M. on Monday,_ April 16, 1970 with the following present: William R. Vance, County Judge, presiding; Raymond Nolan, Commissioner, Precinct # 1; George Dunn, Commissioner, Precinct # 2; Clyde J. Porterfield, Commissioner, Precinct # 3; W. A. Stasny, Commissioner, Precinct # 4; Frank Boriskie, County Clerk. The minutes of the regular meeting h6ld March 9, 1970, and the Upecial meeting held March 23, 1970, were read and approved without change. The Court received, approved and ordered filed as submitted the following reports for March: B. V. Elkins, Welfare Officer B. V. Wilcox 469 votes Cecil Ryan 1 vote FOR MEMBER FROM COMMISSIONER PRECINCT NO. 1 Grady P. Parker 452 votes Monica Waters 1 vote FOR MEMBER FROM COMMISSIONER PRECINCT NO. 2 (UNEXPIRED TERM) George H. Rice, Jr. 4 votes FOR MEMBER FROM COMMISSIONER PRECINCT NO. 3 James L. Boone, Jr. 4 votes FOR MEMBEF FROM COMMISSIONER PRECINCT NO. 4 (UNEXPIRED TERM) Arthur J. Yeager 17 votes IT IS, THEREFORE, FOUND, DECLARED AND SO ORDERED, By the Commissioners' Court of Brazos County, Texas, that at said election the following candi- dates were duly elected to the County Board of School Trustees of said County, subject to their taking their oaths, to-wit: George B. Wilcox, Grady P. Parker, George H. Rice, Jr. (unexpired term), James L. Boone, Jr., and Arthur J. Yeager, (unexpired term). It is further found and determined that written notice of the date, place and subject of this meeting was posted on the bulletin board located ,at a place convenient to the public in the county courthouse of this county, and that said notice as posted complied with all of the require- ments of Article 6252-17. The above order being read, it was moved and seconded that same do pass. Thereupon, the question being called for, the following members of the Court voted AYE:, All present; and the following voted N0: None. 77777 r The Court next heard a presentation from Mr. E. E. Easterly con- cerning the joining of the Brazos County Community Action Program with that of Robertson County, it being hoped that all seven counties comprising the Brazos Valley Development Council would ultimately join. ! Mr. Easterly discussed the advantages of a combined Community 'j: Action agency, and was supported by Mrs. Leon Burgess,•a member of the Brazos County Community Action Executive Committee, who expressed the Executive Committee's desire to effect such a joiner. Commissioner Nolan moved that three persons be appointed to•represent Brazos County in negotiations for combining the Community Action Program agencies. Motion was seconded by Commissioner Dunn; motion carried unanimously. The Court next heard from Mr. Charles Spinn from the Department of Public Welfare, who informed the Court of the desire of the Child Wel- fare Unit to appoint an advisory committee to assist the personnel of that Unit with child welfare problems and procedure. No objection to such a committee was voiced. Mr. Spinn stated that he would proceed with plans to appoint such an unofficial advisory committee. On motion by'Commissioner Stasny and seconded by Commissioner Dunn, the Court unanimously voted to join the County Judges and Commissioners Association for the year 1970, and authorized the expenditure of $100.00 for such purpose. The County Judge next informed the Court of a grant from Criminal Justice Council in the amount of $1372.00 for the purchase of video tape equipment for the Sheriff's Department. On motion by Commissioner Porter- field, seconded by Commissioner Dunn, the'Court unanimously voted to accept bids for such equipment. The County Judge next advised the Court that the Bryan Building $ Loan Association had been requested to pay all past due taxes to the City of Bryan on the Saddle Club property, and that the Association had requested that the monthly payment be increased sufficiently to amortize- the increased balance over the same number of years as originally pur- chased. After a discussion, Commissioner Stasny moved that the balance due to Bryan Building & Loan Association in the amount of $3-,097.81 be fully paid out of the'Permanent Improvements Fund. The Tax Assessor-collector next requested approval of a proposed agreement concerning registration of,voters for the year 1971 for a fee of 25¢ per voter registered. On motion by Commissioner Porter- field, seconded by Commissioner Dunn, the Court unanimously voted to accept-such proposed agreement, and authorized the Tax Assessor-collector to contract for such services as outlined in the proposed agreement, a copy of which is