REGULAR MEETING - SEPTEMBER 11, 1972
A regular meeting of the Commissioners Court of Brazos County
Texas, was held in the Commissioners Courtroom in the Courthouse in
Bryan, Texas, beginning at 10:00 A. M. on Monday, Septmber 11, 1972,
with the following present:
William R. Vance, County Judge, presiding;
Raymond A. Nolan, Commissioner of Precinct # 1;
Walter Wilcox, Commissioner of Precinct # 2;
Clyde J. Porterfield, Commissioner of Precinct # 3;
'W. A. Stasny, Commissioner of Precinct # 4;
Frank Boriskie, County Clerk.
The Court received, approved and ordered filed as submitted
the following reports for August:

William T. Sistrunk, County Agricultural Agent;
Daniel P. Kubecka, Assistant,County A ricultural Agent;
-Curtis Taylor, Jr., Associate County Rgricultural Agent;

The Court received, considered and approved the following
reports from County and Precinct Officers showing official fees
of office collected and remitted to the County Treasurer according
to duplicate copies of the Treasurer's Official receipts attached
thereto:

The first item for consideration was the employment of an
Associate Home Demonstration Agent for Brazos County, the Court
having received the recommendation of Mrs. White, District Home
Demonstration Agent, that Miss Mable Ferguson be employed.
On motion by Commissioner Stasny, seconded by Commissioner Nolan
the Court unanimously voted to approve the employment of Miss
Ferguson, effective September 1, 1972.
The Court next heard from Mr. Warren Loper and Mr. George
Webb, concerning the liability insurance policy in effect. Mr.
Loper explained rating procedures and discussed the increase in
premium for the liability policy. On motion by Commissioner
.Porterfield, seconded by Commissioner Nolan the Court unanimously
voted to accept such increase and to pay the increased premium.
The County Judge presented the contract with the Texas
Department of Mental Health and Mental Retardation for the op-
eration of the Community Outreach Center for the period of
September 1, 19729 to August 30, 1973, the County to pay the
local share of 52,,487.00 for such operation. On motion by
Commissioner Nolan, seconded by Commissioner Wilcox, the Court
unanimously voted to authroize the County Judge to enter into such
agreement, a copy of which is attached to theres minutes.
On motion by Commissioner Wilcox, Seconded by Commissioner
Nolan, the Court unanimously voted to forward the sum of $59400.00
to the Texas Department of Public Welfare for the operation of
the food stamp program during September, October and November.
On motion by Commissioner Wilcox, seconded'by Commissioner
Nolan, the Court unanimously voted to pay the sum of $678.40 for
expenses of foster care for the month of August.
On motion by Commissioner Wilcox, seconded by Commissioner
Nolan, the Court uanimously voted to pay to Roland M. Searcy, Jr.,
Attorney At Law the sum of $892.54 for legal services in connection
with the condemnation of two tracts for,the improvement of Highway
21 West.

On motion by Commissioner Wilcox, seconded by Commissioner-
, Stasny, the Court unanimously voted to pay theCity of Bryan the
sum of $139.00 for fire calls for the month of August.
` On motion by Commissioner Wilcox, seconded by Commissioner
Nolan, the Court voted to pay the sum of $5,392.87 to R & R
Marble Co. of Houston as the first estimate on the contract
heretofore approved for the repair of the marble on the exterior

of the Courthouse.
On motion by Commissioner Stasny, seconded by Commissioner
Nolan, the Court unaniously voted approve the plat of Oak Forest
Estate, Second Installment, submitted by Oak Forest Estate, Inc.
with the understanding-the County would in no way build or maintain
the roads in said subdivision.
On motion by Commissioner Stasny, seconded by Commissioner
Nolan, the Court unanimously"voted to pay the expenses of fencing
the West By-pass right of way, in the amount of $15,844.42, to
'be paid out of the West By-pass Fund.
On motion by Commissioner Wilcox, seconded by Commissioner
Nolan, the Court unanimously voted to pay all bills which have
been properly approve and filed.
There being no further business the Court adjourned.
The foregoing minutes were examined and approved in open
Court on th 9th day of October,

A G R E E M E N T
Pursuant to authority contained in Section 2.13 and 2.17, Article
5547-202, Vernon's Texas Civil Statutes, as amended, the Austin State•
Hospital of the Texas Department of Mental Health and Mental Retardation,
hereinafter called "Hospital", acting by and through its Superintendent,
and Brazos County, Texas, hereinafter called "Brazos County", acting by
.and through its Commissioners Court, jointly agree to provide mental
health services to residents of Brazos County, Texas, in conformity
with the following terms and conditions, to-wit:
` I.
"Brazos County" does hereby agree to make available to "Hospital"
the following described property located in Bryan, Brazos County, Texas,
to-wit:
Suite of offices located at 405 West 28th Street,
Bryan, Brazos County, Texas
To be used as a mental health services outreach center by "Hospital"
from and after September 1, 1972 to and including August 31, 1973.

"Brazos County" agrees to provide utilities, including electricity,
gas, water and telephone service. "Brazos County" agrees to provide
necessary office furniture and equipment for such building as requested
by the "Hospital". "Brazos County" further agrees to provide mainten_
ance and upkeep of the building, all furniture and equipment therein
and to adequately insure all of such facilities for "Brazos County's"
benefit.
In further consideration of the "Hospital's" agreement to provide
mental health services to the people of Brazos County of the State of
Texas, "Brazos County" covenants and agrees to reimburse "Hospital" for
program expenses paid by the "Hospital".
