A regular meeting of the Commissioners Court of Brazos
County, Texas was held in the Commissioners' Courtroom in,the•
Courthouse in Bryan, Texas, beginning at 10:00 A. M. on Monday
August 12, 1968 with the following present:
William R. Vance, County Judge, Presiding;
Raymond A. Nolan, Commissioner of. Precinct 1;
George Dunn, Commissioners of Precinct 2;
Clyde J. Porterfield, Commissioner of Precinct 3;
The Court received, approved and ordered filed as submitted
the following reports for July, 1968:

On motion by'Commi$sioner Dunn and seconded by Commissioner
Nolan, all-'present voted to request that the Board of County
and District Road Indebtedness return the balance of $6,271.18 to
the County for•use•in the construction or improvement of County
latteral roads.

for the existing sanitary sewer systems of the rr,unicipalities and Communities
of the 'area served by the Brazos krea Planning Corporation, and thorc now
exists a need,for initiating tha conceptual studies necessary to coordinate and
deterrnina the relationship of the separate sewer sycten-:s uo that the cornniunities
,
of the r.rea rnay, through coordinated effort, develop the rnost efficient and

effective liquid waste dispocat oyctems to protect the quality of tho waters of
the Area and the future health and welfare of its citizens, and
WHEREAS the State Legislature of Texas has Made available funds

to be used by the Texas Wat::r Quality Board for accomplishing such conceptual
studies through contract with appropriate lgcncies, and the Texas WatQr Quality
Board has encouraged the Bra zoo Fiver /authority to undertake such conceptual'

Planning Corporation is a part, and

WHEREAS, the Brazos River Authority has indicated its willingness

necessary to provide g;uidclin ~u for planning of waste disposal systurrns within
the area acrved by the:Brazos .I\rc•a Planning; Corporation and to aupplOrnont
" existing plans as needed to assure the most efficient and effective dovelopn-iont
of the public sewerage systurtip necessary to prevent pollution of the water
resources of the Area and to protect the-health and welfare. of its citizens, and
THAT the Brazos Area Planning Corporation, on behalf of itself and
its riiembera, offers its cooperation to the Brazos River Authority by making
available all existing info rrr:ation ncedud for conceptual studies and by

reviewing and cotrorr,utiting; on the utudica and the plans developed thercfrona as

appropriate to permit ordorl'y progress- of the work.

Judge all present voted'to endorse the foregoing resolution.

Commissioner Nolan, all present voted to pay the statement
of News Office Supply in the amount of $121.50 for one filing
cabinet for the Justice of the-Peace of Precinct 7, Place 1.
On motion by Commissioner Porterfield and seconded by

Commissioner, all present doted to pay out of the Highway
6 Bpi-Pass Fund the statement of A. W. Davis, Attorney at Laws"
for services rendered in connection with 15 condemnation cases
in the amount of $16,951.16.
On motion made, seconded and unanimously passed the Court
voted to approve all reports and pay all bills which have been
properly filed and approved.
There being-no further business at this time the Court
voted to recess this regular meeting to'a later date in August
to convene on call of the,County Judge.

The regular meeting for August having been'recessed on the
12th day of August, '1968 subject to further meeting on call of
the County Judge, the Court convened at 10:00 A. Me on the
26th day of August,,1968 with the following members present:
William R. Vance, County Judge, presiding;
Raymond A. Nolan, Commissioner of Precinct l;
George Dunn, Commissioner"of Precinct 2;
Clyde J. Porterfield, Commissioner of Precinct 3;

when the following business was transacted:

There neAt came to be considered the matter of the reformation
of election precincts pursuant to the
~ provisions of Articles 2.02' ~
„
and 2.04 of the Election Code of the State of Texas. The County
Judge resented a i
P proposed plan for the rearrangement of such
election precincts, providing for the establishment of nineteen !
voting precincts, being seven rural boxes, three in the City of '
College Station and nine in the City of Bryan. After considerable
discussion Commissioner Porterfield moved the adoption of the I
following order, the County Judge seconding:

WHEREAS there exists at the present time certain ;
• voting precincts in Brazos County-which contain numbers of
registered voters in excess of the maximum allowable
under Article 2.04 of the Election Code of the State of j
y Texas; and
WHEREAS there exists a necessity for the realignment
of Commissioner's precincts which can only be accomplished
by prior rearrangement of election precincts; and
WHEREAS the Commissioners Court has considered
'the formation of such election precincts as hereinafter
set forth and finds that such precincts are for the '
convenience of the people of Brazos County and further
finds that any such precinct which 'cont'ains unincorporated
territory is so situated that it cannot be feasibly included
within anelection precinct outside 'of a city of suitable r
size, shape and containing a suitable number of voters; j

BE IT ORDERED, ADJUDGED AND DECREED BY THE COMMISSIONERS
COURT OF BRAZOS COUNTY, TEXAS, that Brazos•County, Texas'
be divided into the following numbered and described
election precincts, effective as of the first' day of
the voting year-next following, to-wit, the First day of ` t
March, 1969:' _
VOTING PRECINCT 1 - MILLICAN
BEGINNING at the point where latitude line 30.301 intersects
the centerline of the Brazos River, as shown by the General High-
way Map of Brazos County, Texas, prepared by the Texas Highway
Department, dated 1962;
THENCE East along said latitude line 30°30, to the point

where said line intersects the centerline of the Navasota River;
THENCE in a southerly direction along the meanders of the
centerline of said Navasota River to the point where its center-
line intersects the centerline of the Brazos River;

The"motion to+adoptlthe foregoing order prevailed by the
following vote:
Ayes: Commissioner Porterfield, Commissioner Nolan and
Judge Vance
Noes: Commissioner Stasny and Commissioner Dunn
The County Judge thereupon announced that the motion had duly,
and lawfully carried, and that the-foregoing order establishing-
election precincts, effective March 1, 1969, had been duly and
lawfully adopted.
The County Judge further proposed that the following be
established as precincts for the election of County Commissioners
for Brazos County:
Commissioners Precinct One - Election Precincts 1, 29 89 9, and _l0____-:-=-
Commissioners Precinct Two -'Election-Precincts 5, 61 17, and 19
Commissioners Precinct Three - Election Precincts 3•, 49 119 129
and 14
Commissioners Precinct Four 79 139 157 16, and 18
The County Judge pointed out that changing such precincts prior to
the General Election to be held in November, 1968. would interfere
with such election and no further action was taken.
The Court next discussed the matter of the reduction in the
number of precincts for the election of Justices of the Peace and
Constables. Commissioner Stasny moved, Commissioner Nolan seconding,
thzt the number of Justice of the Peace precincts be reduced to four
at whatever time the Commissioners` precincts are realigned. The
motion7prevailed with Commissioner Nolan, Commissioner Stasny and the Cou
the County Judge voting aye, and Commissioner Dunn and Commissioner
Porterfield voting no. The County Judge expressed the opinion
...that such an order should be entered after the General Election
in November, to become effective as the same time as the
effective date of the new election precincts on March 1, 1969
in order not to interfere with the election in progress.
The Court next discussed the mattcr of the number of Justices }t
of the Peace to be established within each precinct. Commissioner
Porterfield moved, Commissioner Nolan seconding, that only one
place per precinct be established for the election of Justices•of
the Peace, at whatever time the Commissioners',precincts are realigne.d.''
