HomeMy WebLinkAbout1967-09-29-1000AM-Special.t . , . ! ~ 1, •7. r~,~'' SPECIAL MEETING - SEPTEMBER 29, 1967 A special meeting of the Commissioners Court of Brazos County, Texas, was held in the Commissioners Courtroom in the Courthouse in Bryan, Texas, beginning at 10:00,A. M. on Monday, September 29, 1967 with the following present: William R. Vance, County Judge, presiding; Raymond A. Nolan, Commissioner of Precinct 1; George Dunn, Commissioner of Precinct 2; Clyde J. Porterfield, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; and Frank Boriskie, County Clerk. The County Judge opened the Public Nearing on the proposed 1968 Budget, whereupon statements were heard from the following persons concerning such Budget: i D.'Brooks Cofer, Jr., County Attorney Raymond B. Buchanan, County Tax Assessor-Collector County Judge moved that the proposed Budget be approved, adopted and filed for official use during the year of 1968. Motion was seconded by Commissioner George Dunn and unanimously carried. Transmittal and text of this Budget are as attached to these Minutes. Upon motion duly seconded and unanimously passed, the County Judge was authorized to enter into an agreement on behalf of the County with Texas A. & M. University concerning the furnishing by the County of teaching services to the Department of Veterinary Medicine. Upon motion duly seconded and unanimously passed the County Occupation Tax for the year 1968 was set at 1/2 of the State rates. Upon motion made by Commissioner Stasny and seconded by Commissioner Nolan the Court voted unanimously to fix and levy the total county wide tax rate for Brazos County, Texas for the tax year beginning October 1, 1967 at $1.35 per $100.00 valuation of property within the County according to the schedule of tax levies as shown in the proposed Budget. a voa..l~a+G ~[L. The Court then proceeded to a discussion of County parti- cipation in the Texas County and District Retirement System. The County Judge reported that details of participation have been requested from the System Office in Austin, Texas, which opened on September 1, 1967, and that no county could enter the System prior to January 1, 1968. The County Attorney, D. Brooks Cofer, Jr., reported to the Court that he has requested the Attorney General's opinion concern- ing the prosecution of the delinquent personal property tax suits. This budget contains the necessary schedules and tabulations in proper detail. The Texas Statutes require that the county budget be prepared and sub- mitted, and that a public hearing be held thereon, after which'it shall be approved and adopted by the Commissioners Court and followed throughout the budget year. The within budget calls for a total operating expenditure during the year 1968 of $774,600.000, and an additional $140,000.00 for retire- ment of road bonds. Based on actual need, the within budget, supported by the detailed estimates of anticipated revenue and the proposed expenditures, calls for a levy for 1968 of 46 cents for the General Fund, 03 cents for the Jury Fund, 23.cents for the Permanent Improvements Fund and 23 cents for the Road and Bridge Funds, for the total of 95 cents. In addition, on the 26th day of June, 1965, the people of Brazos County authorized the issuance of $400,000.00 in Road Bonds and further authorized the levy of an annual ad valorem tax on all taxable property within the county for the payment thereof. Based upon the total assessed valuation a levy of 15 cents is sufficient to,retire this issue. Additionally, on the 110 day of March, 1967, the people of Brazos County authorized the issuance of $800,000.00 in Road Bonds and further authorized the levy of an annual ad valorem tax on all taxable property except the first $3,000.00 valuation of residential homesteads, not to exceed 30 cents per one hundred dollars of valuation, for the payment thereof. Based upon the total assessed valuation excluding the first $3,000.00 valuation of -residential homesteads, a levy of 25 cents is sufficient to retire this issue. CONCLUSION The within budget should be accepted by the Commissioners Court, filed with the County Clerk, and a public hearing set.thereon. I urgently recommend that this budget be finally approved and adopted in its present form at the conclusion of these statutory hearings. Respect ully submit William R.
