M., on Monday, December 12, 1966, with the following present: W. C. Davis, County Judge, presiding, Raymond Nolan, Commissioner of Precinct 1; George Dunn, Commissioner of Precinct 2, Clyde J. Porterfield, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 49 The Court received, approved, and ordered filed, as submitted, the following reports: B. V. Elkins, Welfare Officer, for month of November, 1966; B. V. Elkins, Veterans Service officer, for month of November, 1966, William T. Sistrunk, County Agent, for month of November, 1966; J. Rex Stultz, Assistant County Agent, for month of November, 1966, Miss Emily Ritter, County Home Demonstration Agent, for month of November, 1966; Mrs. Fannie J. Taylor, Associate County Home Demonstration Agent, for month of Nov., 1166; Garland McIlveen, Jr., Associate County Agri. Agent, for month of November, 1966; Bryan- Brazos County Health Department, for month of November, 1966. The Court received, considered, and approved the following reports from County and Precinct Officers showing official fees of office collected and remitted to the County Treasurer, according to duplicate copies of Treasurer's official receipts attached thereto W. Barron, dated November 14, 1966, was presented to the Court and unanimously ordered recorded inthe Minutes: "ORDER APPOINTING ASSISTANT COUNTY AUDITOR "On this the 14th day of November, 19 ,tea due consults h~on-iwith the County Auditor and the County Judgeof Brazos County, Texas, and the Court determining that there is a necessity and a pressing need for an Assistant County Auditor for Brazos County, Texas, to assist F. J. Vitopil in the proper exercise of his duties "It is therefore Ordered, adjudged and decreed that Mrs. Mary Nichols be and she is hereby appointed Assistant County Auditor to discharge her duties as the law requires under the supervision and direction of F. J. Vitopil, County Auditor of Brazos County, Texas. Said Assistant Auditor shall take the usual oath ofoffice for faithful performance of duties and is directed to give such bond as the County Auditor may determine, which bond shall be paid for by the County and shall run in favor of the County and of the County Auditor as their interests may appear. "The salary for such Assistant County Auditor shall be and the same is hereby fixed at !350.00 per month, which shall be paid out of the salary fund or any appropriate fund by Brazos County, Texas, and this Order shall be effective on November 15, 1966, at 8 00 o'clock A. There was presented to the Court a letter from Texas State Department of Health, dated (November 28, 1966, to the effect that the appointment of County Health Officer for Brazos County will terminate on December 31, 1966. On motion by Stasny, seconded by Nolan, the Court voted unanimously to reappoint Dr. R. Henry Harrison, Jr., as County Health Officer for the year 1967, and that the appointment be certified to the Texas State Department of Health. After much discussion, the Court voted unanimously to postpone any action on this until each of the Commissioners could discuss same with their Road employees, and that such would be consid- ered at a later meeting. On motion by Porterfield, seconded by Dunn, the Court voted unanimously to approve the Warehouseman-e Bond for the Douglas-Guardian Warehouse Corporation in the amount of $5,000 The Court next considered the following letter from the Texas Highway Department, dated December 6, 1966 "Brazos County- Requested State Designation of Jersey Street in College Station ~F "Honorable D. A. Anderson, Mayor, City of College Station, College Station, Texas stn "Honorable Earl Rudder, President, Texas A&M University, College Station, Texas "Gentlemen "This has reference to your appearance before the Texas Highway Commission on November 30, 1966, requesting a highway designation of some category of Jersey Street from State Highway 6 to F. M. Road 2818 near the University airport. 'L 11,"The Commission instructed me to advise you that they are in position to look favorabl 0i upon this project for inclusion in a future Secondary or Farm to Market Road Program provided a resolution is furnished from the Commissioners' Court of Brazos County to -t the effect that this road will become their No. 1 nomination for Farm to Market Road -1 Projects in a future program. It is suggested you immediately contact the Commission ers' Court, and if agreeable with the Court, forward to this office a recorded resolution embodying their recommendation for this project. ' r Brazos County, Bryan (and others) , a , On motion by Davis, seconded by Porterfield, the Court voted unanimously to adopt a ' Resolution that the street designated as Jersey Street from Highway 6 to Farm to Market Road 2818 near the Texas A&M University Airport be designated as Brazos County's No. 1 ' nomination for Farm to Market Road Pnoject in 1967, and that such Resolution be forwarded to the Texas Highway Department, pursuant to such letter.