A regular meeting of the Commissioners Court of Brazos County,
Texas, was held in the Commissioners Courtroom in the Courthouse
in Bryan, Texas, beginning at 10:00 A. M. on Monday, February 12,
1968 with the following present:
William R. Vance, County Judge, presiding;
Raymond A. Nolan, Commissioner of Precinct 1;
George Dunn, CommissiDner of Precinct 2;
Clyde J. Porterfield, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The minutes of the regular meeting held Monday, January 8,
1968 were read and approved with January 1, 1969, added to the
list of holidays to be observed.
The Court received, approved and ordered filed as submitted
the following reports for January, 1968:

The Court received, considered and approved the following
reports from County and Precinct officers showing offical fees
of office collected and remitted to the County Treasurer, according
to duplicate copies of the Treasurer's offical receipts attached

Sheriff J. W. Hamilton was unanimously authorized to accept
bids on a new automobile for the Sheriff's Office to replace
the 1963 Pontiac now used by that office.
On motion duly made, seconded and unanimously passed, the
Court ordered that the office space between the Probation Office
and the Office of the Justice of the Peace, Precinct 4, Place 1
be designated as the Courtroom for the Justices of the Peace whose
offices are in the Courthouse. The Court further voted to commend
Jess B. McGee, Justice of the Peace, for his efforts in equipping
the Courtroom with Suitable bench, witness stand, and jury box.
Judge McGee appeared and invited the members of the Court
to inspect the new Justice Courtroom on the third floor of the
Courthouse.
At the request of the Honorable W. C. Davis, Brazos County
Member of the Brazos Valley Economic Development Committee the
Court on motion by Commissioner Dunn and seconded by Commissioner
Stasny, unanimously approved and adopted the following resolution:
RESOLUTION AUTHORIZING PARTICIPATION IN THE
BRAZOS VALLEY DEVELOPMENT COUNCIL
WHEREAS it is deemed desirable to plan for the
futuredevelopment of the region so as to obtain optimum
benefits for the residents thereof; and
WHEREAS this goal is more readily attainable
'through cooperative effort at the local governmental
unit level:
IOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS
COURT OF BRAZOS COUNTY:
1. That participation in the Brazos Valley
Development Council is hereby authorized.
2. That the Articles of Agreement whereby
these counties agreed to establish a regional plannin
commission shall be executed and entered into effective
this date.
3. That the duties, responsibilities, financial
resources and obligations, staff and

ARTICLES OF AGREEMENT
„ THIS AGREEMENT made and entered into by and
between the Counties of Brazos, Burleson, Grimse,
Leon, Madison, and Robertson, and all other govern-
mental units which may hereafter adopt this Agreement
W I T N E S S E T H:
The undersigned Counties acting in performance
and discharge of their governmental functions and
in consideration of the mutual advantage to be de-
rived therefrom, hereby agree to establish and by
these presents do establish a regional planning
commission in accordance with Article 1011m, V. A. C. S.
I.
The name of the regional planning commission
established by this Agreement shall be the BRAZOS
VALLEY DEVELOPMENT COUNCIL.
II.
The organization, powers, duties, membership
and function of the association created hereby shall
be as set forth in the Bylaws attached hereto, under
the terms and conditions in those Bylaws as stated
or as they may be amended.
III.
This agreemnent and the Bylaws of the Association
shall be effective upon the date of its ratification
by the ordinance, minute order, resolution, or
other appropriate signification of the assent by the
parties hereto as shown by a certified copy of said
ordinance, minute order, resolution, or signification
of assent under the hand of the clerk or secretary
of any original signatory party or similar certified
copy in the case of any governmental unit becoming a member
of the association after the execution of this Agreement
by the parties originally signatories hereto.
Sheriff Hamilton next requested that the Commissioners
Court consider the purchase of Video Tape Equipment for use by the
Sheriff's Office. The Court requested that the Sheriff
arrange for a demonstration at 9:00 A. M. on Monday, March 11,
1968.
The County Judge next presented •a letter from Southern
Microfilm Corp. stating that the amount charged for microfilming
and printing of instruments filed by the County Clerk's Office
would increase from $0.16 to $0.18 per page effective February
19 1968. The Court unanimously agreed to continue to utilize
the services of Southern Microfilm Corporation at the increased
price.

On recomendation of Commissioner Stasny the Court unanimously
agreed'to accept the high bid of W. W. McWhorter in the amount
of $325.00 for a 1950 Ford truck as salvage.
On montion by Commissioner Dunn and Seconded by Commissioner
:-,,.Port erfield the Court unanimously approved the expenditure of
j ''$223.00 for 13 signs marking THE BRAZOS TRAIL established by the
Texas Travel Trails Committee to be erected by the Texas Highway
+-'Department along the trail route.
On motion by Commissioner Stasny and seconded by Commissioner
,Porterfield the Court unanimously voted to acquire the portion
of the right-of-way lying outside the city limits of College
Station to be used in extending FM60 from highway 6 to the
Eastern By-Pass, provided that the cost of any necessary utility
adjustments be borne by,the City of College Station at no cost
i to the County.
On motion by Commissioner Porterfield and seconded by
Commissioner Nolan and unanimously adopted, the Court passed the
following order, to-wit: That there be established the position
of Bailiff of the District and County Courts of Brazos County, to
be appointed by and serve at the pleasure of the District and
'County Judges, to receive as compensation an annual amount from
the Jury Fund, paid in monthly installments. Such bailiff shall
;be qualified as a deputy sheriff and, at such times as his
services are not required by the Courts, shall assist in the
'performance of the duties of the sheriff's office. The salary
for, the year 1968 is hereby set at $5,400.00 per annum.
The Court next unanimously voted to authorize the County
'Judge to transfer $50,000.00 of the Western By-Pass funds from
the Certificate of Deposit to the Operation Account.
On motion made, seconded, and unanimously passed the Court
voted to approve,the plat of the lst Installment of Bernadine
Estates Subdivision,in Brazos County, with the Understanding that
the County would ',be under no obligation to build, construct,
or maintain,any•of'the streets or roads in the Subdivision.

On motion made, seconded, and unanimously passed, the
Court voted to approve the plat of the C. J. Porterfield
Subdivision in Brazos County, with the understanding that the
County would be under no obligation to build, construct, or
maintain any of the streets or roads in the Subdivision.
Commissioner Porterfield abstained from voting.
On motion by Commissioner Porterfield, seconded by Commissioner
Dunn the Court unanimously authorized the expendure of $500.00 to
pe paid out of the Permanent Improvement Fund for the purchase
of 20 sets of ballott boxes.
On motion by Commissioner Stasny, seconded by Commissioner
Porterfield, the Court unanimously voted to set the tax rate
for the coming year at $1.35 as follows: $0.46 for the General
Fund; $0.23 for the Permenant Improvement Fund; $0.03 for the
Jury Fund; $0.08 for the Road and Bridge Regular and $0.15 for
the Road and Bridge Special Fund, together with $0.15 for the
retirement of 1966 road bonds, and $0.25 for the Farm-To-Market
and Lateral Road Fund.
On motion made, seconded and unanimously passed, the
Court voted to approve all reports and to pay all bills which
have been properly filed and approved.
There being no further business, the meeting adjourned.
