SPECIAL MEETING - DECEMBER 30. 1965 i tF A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the y y~ nnn County Judge's office in the Courthouse in Bryan, Texas, at 2 00 P. M on December 30, 1965, k with the following present W. C Davis, County Judge, presiding, Raymond A. Nolan, Commissioner of Precinct 1, ; Clyde J Portergfield, Commissioner of Precinct 3, W A. Reagan Building Austin, Texas 78701 December 15, 1965 "Honorable W. C. Davis County Judge County of Brazos Bryan, Texas "Dear Judge Davis "We appreciated the time that you and your Court extended to Mr Peeks, Mr Hervey, and myself Monday to interpret the needs of the Department in Brazos County "As I explained to you Monday, the Department has no appropriation for the payment of rent or utilities and ie totally dependent upon political subdivisions for housing in counties where we have offices As you are well aware, the present facilities in Brazos County Courthouse is one of the nicest offices of the Department in Texas, however, it is congested and crowded and we have one worker sitting in the waiting room area attempting to interview applicants and clients for Public Assistance "As explained to you and your Court Monday, we feel if the Third Floor space could be allocated to the Department that this could be renovated and partitioned into our unit office to house Mr Hervey and his secretary, with the Child Welfare staff for Brazos County and future expansion of the Public Assistance Division The department, in partitioning and refurbishing this area, would do the quality construction work as to blend into the existing offices and would provide an attractive setting for our operations As explained to you, it would be necessary for an architect to be appointed to survey this situation and plan the new offices, then after plans and specifications have been drawn, under the supervision of the State Building Commission, this job would be advertised in the local paper giving local contractors first opportunity to bid on this work Since the Department is very limited in those things which we can do, I am attempting to set forth below our verbal discussions of Monday as to what the Depart- ment's responsibilities are and what the County's responsibilities would be COUNTY RESPONSIBILITIES " 1 Allocation of space for a sufficient period of time by the County to justify the expenditure of State and Federal funds " 2 Should the Department be required to move from the building at any future date, the fixtures and materials that are installed by the Department would have to be removed or sold to the highest bidder 113 The County to continue payment of utilities (exclusive of telephone) since there is no State appropriation for the payment of utilities 94 The exterior of the building such as roof repairs, waterproofing, landscaping and parking areas would be borne from County expense since the Department may not expend funds for the maintenance, repair, or renovation of the exterior of the building 115 Continue to furnish janitorial service to the apace occupied by the Department of Public Welfare 116. In the event the air conditioning existing in the mechanical room for the Third Floor should be insufficient to cool the area, the County is to purchase the additional air conditioning I believe Monday in our verbal conversation you did agree to run the air conditioning and heating into this area and this would have to be done in conjunction with the architectural drawings so as to adequately heat and cool each office DEPARTMENT OF PUBLIC WELFARE RESPONSIBILITIES "l The Department would develop plans and specifications, advertise for bids, award the contract and supervise the construction "2 The Department would do any demolition work needed in the building but would not affect the structural soundness of the building or remove any load bearing walls 113 Install necessary partitions, dividing the areas into useable office space "4 To furnish and install appropriate floor covering material "5 To plaster and decorate the interior section of the building which would be occupied by the Department "6 To furnish and install all necessary wiring, light fixtures, hardware, outlets, panel boxes, etc , in the area which is to be occupied by the Department 117 Any other reasonable installation that may be necessary that has not yet come to our attention as determined by the on-site inspection by the architect "Should you and your Court decide to proceed to the allocation of this apace to the Department, 1 am attaching a blank copy of a Court Order which you may use as a guide for allocating this to the Department In the event you should have any additional questions or need further conversation around this proposal, feel free to call me collect at GR 5-4131 "Sincerely yours, /s/ James Y Allen Business Manager " f i X11 X11 a11 !WW -X. - _ , 513 December 30, 1965 On motion made, seconded, and unanimously passed, Dr R Henry Harrison, Jr , was appointed County Health Officer for the year 1966 There being no further business, the meeting adjourned The foregoing,Minutes, beginning on Page 510 and concluded on Page 513, were examined • and approved in open Cour f Janu ry, 1966 W C.