- .I December 12, 1966 x 1 ,a f t t~ On motion made, seconded, and unanimously passed, the Court voted to approve all -ts and to pay all bills which have been properly filed and approved. m There being no further business, the meeting adjourned. © SPECIAL MEETING - DECEMBER 19, 1966 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the .ssionera' Court room in the Courthouse at Bryan, Texas, beginning at 10:00 A. M., on ty, December 19, 1966, with the following present- M. C. Davis, County Judge, presiding, Raymond A. Nolan, Commissioner of Precinct 1, George Dunn, Commissioner of Precinct 2, Clyde J. Porterfield, Commissioner of Precinct 3, w. A. Stasny, Commissioner of Precinct 4. In accordance with previous action of the Court and public advertisement, the Court up the matter of the Budget for the year 1967, as submitted by the County Judge on tuber 29, 1966. On motion by Commissioner Dunn, seconded by Commissioner Nolan, the Court voted Lmously to approve the Budget as submitted and ordered it certified and filed for 1967 th l d f . or e ca en ar year sial use The transmittal and summary of this Budget are, as follows. "Bryan, Texas November 25, 1966 "The Honorable Commissioners' Court of Brazos County, Texas "Gentlemen "As your budget officer and in accordance withjfhe law, there is submitted herewith the proposed Budget of Brazos County, Texas, for the fiscal (calendar) year of 1967, including all anticipated revenues and the proposed disbursements. The Budget here- with submitted contains the necessary schedules and tabulations in proper detail. "The Statutes require that the County Budget be prepared and submitted and that public hearing thereon be held, after which it shall be finally approved and adopted by the Commissioners' Court and then strictly adhered to through the following year. "The within Budget calls for a total expenditure during the year of 1967 of !834,000.00 as compared to 5774,500.00 for 1966, or an increase of $59,500.00. "REDUCTION AND INCREASE OF INDEBTEDNESS -For the year of 1967, Brazos County Road Bond maturities will be for $73,000.00 plus $18,150 00 in interest, making a total of $91,150.00. The State benefits accruing from the State Assumption and the gasoline tax will total $27,150.00, leaving $64,000.0 to be paid by the County. The total road bond indebtedness at the end of 1967 will be $419,000.00. "In addition to road bonds we will have Courthouse-Jail bonds maturing for $42,000.00 plus $6,980.00 in interest, making a total of $48,980.00. This will be the thirteenth payment of Courthouse-Jail bonds, and after this payment the total balance of Court- house-Jail bonds outstanding will be $307,000.00. In addition to these bonds the County has outstanding a series of Courthouse-Jail warrants issued March 15, 19560 remaining unmatured in the amount of $60,000.00. During 1967 principal maturing on these warrants will be $10,000.00 plus $1,200.00 in interest, making a total of $11,200.00. The total outstanding indebtedness on Courthouse-Jail bonds and warrants on January 1, 1968, will be $357,000.00, of which $307,000.00 will be Courthouse-Jail bonds and $50,000.00 Courthouse-Jail warrants. In addition to the above Courthouse- Jail bonds and warrants, the County has outstanding a warrant issued February 10, 1966, in the amount of $95,000.00 for the purchase of property across the street from the Courthouse for parking purposes. Principal maturing on this warrant will be for $10,000.00 plus $4,275.00 in interest, making a total of $14,275.00. The total outstanding indebtedness of Brazos County at the end of 1967 will be $861,000.00 of whicr $419,000.00 will be road bonds, $307,000.00 Courthouse-Jail bonds, $50,000.00 Courthouse-Jail warrants, and $85,000.00 parking lot warrant. "TAX RATE "In 1956 the people of Texas voted to amend Article 8, paragraph 9, section 8, of the Texas Constitution so as to allow the Commissioners Courts of Texas to exercise judgment and discretion in levying taxes for the several different funds so long as the total operating levy does not exceed 95 cents per hundred of assessed valuations. Based on actual need, the within Budget, supported by detailed estimates of anticipate revenue and the proposed expenditures, calls for a levy of 45 cents for the General Fund, 4 cents for the Jury Fund, 23 cents for the Permanent Improvement Fund, 23 cents x for the Road and Bridge Fund, and 15 cents for the Road Bond Fund, making a total County rate of $1.10 per hundred. "CONCI US ION "The within Budget should be accepted by the Commissioners' Court, filed with the County Clerk, and public hearing set thereon. It is hereby urgently recommended th„t this Budget be finally approved and adopted in its present form and after the conclusion of the statutory hearings. "Respectfully submitted, 3 /s/ W.
