M. on Wednesday, September 24, 1969 with the following present:' William R. Vance, County Judge, presiding; Raymond Nolan, Commissioner of Precinct #1; George Dunn, Commissioner of Precinct #2; Clyde J. Porterfield, Commissioner of Precinct #3; W. A„ Stasny, Commissioner of Precinct #4; Frank Boriskie, County Clerk. Pursuant to notice given on September 17, 1969 the Commissioners Court convened at 1:30 P. M. on Wednesday, ! Total' County payments $ 129980.00 ' -.'Total Indebtedness as of 12/31/70 $ 55,000.00.`• 5 - - - - - - - - - - - - - -id-------- The total Outstanding Indebtedness at the end of 1970 will be: Road Bonds $ 19285,000.00 Courthouse - Jail Bonds 1757000.00 Courthouse - Jail Warrants 209000.00 Parking Lot Warrants 55,000.00 $ 19535,000.000 TAX RATE In 1956 the people of Texas voted to amend Article 8, Paragraph 9, Section 8, of the Texas Constitution so as to allow the Commissioners' Court of Texas to exercise judgment and discretion in levying taxes for the sev- -eral different funds so long as the total operating levy does not exceed 95 cents per-hundred of assessed valuations. Based on actual need, the within budget, supported by the detailed estimates of anticipated revenue and the proposed expenditures, calls for a levy for 1970 of 45 cents for the General Fund, .04 cents for the Jury Fund, .23 cents for the Permanent Improvements Fund and .23 cents for the Road and Bridge Funds, for the total of .95 cents. In addition, on the 26tb day of June, 1965, the people of Brazos County authorized the issuance of $400,000.00 in Road Bonds and further authorized the levy of an annual ad valorem tax on all taxable property within the county for the payment thereof. Based upon the total assessed valuation a levy of .10 cents is sufficient to retire this issue. Adaitionally, on the 110 day of March, 1967, the people of Brazos County authorized the issuance of $800,000.00 in Road Bonds and further authorized t .6 the levy of an annual ad valorem tax on all taxable property excep e first $39000.00 valuation of residential homesteads, not to exceed .30 I cents per one hundred dollars of valuation, for the payment thereof. On the 24tb day of February, 1968, a bond issue in the amount of $350,000.00 °t was authorized, payable from the proceeds of the Farm to Market and Lat- eral Road Fund Tax, of which $250,000.00 of the bonds were issued in 1968 and $100,000.00 in 1969. Based upon the total assessed valuation exclud-• ti ing the first $3,000.00 valuation of residential homesteads, a levy of .15' cents is sufficient to retire the 1967 series, a levy of .07 cents is suf- I' °,',,,ficient to retire the 1968 series, and a levy of .03 cents to retire the ` •1969 series. CONCLUSION The within budget should be accpeted by the Commissioners' Court,'„ filed with the County Clerk, and a public hearing set thereon.
