A regular meeting of the Commissioner's Court of Brazos County,
Texas was held in the Commissioner's Courtroom in the Courthouse

with the following present:
William R. Vance, County Judge, presiding;
Raymond Nolan, Commissioner of Precinct No. 1;
George Dunn, Commissioner of Precinct No. 2;
Clyde J. Porterfield, Commissioner of No. 3;
W. A. Stasny, Commissioner of Precinct No. 4;
Frank Boriskie, County Clerk.
The Court received, approved and ordered filed as.submitte

mously authorized the County Judge and Commissioner Porterfield to begin
negotiations for the
acquisition of such property, and to make payment for

same out of interest earned on thel"East and West By-pass funds. -

The next item for consideration was the reduction of the bounty

paid on wolves by Brazos County as heretofore authorized by the Court:
After discussion, Commissioner Porterfield moved to•terminate such
bounty payments as of December 31, 1970. The motion was seconded by
Judge Vance, and carried, with Commissioner Stasny and Dunn, voting no.

y payments be discontinued and terminated
as of December 31, 1970.

The Court next considered a proposal to add major medical insurance

to the present hospitalization insurance program for county employees.

After discussion, the Court authorized the County Judge to meet with all
interested employees to determine whether such employees are in favor

Brazos Country would pay 409 of the above total and the Criminal
Justice Council Grant would pay the balance of 60% thereof, the County
part,being $881.20. Remaining bids for such equipment total $34$2.25.
Commissioner Dunn moved to purchase the above equipment from The Perry
Company of Waco, Texas, the low bidder thereof. The motion was seconded
by Commissioner Stasny and carried unanimously.
The request of General Telephone Company to lay cable along County
roads in Precinct 3 was approved with the usual stipulation concerning
the future relocation of such cable at no cost to Brazos County, Texas:
The County Judge submitted bids for the purchase of a.chair for
the Health Unit. On motion by Commissioner Porterfield, seconded by
Commissioner Stasny, the Court unanimously voted to accept the low bid
of News Office Supply in the amount of $43.25, the other bid being from
Engineering and Office Supply in the amount of $57.70•
The County Judge next presented a request from the Texas Dept
of Public Welfare for the payment of that Agency of the sum of $3500.00
to cover expense of the Food Stamp Program for the period December, 1970,
ano January and February, 1971. On motion by Commissioner Dunn, the
Court unanimously voted to.forward such funds.
The Court heard a presentation by Mrs. Thelma Van Overbeek, Chair-
man of the Advisory Committee, Brazos County Social Service Unit of the
Texas Dept'of Public Welfare, concerning the advisibility of entering
into a foster care contract with the Dept. After an explanation of the
advantage's to the County of such a contract, Commissioner Nolan moved
to authorize the County Judge to enter into a formal contract with the
Texas Dept of Public Welfare to provide foster care services. The
motion was seconded by Commissioner Dunn, and unanimously carried.
On motion by Commissioner Porterfield, seconded by Commissioner
Dunn, the Court unanimously voted to approve the payment of the sum of
$640.17,for foster care services for the month of November.

On motion such made, seconded and carried, the Court voted that.',,

the Brazos County Courthouse be closed December 24, 25, 1970, and
January 1, 1971.
The Tax Assessor-Collector appeared to ask the Court to adopt
resolutions in support of certain taxation changes in favor of the
Counties of Texas, which will be submitted to the Legislature during

1971. The Court unanimously voted to support each such resolution,'
copies of which are attached to these minutes.
On motion duly made and seconded the Court voted to approve
all reports and pay all bills which have been properly filed and
approved.
There being no further business the Court adjourned.

RESOLUTION
'
WHEREAS the' problem of assessing property in Texas is becoming
E
-more complex each year;
WHEREAS the assessors of this state do not'have'adequate information
from which an equalized assessment can be made;
°
WHEREAS the adoption of the`Stamp Tax Act is desirable and necessary
in the assessment of property;

THEREFORE BE IT RESOLVED by the Commissioners Court of BRAZOS
:i
County that the legislature be advised of the problems in connec on
with the assessing of property and the need for a Stamp Tax'Act.
Further that this Commissioners Court go on record as supporting
a Stamp Tax Act that would be fair and equitable.

ORDER OF THE DISTRICT COURT
Pursuant to Article 1645 VACS and all other applicable
statutes, the Court hereby appoints MRS. MARY NICHOLS County
Auditor to hold office for a term of two years, from November 15,
1970, to November 159 1972, and the Court hereby sets her
compensation for her services an annual salary from the County
General Fund in the sum of Ten Thousand Five Hundred ($10,50040)
Dollars, the identical salary paid the Brazos County Assessor-
Collector of Taxes, said salary to be paid monthly in equal
installments to said County Auditor.
IT IS FURTHER ORDERED that this Orderthall be recorded
in the Minutes of the District Court, and that the Clerk of the
District Court shall certify the same for observance to the
Commissioners' Court which,shall cause the same to be recorded in
its Minutes. The said Auditor shall take the oath of office
required by law and file the proper bonds as required by law.
