HomeMy WebLinkAbout1965-08-16-1000AM-Speciali , u u { • 'b r y A a 1 r H ~ August 9, 1965 499 On motion made, duly seconded, and unanimously passed, the Court voted to request a return of the sum of $1,251 43 from the Board of County and District Road Indebtedness of the State of Texas, which fund was to be credited to the Road and Bridge Phnd'and used for the construction or improvement of lateral roads in Brazos County On motion made, seconded, and unanimously passed, the Court voted to approve all reports and to pay all bills which have been properly filed and approved ' At the request of the County Judge, the meeting was recessed until a later date in August. r SPECIAL MEETING - AUGUST 16, 1965 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Court room in the Courthouse in Bryan, Texas, beginning at 10 00 A. K. on August 16, 1965, with the following present W. C Davis, County Judge presiding, Raymond A Nolan, Commissioner of Precinct 1, George Dunn, Commissioner of Precinct 2, Clyde J. Porterfield, Commissioner of Precinct 3, W. A Stasny, Commissioner of Precinct 4, and A B Syptak, County Clerk In accordance with previous action of the Court and public advertisement, the Court took up the matter of the Budget for the year 1966, as submitted by the County Judge on July 23, 1965. A delegation from the Bryan Junior Chamber of Commerce appeared and presented a lesolution to the Court, which Resolution reads, as follows "RESOLUTION "Whereas the Brazos County budget for the calendar year 1966 has been prepared and a public hearing on said Budget has been set for Monday, August 16, 1965, and, "Whereas the budget proposes salary and travel expense increases from the present total of $8400 per year to $9600 per year for each County Commissioner, and, "Whereas, each County Commissioner represents only the voters in his individual precinct and his duties as Commissioner are such that he is capable of carrying on a full time business enterprise in addition to his duties as Commissioner, "Therefore, be it resolved, that the Bryan-College Station Jaycees, as a group of young men vitally concerned with all aspects of local government, hereby oppose the salary increases proposed for the County Precinct Commissioners and direct that a copy of this resolution be mailed to each Commissioner and the County Judge and that a further copy be delivered to the Commissioners' Court of Brazos County, Texas, to be filed with the minutes of the budget hearing to be held on August 16, 1965 "Adopted at a meeting of the general membership of the Bryan-College Station t Jaycees on the 12th day of August, 1965 L. Rush, Secretary" After much discussion of the proposed budget, on motion made, seconded, and unani- ously passed, the proposed budget was amended and changed, as follows one Janitor increased from $2,400 to $2,700 One Janitor increased from $2,400 to $2 700 One Maid for Courthouse increased from 81,750 to $2,050 Secretary to County Agents increased from $2,600 to $2,880 Secretary to Associate Agents increased from $2,000 to $2,280 Jail Cook increased from $1,100 to $1,210 Subject to the above changes, on motion made, seconded, and unanimously passed, the Court accepted and approved the Budget as submitted, ordered it certified and filed for official use for the calendar year 19661 The transmittal and summary of this Budget are, as follows ' -Bryan, Texas July 23, 1965 "The Honorable Commissioners' Court of Brazos County, Texas Gentlemen As your budget officer and in accordance with the law, there is submitted herewith the proposed budget of Brazos County, Texas, for the fiscal (calendar) year of 1966, includiry all anticipated revenues and proposed disbursements The budget herewith submitted con- tains the necessary schedules and tabulations in proper detail The statutes require that the County budget be prepared and submitted during the month of July and that public hearing thereon be held subsequent to August 15th, after which it 1 ! "The within budget calls for a total expenditure during the year 1966 of $774,500.00 compared to $661,580.00 for 1965, or an increase of $112,920 00 This increase includes $60,000 00 for the payment of the road bolds and interest. "REDUCTION OF INDEBTEDNESS- ` "For the year of 1966, Brazos CountyTsRo83 on maturities will be for $78,000 00 plus $18,570 00 in interest, making a total of $96,570.00. The State benefits accruing from the State Assumption and the gasoline tax will total $44,570 00, leaving $52,090 00 to be paid by the County The total road bond indebtedness at the end of L966 will be $442,000 00 In addition to road bonds, we will have Courthouse- Jail bonds maturing for $41,000 00 plus $7,800 00 in interest, making a total of $48,800 00 This will be the twelfth payment of Courthouse- Jail bonds, and after this payment the total balance of Court- house- Jail bonds outstanding will be $349,000 00 In addition to these bonds, the County has outstanding a series of Courthouse- Jail Warrants issued March 15, 1956, remaining unmatured in the amount of $70,000 00 During 1966 principal maturing on these warrants will be for $10,000 00 plus $1,140 00 in interest, making a total of $11,140 00 The total outstanding indebtedness on Courthouse- Jail bonds and warrants on January 1, 1967, will be $409,000 00 of which $349,000.00 will be Courthouse- Jail bonds and $60,000 00 Courthouse- Jail warrants "TAX RATE "In 1956 the people of Texas voted to amen~Article 8, paragraph 9, section 8, of the Texas Constitution so as to allow the Commissioners' Courts of Texas to exercise judgment and discretion in levying taxes for several different funds so long as the total operating levy does not exceed the 80 cents Constitutional limit plus the 15 cents road and bride special which the people of Brazos County had voted several years ago, thus making the limit of 95 cents per hundred "Based on actual need, the within budget, supported by detailed estimates of anticipated revenue and the proposed expenditures, calls for a levy of 45 cents for the General Fund, 4 cents for the Jury Fund, 23 cents for the Permanent Improvement Fund, 23 cents for the Road and Bridge Fund, and 20 cents for Road Bond Fund, thus making the tax rate $1 1,5 "CONCLUSION- "The within budget should be accepted-by-TTe ommissioners' Court, filed with the County Clerk, and public hearing set thereon It is hereby urgently recommended that this budget be finally approved and adopted in its present form after the conclusion of the statutory hearings "Respectfully submitted, W. Nolan, Precinct 1, George Dunn, Precinct 2, z C. J. Porterfield, Precinct 3, W. A. Stasny, Precinct 4, and A B. Syptak, County Clerk The County Judge presented to the Commissioners a proposed change in the voting precincts No 18 (Stephen F Austin High School box) and No 13 (Crockett School box), by creating from these two boxes a newlVoting precinct No 20, which would have as its voting place the Sul Ross Elementary School in the City of Bryan, and the boundary lines for which proposed voting precinct would be, as follows , Beginning at the intersection of the centerline of Villa Maria Road and the southwest line of Texas Avenue, Highway 6 Thence in a northeasterly and northerly direction along the centerline of Villa Maria Road to its intersection with the centerline of East 29th Street Thence in an easterly direction along the centerline of East 29th Street to its intersection with the centerline of Briarcrest Drive Thence in a northeasterly direction along the centerline of Briarcrest Drive and ' continuing along the line between the John Austin and Richard Carter Leagues to Carter's Creek Thence down Carter's Creek with its meanders to the Northwest line of the present City Limit8 of College Station Thence in a southwesterly direction along said line to the most easterly corner of the Putz 200-acre tract Thence in a northwesterly direction along the northeast line of said Putz tract to the most northerly corner of said Putz tract Thence in a southwesterly direction along the northwest line of said Putz 200- a cre tract and the Putz 107-acre tract to the most westerly corner of the Putz 107-acre tact in the southeast line of Lot 81 in Beverley Estates Addition to the City of Bryan r Thence in a southeasterly direction along the line between said Puta 107-acre tract and said Beverley Estates Addition to the most easterly corner of Lot 77 of Beverle ; Estates Addition Thence in a southwesterly direction along the line between said Beverley Estates addition and the Cooner Addition to the City of College Station to the southwest line of Texas Avenue i Thence in a northwesterly direction along the southwest line of Texas Avenue to !r the point of beginning t r r~ , +Y
