REGULAR MEETING - MAY 8, 1967
A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in
the Commissioners' Court room in the Courthouse in Bryan, Texas, beginning at 10:00 A. M.,
ay, May 8, 1967, with the following present:
W. C. Davis, County Judge, presiding;
Raymond Nolan, Commissioner of Precinct 1;
George Dunn, Commissioner of Precinct 2;
Clyde J. Porterfield, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4; and
Frank Boriskie, County Clerk. _ .r
The Court received, approved, and ordered filed, as submitted, the following reports:
B. V. Elkins, Welfare Officer, for month of April, 1967;
B. V. Elkins, Veterans' Service Officer, for month of April, 1967;
William T. Sistrunk, County Agricultural Agent, for month of April, 1967;
Rex Stultz, Asst. County Agricultural Agent, for month of April, 1967•
Miss Emily Ritter, County Home Demonstration' Agent, for month of April, 1967;
Mrs. Fannie J. Taylor, Associate Co. Home Dem. Agent, for month of April, 1967;

The Court received, considered, and approved the following reports from County and
Precinct Officers showing official fees of office collected and remitted to the County
treasurer, according to duplicate copies of Treasurer's official receipts attached thereto:

There was presented to the Court the problem created by the illness of Mr. Frank
Vitopil, County Auditor, in regard to the signing of checks, in that Mr. Vitopil was not
available to co-sign same with the County Treasurer. Thereupon, the Court, on motion by
Commissioner Dunn, seconded by Commissioner Nolan, voted unanimously to authorize the
County Clerk or the District Judge to co-sign checks with the County Treasurer when the
Auditor and Assistant Auditor were not available to do so.
Judge B. H. Dewey, Jr., Justice of Peace, Precinct 4, Place 1, requested permission
to attend a Traffic Court Conference in Austin, Texas, to be held on May 25 and 26, and on
motion by Davis, seconded by Dunn, the Court voted unanimously to authorize Judge Dewey to
attend such Conference and that Brazos County pay the registration fee of ten dollars.
A delegation representing the Brazos County Emergency Corps appeared before the
Court and requested that the sum of fifty dollars be contributed by Brazos County toward
the purchase of a second boat, motor, and trailer to be used by the Emergency Corps. On
motion by Nolan, seconded'by Dunn, the Court voted unanimously to contribute saicysum of
fifty dollars to the Brazos County Emergency Corps to be used in the purchase of a boat,
motor, and trailer.
The following letter was presented to the Court:
"May 3, 1967
"Hon. Judge W. C. Davis and County Commissioners
Brazos County, Bryan, Texas
Dear Sirs:
"I would like to have John H. Newton appointed a Deputy Constable in Precinct 7.
He is 25 years of age, weighs 220 lbs., is a graduate of Austin College and has
a M. A. degree from North Texas State University. He is presently enrolled in
the School of Veterinary Medicine at Texas A&M University and is a Counselor at
Allen Military Academy in Bryan. He is 615" in height.
I feel that he can be of great help to all of us and he is a young man of out-
standing character.

On motion by Dunn, seconded by Nolan, the Court voted unanimously to take Constable
Carlton's request under advisement.
Commissioner Stasny reported that a new bridge crossing Wick's Creek on Poor Farm Road,
Precinct 4, had been completed and is now open to the public.
There next came to be considered the levying of a tax rate for Brazos County for 1968,
and on motion by Stasny, seconded by Nolan, the following Order was passed:
"BE IT RESOLVED, that the tax rate for Brazos County for the year 1968 be $1.10
per hundred-dollars valuation plus an additional twenty-five cents per hundred-
dollars valuation levy for the $800,000.00 right-of-way bonds designated Brazos
County Farm-to-Market and Lateral Road Bonds Series 1967, as per the following
Order creating such fund:
"ORDER LEVYING TAXES FOR THE PAYMENT OF PRINCIPAL OF AND INTEREST ON BONDS OF
BRAZOS COUNTY, TEXAS, NOW IN PROCESS OF ISSUANCE; AND CONTAINING OTHER PROVISIONS
RELATING TO THE SUBJECT
"WHEREAS, the Commissioners' Court of Brazos County, Texas, is in'process of issuing
the following general obligation bonds of said County, to-wit:
"BRAZOS COUNTY, TEXAS, FARM-TO-MARKET AND LATERAL ROAD BONDS, SERIES 1967, dated
May 1, 1967, in the principal amount of $800,000, maturing serially in their
numerical order on May 1 in each of the years 1968 to 1988, both inclusive, and
bearing interest at a rate or rates not exceeding 5% per annum,
said bonds having been authorized at an election held in and throughout said
County on the 11th day of March, 1967; and
"WHEREAS, the order authorizing the issuance of such bonds will be adopted at a
special term of the Commissioners' Court; and
"WHEREAS, this being a regular term of said Court and all members being present, the
Court wishes to levy taxes for the benefit of said bonds; Therefore
"BE IT ORDERED, ADJUDGED AND DECREED BY THE COMMISSIONERS' COURT OF BRAZOS COUNTY,
TEXAS:
"Section 1: That this order relates to, and is adopted for the benefit of, the
$800,000 BRAZOS COUNTY, TEXAS, FARM-TO-MARKET AND LATERAL ROAD BONDS, SERIES 1967,
dated May 1, 1967, now in process of issuance.
"Section 2: That a special fund, to be designated as 'Brazos County Farm-to-Market
and Lateral Road Bonds, Series 1967, Interest and Sinking Fund', is hereby created,
and the proceeds from all taxes levied, assessed and collected for and on account
of said bonds shall be credited to said Fund. That while said bonds or any part of
the principal thereof or interest thereon remain outstanding and unpaid, there is
hereby levied and there shall be annually assessed and collected in due time, form
and manner, and at the same time other County taxes are levied, assessed and
collected, in each year, beginning with the current year, a continuing direct annual
ad valorem tax upon all taxable property in said County, except the first $3,000
value of residential homesteads, sufficient to pay the current interest on said
bonds and to create and provide a sinking fund of not less than 2% of the principal
amount of said bonds then outstanding or not less than the principal payable out of
said tax, whichever is greater, full allowance being made for delinquencies and
costs of collection, and said taxes when collected shall be applied to the payment
of the interest on and principal of said bonds, and to no other purpose.
"ADOPTED, PASSED AND APPROVED this 8th day of May, 1967.
