .95 cents. October 20, 1972 Brazos County, Texas Bonds and further authorized the levy of an annual ad valorem tax on all taxable property within the county for the payment thereof. Based upon the total assessed valuation a levy of .06 cents is sufficient to retire this issue. Additionally, on the 11th day of March, 1967, the people of Brazos County authorized the issuance of $800,000.00 in Road Bonds and further authorized the levy of an annual ad valorem tax on all taxable property except the first $3,000.00 valuation of residential homesteads, not to exceed .30 cents per one hundred dollars of valuation, for the pay- ment thereof. On the 24th day of February, 1968, a bond issue in the amount of $350,000.00 was authorized, payable from the proceeds of the Farm to Market and Lateral Road Fund Tax, of which $250,000.00 of the bonds were issued in 1968 and $100,000.00 in 1969. Based upon the total assessed valuation excluding the first $3,000.00 valuation of residential homesteads, a levy of .11 cents is sufficient to retire the 1967 series, a levy of .06 cents is sufficient to retire the 1968 series, and a levy, of .02 cents to retire the 1969 series. CONCLUSION The within budget should be accepted by the Commissioners' Court, filed with the County Clerk, and a public hearing set thereon.
