Pursuant to notice, the "Commissioners Court convened at

The County Judge called the meeting to order-and announce
that the hearing on the budget for 1971 for Brazos County, Texas
was open. It was noted that the proposed budget had been on

file in the office of the County Clerk of Brazos County for
10 full days preceeding the date of the hearing.
Reverand Guy Pry and Mervin D. Peters appeared
on behalf of the Brazos County Counciling'Service and
requested that the amount allocated to such agency
be increased from $$5,000.00 to $7,000.00, and in
support of such request outlined briefly the activities
of the agency and planned expansion for the year 1971.
The County Jedge read a letter from the Honorable
W. C. Davis, Judge of the 85th Judicial Court of Brazos
County, Texas, recommending that a secretar be provided
for the Office of the District Attorney at 3,300.00 per

The-Count Judge next recommended the inclusion
of the sum of 7,500.00 as an amendment to the proposed
budget for the purpose of foster care as for
children in the legal custody of the-BrazosnCounty Child
Welfare Unit of the State Department of Public Welfare.
The Court next heard,a request by John H. Godfrey,
Probation Officer, for salary increase and additional
Probation Officers and other proposed expenses, including
an increase in out of County travel allowance from 7
cents per mile to 10 cents per mile.
The Honorable B. V. Elkins, County Treasurer,
requested that the salary,of the County Treasurer be
increased to $8,950.00 per annum in the proposed budget
due to the fact that he"had found it necessary to cease
to perform the duties of the Veterans Service Office
effective January 1, 1971, and that the Treasurer's
salary is out of line with other county wide office holdera.
Judge E. H. Dewey, Jr., Judge Jess B. McGee and
Judge Alton P. Boyett, Jr., requested that the three
active Justices of the Peace be removed from the fee
system and that the proposed budget be amended to
ro-
vide for an annual salary of $8,400.00 for the Justice
of the Peace Precinct 4, Place 1, Justice of the Peace
Precinct 4, lace 2 and Justice of the Peace, Precinct
7, Place 1.
Commissioner Stasny'recommended that the proposed
budget be amended to provide for $107,000.00 for
materials and supplies expenditure from the Road and
Bridge Fund.
After recognizing all visitors who had not appeared on the
proposed budget, the County Judge announded that the budget
hearing was concluded.
The Court thereupon made the following amendments to
the proposed budget for the year 1971.
On motion by Commissioner Porterfield and seconded
by Commissioner Dunn the Court voted to amend the
proposed budget so as to provide-for the inclusion of
a secretary for the office of the District Attorney,
at $3,300.00 per annum.
On motion by Commissioner Dunn and seconded
by Commissioner Porterfield the Court voted to amend
the proposed budget so as to provide for the in-
clusion of the sum of $7,500.00 for foster care
payments for children in the legal custody of the
State Department of Public Welfare.
On Motion by Commissioner Dunn and seconded
by the County Judge, the Court voted to amend the
proposed budget to increase the salary of the County
Treasurer to $8 950,00 per annum.
On motion ~y Commissioner Porterfield and
seconded by Commissioner Nolan the Court unanimously
voted to amend the proposed budget to provide for
the inclusion of the sum of $8,400.00 per annum as
salary for the Justice of the Peace Precinct 4 Place 1,
Justice of the Peace, Precinct 4, Pace 2, and ~recinct
7, Place 1, such salary to be paid in lieu of all
other fees.
On motion by Commissioner Stasny and seconded
by Commissioner Nolan the Court unanimously voted to
mend the roposed budget to-provide for the sum of
$107,000.0 for material and supplies expenditures
from the Road and Bridge Fund.

As your budget officer, and in accordance with the law, there is submitted
herewith the proposed Budget of Brazos County, Texas for the fiscal (calen-
dar) year of 19719 including all anticipated revenue and the proposed dis-
bursements. This budget contains the necessary schedules and tabulations
in proper detail.
The Texas Statutes require that the county budget be prepared and submit-
ted, and that a public hearing be held thereon, after which it shall be
approved and adopted by the Commissioners' Court, and followed throughout
the budget year.
The within budget'calls for a total operating expenditure during the year
1971 of $1;036,835.00, and an additional $130,042.50 for retirement of road
bonds.

TAX RATE
In 1956 the people of Texas voted to amend Article 8, Paragraph,91
Section 8, of the Texas Constitution so as to allow the Commissioners' Court
of Texas to exercise judgment and discretion in levying taxes for the sev-
eral different funds so long as the total operating levy does not exceed
95 cents per hundred of assessed valuations. Based on actual need, the
within budget, supported by the detailed estimates of anticipated revenue
and the proposed expenditures, calls for a levy for 1971 of 46 cents for
the General Fund,.05 cents for the Jury Fund, .21 cents for the Permanent
Improvement Fund and .23 cents for the Road and Bridge Funds, for the
total of .95 cents. In addition, on the 260 day of June, 1965, the people
of Brazos County authorized the issuance of $400,000.00 in Road Bonds and
further authorized the levy of an annual ad valorem tax on all taxable
property within the county for the payment thereof. Based upon the total
assessed valuation a levy of .10 cents is sufficient to retire this issue.
Additionally, on the 11U day of March, 1967, the people of Brazos County
authorized the issuance of $800,000`.00 in Road Bonds and further authorized
the levy of an annual ad valorem tax on all taxable property except the
first $39000.00 valuation of residential homesteads, not to exceed .30 dents
per one hundred dollars of valuation, for the payment thereof. On the 240
day of February, 1968, a bond issue in the amount of $350,000.00 was author-
ized, payable from the proceeds of the Farm to Market and Lateral Road Fund
Tax, of which $250,000.00 of the bonds were issued in 1968 and $100,000.00
in 1969. Based upon the total assessed valuation excluding the first
$3,000.00 valuation of residential homesteads, a levy of .15 cents is suffi-
cient to retire the 1967 series, a levy of .07•,cents is sufficient to re-
tire the 1968 series, and a levy of .03 cents to retire the 1969 series.
CONCLUSION
The within budget should be accepted by the Commissioners,r'CoUrt filed
with the County Clerk, and a public hearing set thereon. I urgently recom-
mend that this budget be finally approved and adopted in its present form at
the conclusion of these statutory-hearings.
