REGULAR MEETING - JULY 139 1970
A regular meeting of the Commissioners' Court of, Brazos
C ounty, Texas,,was held in the'Commissioners's Courtoom in the
Courthouse in Bryan, Texas, beginning at 10:00 A. M.-on Monday
July 139 1970 with the following present:
William R. Vance, County Judge, presiding;
Raymond Nolan, Commissioner of Precinct # 1;
George-Dunn, Commissioner of Precinct # 2;
Clyde J. Porterfield, Commissioner of Precinct # 3;
W. A. Stasny, Commissioner of Precicnt # 4;
j Frank Boriskie, County Clerk.
The Court received, approved and ordered filed as submitted
the following reports for June:
B. V. Elkins, Welfare Officer;
B. V. Elkins, Veterans Service Officer;
William Sistrunk, County Agricultural Agent;
i Emily Ritter, County Home Demonstration Agent;
Barbara Sharp, Associate County Nome Demonstration Agent;
The Court received, considered and approved the following
reports from County and Precinct officers showing offical fees
of office collected and remitted to the County Treasurer according

The Court next considered the payment of the expenses of
r the condemnation of the Jones and Butler tract on the West-
By-Pass in the amount of $1,202.50 to Davis and Stacy and $400.00
to James C. Smith. Commissioner Nolan moved that such expenses
be paid from the West-By-Pass fund. Motion was seconded by
Commissioner Stasny and unanimously carried.
Commissioner}Porterfield next moved that the amount of
$54,120.55 in earned interest on funds on deposit with the
First National Bank Of Bryan, Texas, be transferred to to
General Fund of Brazos County. The motion was seconded by
Commissioner Nolan and unanimously carried.
The County Judge next presented a report on the Food Stamp
Program showing that 856 individual participated in the Food
Stamp Program for the month of April, 1970 and that the total
value of Food Coupons issued was $19,140.00.
The Court next considered the adoption of a resolution
creating a joint Airport Study Committee. Alter a discussion
Commissioner Porterfield moved that such resolution be adopted.
The motion was seconded by Commissioner Nolan and unanimously
carried. A copy of the resolution adopted is attached to and
made a part of these minutes.
The Court next considered a proposal for a lease agreement
with the Xerox corporation for the lease of a 914 copier for
hhe District Clerk's Office for a minimum of twelve (12) months
at 565:00 per month. Commissioner Nolan moved that such agree-
ment be approved and t~dt the Dir,rict Clerk be authorized to
lease such copier. Motion was sconded by Commissioner Dunn and
unanimously passed.
,On motion duly made and seconded the Court unanimously voted
to approve all reports and pay all bills which have been properly
filed and approved.
There being no further business the Court adjourned.
The foregoing minutes beginning on page y and concluded
on page ZZ were examined and approved in open Court on the

RESOLUTION
WHEREAS,
the subject of airport
facilities has been under
consideration and
discussion for a long
period of time; and
WHEREAS,
the Board of Director's
of Texas A$M University
has by resolution
called upon Brazos County, the City of Bryan and
the City of College Station for financial assistance to provide
' adequate airport services for the region; and
WHEREAS, there is a recognized need for adequate airport
facilities for growing public transportation needs and the stimu-
lation of economic growth; and
WHEREAS, Texas A&M University has stated that it cannot
continue to provide adequate airport facilities necessary to the '
progress and growth of the community; and
WHEREAS, there exists a need for a comprehensive study of
airport needs, costs and solutions;
NOW, THEREFORE, BE IT RESOLVED by the Commissioners' Court
of Brazos County, Texas, the Commission of the City of Bryan, Texas
and the City Council of the City of College Station, Texas, acting
jointly, that there be, and there is hereby created a joint Airport
Study Committee of 11 members to be appointed as follows:
A Chairman to be appointed jointly by the
County Judge, the Mayor of the City of Bryan-
and the Mayor of the City of College Station.
3 members to be appointed by the County Judge.
3 members to be appointed by the Mayor of the
City of Bryan.
3 members to be appointed by the Mayor of the
City of College Station.
1 member to be appointed by the Acting Presi-
dent of Texas A$M University.
BE IT FURTHER RESOLVED that the Airport Study Committee be, and-,
they are hereby charged with the responsibility of making a comprehen-
sive study of means of providing adequate airport facilities to insure
the existence of an airport suitable to the anticipated growth of this
area, and making a recommendation`at the earliest practicable date, to

the Commissioners' Court, the City Commission of Bryan and the City'
Council, of College Station, as to the'most feasible means for'provid-
ing and financing such facilities; and
BE IT FURTHER RESOLVED that the Airport Study Committee meet
at such times and places as may be designated iby the Chairman; and
BE IT FURTHER.RESOLVED that Brazos' County, the City of Bryan.
and the City of College Station hereby express~ their willingness to
provide said Committee with such data and info~,rmation as may be deem

i, eel necessary by said Committee in the furtherance of the accomplis'h-
+ ment of it's objective,as herein set forth;
BE IT FURTHER RESOLVED that the citizeIns of Brazos County,
-Texas are encouraged to express their views concerning the subject
matter of this study to the Committee in ordei that its recommenda-
tions may have a broad base of community support.
