SPECIAL MEETING - SEPTEMBER' 30, 1968
A special meeting of the Commissioners Court,of Brazos'
County, Texas; was held in the Commissioners Courtroom in the

' Courthouse in Bryan, Texas, beginning at 10:00 A. M. on Monday, j
September 30, 1968,with the following present:
+ William R. Vance, County Judge, presiding;
Raymond A. Nolan, Commissioner of Precinct 1;
George Dunn, Commissioner of Precinct 2;
Clyde J. Porterfield, Commissioner of Precinct 3;
W. A. Stasny, Commissioner Precinct 4;-
Frank Boriskie, County Clerk.,,
The County Judge opened the-Public Hearing on the proposed
1969 Budget, whereupon statements were heard from the following
persons concerning such Budget:

Brazos Varisco
W. R. (Dede) Matthews
R. C. Robertson i
John Godfrey
;thereupon the County Judge closed the public hearing and'the
Court proceed to,a -discussion- of the proposed budget.
Commissioner Nolan moved that'the proposed budget be approved,
adopted and filed' for official, use during the year of 1969. The

motion was seconded by Commissioner Stasny and all present voted

in favor of the motion whereupon the County Judge announced that
it had been duly adopted.
Transmittal and text of this Budget are as attached to these
Minutes.
Upon motion duly seconded and unanimously passed the County
Occupation Tax for the
• Year 1969 was sc
t' at ~ of the State rates.

Upon motion duly made and seconded the Court voted unanimously
to fix and levy the total county wide tax rate for Brazos'County,
Texas for the tax year beginning October i, 1968 at $1.35 per $100.00
valuation of property within the County according to the schedule
of tax levies as shown in the proposed Budget.
On motion by Commissioner Porterfield and seconded by
,Commissioner Dunn, the Court unanimously voted to.change the
polling place for Precinct 19 from,the American Legion Hall to
Bonham Elementary School effective March 1, 1969.
There being no further business, the meeting adjourned.

concluded on page were examined and approved in Open
Court on the -day of October, 1968.

Gentlemen:
As your budget-officer, and in accordance with the law, there is sub-
mitted herewith the proposed Budget of Brazos County, Texas for the
fiscal (calendar) year of 19699 including all anticipated revenue and
the proposed disbursements. This budget contains the necessary
schedules and tabulations in proper detail.
The Texas Statutes require that the county budget be'Iprepared and sub-
mitted, and that a public hearing be held thereon, after which it
shall be approved and adopted by the Commissioners'Court, and followed
throughout the budget year.
The,within budget calls for a total operating expenditure during the
year 1969 of 58717103.00, and an additional $122,551.25 For retire,
ment of road bonds.

TAX RATE
In 1956 the people of Texas voted to amend Article 8, Paragraph 9,
Section 8, of the Texas Constitution so as to allow the Commissioners'
Court of Texas to exercise judgment and discretion in levying taxes
for the several different funds so long as the total operating levy
does not exceed 95 cents per hundred of assessed valuations. Based
on actual need, the within budget, supported by the detailed estimates
of anticipated revenue and the proposed expenditures, calls for a levy
for 1969 of 45 cents for the General Fund, 04 cents for the Jury Fund,
23 cents for the Permanent Improvements Fund and 23 cents for the Road
and Bridge Funds, for-the total of 95 cents. In addition, on the 26th
day of June, 1965, the people of Brazos County authorized the issuance
of $400,000.00 in Road Bonds and further authorized the levy of an
annual ad valorem tax on all taxable property within the county for
the payment thereof. Based upon the total assessed valuation a levy
of 15 cents is- sufficient to retire this issue. Additionally, on the
110 play of March, 1967, the people of Brazos County authorized the
issuance of $800,000.00 in Road Bonds and further authorized the levy
of an annual ad valorem tax on all taxable property except the first
$3,000.00 valuation of residential homesteads, not to exceed 30 cents
per one hundred dollars of valuation, for the payment thereof. On the
24th day of February, 1968, a bond issue in the amount of $350,000.00
was authorized, payable from the proceeds of the Farm to Market and
Lateral Road Fund Tax, of which $250,000.00 of the bonds have been
issued as of this date. Based upon the total assessed valuation exclud-
ing the first $3,000.00 valuation of residential homesteads, a levy of
18 cents is sufficient to retire the 1967 series, and a levy of 07 cents
is sufficient to retire the 1968 Series.
CONCLUSION
The within budget should •be accepted by the Commissioners' Court, filed
.with the County Clerk, and a public hearing set thereon. I urgently
"'recommend that this budget be finally approved and adopted in its pres-
ent form at the conclusion of these statutory earings.
