On motion by Porterfield, seconded by Stasny, Justice of Peace B. H. Dewey, Jr., was authorized to attend the Justices of Peace and Constables' Conference to be held at Texas A&M University on March 20- 22, Brazos County to pay the registration fee of $15.00. On motion by Davis, seconded by Dunn, Darco Construction Company's Estimate No. 6, in the amount of $26,422.64, for work on the Finfeather Road, was ordered paid. f~ On motion by Dunn, seconded by Porterfield, the Court voted unanimously to raise the salary of Mr. John Godfrey, ProbationOfficer, the sum of $50.00 per month, effective February 1, 1967. On motion made, seconded, and unanimously passed, the Court voted to approve all e reports and to pay all bills which have been properly filed and approved. M., on Monday, March 13, 1967, with the following present: W. C. Davis, County Judge, presiding; ;Raymond A. Nolan, Commissioner of Precinct 1; George Dunn, Commissioner of Precinct 2; Clyde J. Porterfield, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; and Frank Boriskie, County Clerk. The Court received, approved, and ordered filed as submitted the following reports: B. V. Elkins, Welfare Officer, for month of February, 1967; B. V. Elkins, Veterans Service Officer, for month of February, 1967; William T. Sistrunk, County Agricultural Agent, for month of February, 1967; Rex Stultz, Asst. County Agricultural Agent, for month of February, 1967; Miss Emily Ritter, County Home Demonstration Agent, for month of February, 1967; Mrs. Fannie J. Taylor, Associate County Home Dem. A. Anderson of the City of College Station appeared before the Court and re- Fq-,ty sted the establishment of a second Justice of Peace for Precinct 7, which includes the , of College Station, such Justice of Peace Court to be designated as Place 1 of said Precinct 7, and further requested that the Commissioners' Court appoint a Justice of Peace for the Court. After much discussion, on motion made, seconded, and unanimously passed, the ourt voted to take the request under advisement and suggested to Mayor Anderson that the ity Council of the City of College Station recommend a suitable persorYto be named Justice o the Peace for this proposed Precinct at their earliest convenience. The following letter was presented to the Court: "9 March 1967 "Commissioners Court Bryan, Brazos County, Texas ATTENTION: Honorable Judge W. C. Davis Gentlemen: "At the request of Judge Davis the 'following information is submitted to you for approval on the Renovation of the Office Space inthe Courthouse for the State Welfare Department, Pro3ect No. 6-202-324. When construction proposals were taken for this work, a portion of the air conditioning system was bid as an alternate proposal to the general construction. This bid was in the amount of $830.00 for furnishing heating and air conditioning unit exclusive of the duct work, supply registers, grilles, etc. which was included in the general construction contract. We were instructed by the officials in the State Building Commission to bid the work inthis manner as the County would pay this portion of the cost. This, I was 1k told, was previously agreed upon between the State Building Commission and the Commissioners' Court. The Architect-Engineer's fee for this work is being paid by the State. "Your approval of the expenditure of this money is needed and I`assume that the Court will enter into contract with B-W Construction Company to furnish this portion of the space conditioning system. "Please let me know of your approval and I will prepare the necessary documents for your signature. "Yours truly, /s/ E. Earl Merrell, Jr., AIA EEM/mb " On motion by Porterfield, seconded by Dunn, the Court voted unanimously to authorize he expenditure of $830.00 for air conditioning and heating unit for the Department of Public elfare offices on the third floor of the Courthouse, same to be paid out of Permanent mprovement funds. On motion made, seconded, and unanimously passed, the Court voted unanimously to appro e ublic Weigher's bondsfor Ray W. Becker and Richard Merrill Wilson. On motion made, seconded, and unanimously passed, the Court voted to pay Statement No. in the amount of $389.00 and Statement No. 8 in the amount of $278.85 to Spencer J. ' Buchanan and Associates, Inc. On motion made, seconded, and unanimously passed, the Court voted to pay the following bills for fire protection for the month of February: Texas A&M $909.32; City of Bryan $465.00. Commissioner Stasny introduced an order and made a motion that the same be adopted. Commissioner Porterfield seconded the motion for adoption of the order. The motion, carry- ing with it the adoption of the order, prevailed by the following vote: AYES: Commissioners Nolan, Dunn, Porterfield, and Stasny. NOES: None. The County Judge thereupon announced that the motion had duly and lawfully carried, an that the order had been duly and lawfully adopted. The order thus adopted follows: "ORDER CANVASSING RETURNS AND DECLARING RESULTS OF SPECIAL" COUNTY ELECTION WHEREAS, there was held in Brazos County, Texas, on the 11th day of March, 1967, an election at which was submitted to the duly qualified resident electors of said County who own taxable property within said County and who had duly rendered the same for taxation, for their action thereupon, the propositions of authorizing the levy and collection of a farm-to-market and lateral roads tax and the issuance of ' the farm-to-market and lateral roads bonds; and WHEREAS, there were cast at said election 1,368 votes, of which number there were cast: PROPOSITION NO. TWO FOR THE ISSUANCE OF BONDS AGAINST THE ISSUANCE OF BONDS 867 votes 501 votes as shown in the official election returns heretofore submitted to the Commissioners' Court of Brazos County, Texas, and duly filed with the County Clerk of said County; Therefore BE IT ORDERED, ADJUDGED, AND DECREED BY THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS: Section 1: That the special election held in Brazos County, Texas, on the 11th day of March, 1967, was duly called and notice thereof given in accordance with law; that said election was held in the manner required by law; that due returns of said election have been made by the proper officers; that only duly qualified resident electors of said County who own taxable property within said County and who had duly rendered the same for taxation were permitted to vote at said election; that said election has resulted favorably to the levy and collection of the tax and the issuance of the bonds; and that a majority of such voters voting at said election have voted in favor of each of the propositions. Section 2: That the Commissioners' Court of Brazos County, Texas, is now authorized to levy and collect the tax and issue the bonds described in said propositions, and to do any and all things necessary or convenient in connection therewith. SPECIAL MEETING - APRIL 3, 1967 A special meeting of the Commissioners' Court of Brazos County, Texas, was/held in the Commissioners' Court room of the Courthouse in Bryan, Texas, at 1:30 P. M., on Monday, (April 3, 1967, with the following present: W. C. Davis, County Judge, presiding; Raymond A. Nolan, Commissioner of Precinct 1; George Dunn, Commissioner of Precinct 2; and W. A. Stasny, Commissioner of Precinct 4. The County Judge explained to the Commissioners that the purpose of the meeting was I1to vote on whether or not the Brazos County would pay its proportionate part of the ma 11funds needed for the operation of the Brazos Valley Economic Development District for the fiscal year 1967- 68, which amount totaled $1,552.00. It was explained that the other Counties of Grimes, Madison, Robertson, and Burleson were each paying their part of such operating expenses, based on population, and that only Brazos and one other County had not paid their part. He further explained that it was necessary that this be paid in order tha the District might receive the Federal operating funds. On motion by Davis, seconded by Nolan, the Court voted unanimously to authorize the sum of $1,552.00 be paid to the Brazos ll alley Economic Development District as Brazos County's part of the operating funds for such 1
