The Commissioners' Court of Brazos County, Texas convened in
special session, open to the public at a special term of said Court
at the County Courthouse in the City of Bryan, Texas, on the 70 day of
February, 1968, with the following members and the County Clerk present,
to-wit:
William R. Vance, County Judge, presiding;
Raymond Nolan, Commissioner, Precinct 1;
George Dunn, Commissioner, Precinct 2;
Clyde Porterfield,,Commissioner, Precinct 3;
W.,A. Stasny, Commissioner, Precinct 4;
Frank Boriskie, County Clerk
Commissioner Stasny introduced an order and made a motion that
the same be adopted. The order was read in full. Commissioner Porter-
field seconded the motion for adoption of the order. The motion, carry-
ing with it the adoption of the order, prevailed by unanimous vote. The
County Judge thereupon announced that the motion had duly and lawfully
carried, and that the order had been duly and lawfully adopted. The
order thus adopted follows:
ORDER CALLING SPECIAL COUNTY ELECTION
WHEREAS, the Commissioners' Court of Brazos County,
Texas, is of the opinion that an election should be called,
on said Commissioners' Court's own motion, and held in said
County on a proposition relating to the issuance of t•he bonds
of said County for the construction and/or improvement of
farm-to-market and lateral roads, said bonds to be issued
under the Constitution and laws of the State of Texas, includ-
ing Chapter 464, Acts of the 51st Legislature of Texas, Regular
Session, 1949, as amended; and
WHEREAS, this Commissioners' Court wishes to proceed with
the ordering of such election; Therefore
BE IT ORDERED, ADJUDGED AND DECREED BY THE COMMISSIONERS'
COURT OF BRAZOS COUNTY, TEXAS:
Section 1: That all of the facts recited in the preamble
of this order are hereby found and declared to be true and
correct.
Section 2: That an election shall be held in and through-
out Brazos County, Texas, on the 24th day of February, 1968, at

which election there shall be submitted to the duly qualified
resident electors of said County who own taxable property in
said County and who have duly rendered the same for taxation,
for their action thereupon, the following proposition,, to-wit:
PROPOSITION
SHALL THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS, BE
AUTHORIZED TO ISSUE THE BONDS OF SAID COUNTY IN THE AMOUNT
OF $350,0009 BEARING INTEREST AT A RATE NOT EXCEEDING FIVE
PER CENT (5%) PER ANNUM, AND MATURING AT SUCH TIMES AS MAY
BE FIXED BY THE COMMISSIONERS' COURT, SERIALLY OR OTHERWISE,
NOT TO EXCEED THIRTY (30) YEARS FROM THEIR°DATE OR DATES,
FOR THE PURPOSE OF THE CONSTRUCTION AND/OR IMPROVEMENT OF
FARM-TO-MARKET AND LATERAL ROADS, AND TO LEVY AND COLLECT
ON ALL TAXABLE PROPERTY WITHIN SAID COUNTY, EXCEPT THE FIRST
THREE THOUSAND DOLLARS ($31000) VALUE'OF RESIDENTIAL HOME-
STEADS, AN ANNUAL AD VALOREM TAX SUFFICIENT TO PAY THE
INTEREST ON SAID BONDS AS IT ACCRUES AND TO PROVIDE A SINK-
ING FUND FOR THE REDEMPTION THEREOF AT MATURITY, SAID BONDS
TO BE ISSUED AND SAID TAXES TO BE LEVIED AND COLLECTED UNDER
THE CONSTITUTION AND LAWS OF THE STATE OF TEXAS, INCLUDING
CHAPTER 464, ACTS OF THE 51ST LEGISLATURE OF TEXAS, REGULAR
SESSION, 19499 AS AMENDED?
Section 3: That voting shall be at the following respectively
designated polling places in each of the following numbered pre-
cincts heretofore established and described by natural or arti-
ficial boundaries or survey lines by order adopted by said
,Commissioners' Court and on file in the County Clerk's office.

Section 4: That voting in said election shall be by the use
of paper ballots, and the ballots of said election shall conform
to the requirements of the Election Code of the State of Texas,
Chapter 492, Acts of the 52nd Legislature of Texas, 1951, as

The voter shall vote on each proposition by placing an "X" or
other clear mark in the square beside the statement indicating
the way he wishes to vote on such proposition, in accordance
with said Election Code, as amended.
Absentee voting shall be conducted by Frank J. Boriskie,
County Clerk, and the place at which the absentee voting shall
be conducted is designated as the County Clerk's office in the
County'Courthouse, Bryan, Texas, which is also the absentee
voting clerk's mailing address to which ballot applications and
ballots voted by mail may be sent. Said clerk shall keep said
office open for at least eight (8) hours, that is, from 8 a. m.
to 5 p.m. on each day for absentee voting which is not a Saturday,
Sunday, or an official state holiday.
Section 5: That notice of said election shall be given by
posting a copy of a notice containing a substantial copy of
this order at the County Courthouse and at a public place in
each of the election precincts of the County, not less than
fourteen (14) days prior to the date of said election, and by
publication of.said notice in the Bryan Daily Eagle, a news-
paper of general-circulation published in Brazos County, Texas,
on the same day in each of two successive weeks, the first of
said publications'to be made not later than fourteen (14) days
prior to the date set for said election.

Section 6: That said election shall be held under the pro-
visions of Chapter 1, Title 22, and Chapter 1, Title 122, Revised
Civil Statutes of Texas, 1925, as amended, and the provisions of
the Constitution of the State of Texas, and only duly qualified
resident electors who own taxable property within said County and
who have duly rendered the same for taxation shall be permitted to
vote at said election. The manner of holding said election shall
be governed by the General Election Laws of the State of Texas when
not in conflict with the provisions of the statutes hereinabove
mentioned.

WHEREAS, there was held in Brazos County, Texas, on the
24th day of February, 1968, an election at which was submitted to
the duly qualified resident electors of said County who own tax-

for taxation, for their action thereupon, the proposition relating
to the issuance of bonds and the levying and collection of the tax
in payment thereof; and
WHEREAS, there were cast at said election 859 votes, of

Section 1: That the special election held in Brazos County,
Texas, on the 24th day of February, 1968, was duly called and notice
thereof given in accordance with law; that said election was held
in the manner required by law; that due returns of said election
have been made by the proper officers; that only duly qualified
resident electors of said County who own taxable property within
said County and who had duly rendered the same for taxation were
permitted to vote at said election; that said election has resulted

favorably to the issuance of the bonds and the levy and collec-
tion of the tax in payment thereof.
Section 2: That the Commissioners' Court of Brazos County
Texas, is now authorized to issue said bonds and to levy and collect
the tax in payment thereof, and to do any and all things necessary
or convenient in connection therewith.