attached to these minutes. On motion by Commissioner Dunn and seconded by Commissioner Nolan the Court unanimously voted,to pay Southern-Steel the amount of $1,890.00 on estimate # 1, for improvements of the Brazos County jail. On motion duly made and seconded the Court unanimously Approved .the plat of the Harvey Estates Subdivision in Brazos County, with the understanding that the `County would be under no obligation to build construct or maintain any of the streets or roads in said Subdivision. On motion by Commissioner Stasny and seconded by Commissioner Nolan the Court unanimously agreed to accept the rigt-of-way of the road known as the Hardy Weedon and Elmo Weedon Road in Precinct as conveyed in Volume 284, page 200,and 302 of the Deed Records of Brazos County, Texas with the understanding that such acceptance the County would be under no obligation to build, construct, or maintain such "road. On motion duly made and seconded the Court unanimously voted to approve all-reports and pay all bills which have been properly filed and approved. These applications will be designed so as to conform to the format prescribed by the office of the Secretary of State. Applications will automatically be prepared for all voters registered in Brazos County in 1970 and will be mailed (first class) to the address indicated on the 1970 registra- tion certificate. The voter will be asked to examine the applica- ' tion for errors or changes, make needed changes, sign the application i , and return it to the office of the county tax assessor-collector. II. Applications - New Voters V A supply of applications will be produced and made + available to the county tax assessor-collector for distribution to all persons wishing to vote but who did not register to vote in Brazos County in 1970. These applications will be preaddressed to the "County Tax Assessor-Collector, Brazos County" and may either be mailed (at applicant's expense) or delivered to the county tax assessor-collector. Applications clipped from local newspapers will also be accepted from new voters. III. All applications will be collected by the county tax assessor-collector and in turn will be collected by a represent- L P41 ative of this office at least weekly prior to January 1, 1970, and semi-weekly thereafter until the conclusion of the registration a, period. Collection and processing of applications in this- manner is necessary so that certificates may be prepared and bryan bldg. & loan bryan, texas 77801,& telephone 713/822-1332 . , i 5>' t mailed to the voters within ten (10) days of the time the applica- tion is returned by him. As the applications are processed they will be filed in control number order for delivery to-the county tax assessor-collector at the end of the registration period. IV. Voter Registration Certificates As previously mentioned, as applications are received during the registration period they will be processed and certif- icates will be produced and mailed (first class postage) to voters at the address shown on tTteir application. First class postage will guarantee delivery or the certificate will be returned to the office of the tax assessor-collector if undeliverable. V. Alphabetical Lists of Voters The system proposed here, if accepted, will insure completion of the required alphabetical list of voters by precinct' by March 1, 1971, as required by the Texas Election Code. The number of copies required by the county tax assessor-collector /S4*4 will be prepared in the format prescribed by him and will be de- livered to his office by March 1. VI. Supplies & Materials Included The price quoted for this service includes all supplies and materials needed for applications, registration certificates, and poll lists. First class postage is also included for the mailings required. VII. Cost of Service Our price for providing the county with this service is S .25 per voter registered as of the end of the 1971 voter registration period. The only possibility of an increase in the cost of this service for 1971 would involve an increase in postal rates by the Post Office Department. In such a case we feel that these extra costs should be shared by the county. I am sure that with the increasing population of Brazos County the only possible solution to the voter registration problem and production of the poll lists on time is to make the switch to electronic data processing. Such a system would virtually in- sure a continual increase in the number of voters registered and would solve many of the problems now faced by the county.
