SPECIAL MEETING - JULY 26, 1967
A special meeting of the Commissioners' Court of Brazos County, Texas, was held in
the Courthouse at Bryan, Texas, at 10 00 A. M. on July 26, 1967, with the following present
W. C. Davis, County Judge, presiding,
Raymond Nolan, Commissioner of Precinct 1,
George Dunn, Commissioner of Precinct 2,
Clyde J. Porterfield, Commissioner of Precinct 3, and
W. A. Stasny, Commissioner of Precinct 4.
The purpose of the meeting was to select a County Judge to succeed W. C.Davis, whose
resignation as County Judge of Brazos County, Texas, was effective September 1. After con-
sidering several persons for the position, on motion by Porterfield, seconded by Nolan, the
Court voted unanimously to appoint W. R. Vance County Judge, effective September 1, 1967.
There being no further business, the meeting adjourned.
The foregoing Minutes, beginning on Page 570 and concluded on Page 571, were examined
and approved in open Court the 14tj; d_ of August, 1967.

REGULAR MEETING - AUGUST 14, 1967
A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in
the Commissioners' Court room in the Courthouse at Bryan, Texas, beginning at 10 00 A. M.,
on Monday, August 14, 1967, with the following present.

Mr. Lloyd Joyce appeared before the Commissioners' Court and requested that a tele
ne connection and a 220-volt outlet be installed at County expense at the Saddle Club
party for use by the State Testing Laboratory while in Brazos County testing cattle
fated in this County for Brucellosis. Mr. Joyce further requested that in the event the
Idle Club property was not suitable for this use, a 220-volt outlet be installed at the
~zos County Cooperative building for this use, as well as a telephone connection. On
ion by Dunn, seconded by Nolan, the Court voted unanimously to furnish such 220-volt out-
and telephone connection at such site as needed for this State Testing Laboratory while

On motion by Porterfield, seconded by Nolan, the Court voted unanimously to pay

final estimate of Darco Construction Company in the amount of 11,622.16 for the Fin

On motion by Nolan, seconded by Davis, the Court voted unanimously to pay Inter-

.This letter is to apply for a tax exemption for the Navigators, a Christian
laymen's organization working with students at Texas A&M University. We are
presently purchasing the property located at 1602 Jersey Street in College
Station, which will be used as our director's home.
"The Navigators are registered with the U. S. Government as an interdenominational
non-profit religious organization whose basic objective is to train laymen for the
work of the ministry. ;1have taken the liberty to enclose a Xerox copy of our
constitution which explains in full the work of our group.
"Your prompt attention to this matter is greatly appreciated.

On motion by Porterfield, seconded by Nolan, the Court voted unanimously to design+
property at 1602 Jersey Street inthe City of College Station, Texas, a tax exempt

"On September 1, we will credit your lateral road account with $18,990.00 which
represents your County's share of the surplus as of August 31. Of this amount

we will credit the right-of-way portion of your road debt with $838.95 and your
sinking fund with $11,483.27. After this has been done there will remain a balance

of $6,667.78 which will be returned to your county for the construction or improve-
ment of your lateral roads.

"You will note that in some instances we appear to be withholding more funds than
will be required to pay the maturities for the next year. This is due to the

must come to you for the calendar year.

"Before these funds can be forwarded to you, it is necessary that we have an order
from your Commissioners Court requesting that we return this amount to the County

On motion by Porterfield, seconded by Nolan, the Court voted unanimously to use the
balance of $6,667.78 for construction and maintenance of lateral roads in Brazos County
and to certify to the Board of County and District Road Indebtedness such purpose, as re-
quested in the above letter.
On motion by Nolan, seconded by Dunn, the Court voted unanimously to approve the
Justice of Peacebond of A. P. Boyett, Jr., as Justice of Peace, Precinct 7, Place 1, Brazos
County, Texas.

There was next presented to the Court the resignation of W. C. Davis as County Judge
of Brazos County, Texas, effective September 1, 1967. On motion made, seconded, and
unanimously passed, such resignation was accepted.
On motion by Dunn, seconded by Nolan, the Court voted unanimously to appoint William
R. Vance County Judge of Brazos County, Texas, effective September 1, 1967.
On motion made, seconded, and unanimously passed, the Court authorized W. C. Davis to
receive three bids for the remodeling of the District Judge's office and authorized him to

present same to the Court for consideration at the next meeting.
On motion made, seconded, and unanimously passed, the Court voted to approve all
reports and to pay all bills which have been properly filed and approved.
There being no further business, the meeting adjourned.

ment at Bryan, Texas, by letter of May 16, 1967, a copy of which I believe was

furnished to you, advised this company's Houston, Texas, Office of the proposed
improvements to Farm to Market Road 60 near Easterwood Field Airport in Brazos
County and as a consequence thereof he advised that adjustment of this company's
10-inch petroleum products pipe line would be required to accommodate not only

the first stage construction but also suggested that we design our adjustments
to accommodate the ultimate future stage construction.

"Out District Superintendent at Houston, Mr. D. S. Kauffman, informs us that in

order to accommodate both first stage and ultimate stage construction he proposes

to add 58 feet of 16-inch casing on the northwest side of Farm to Market Road 60,

"which additional casing will extend from the existing right of way line to the new
right of way line. He also informs us that in order to install this casing it will
first be necessary to lower approximately 300 feet of existing 10-inch pipe line.
i In addition, it is proposed that we will install a concrete slab just above the
pipe line casing at the point where the proposed ultimate stage construction will
take place. All of this work isthown on drawing No. 3.85.97, five copies of which
are enclosed, together with five copies of a cost estimate in the total amount of
$4,272.91.
"Inasmuch as all of our work will be confined to the area outside of the existing
road right of way this company will expect to be reimbursed for the full cost of
this project and I am therefore authorized to inform you that upon receipt in this
office of a resolution from the Brazos County Commissioners agreeing to reimburse
this company for the full cost of this project, whether it be more or less than
that now estimated, we will promptly proceed with our work so as not to delay the
project.
