The Court next considered the request of the Director of the Brazos County Civil Defense
office for the purchase of a District RACES, an emergency communication radio network, for
the sum of $600 00, it being pointed out by Mr Jake Cangelose, the Director, that such
radio system would be of vital importance to the County Civil Defense set-up in an emergency.
On motion made, seconded, and unanimously passed, the Court voted to authorize the purchase
of such equipment at a coat not to exceed $600 00
On motion made, duly seconded, and unanimously passed, the Court voted to request a
return of the sum of $1,498.03 from the Board of County and District Road Indebtedness of the
State of Texas, which fund was to be credited to the Road and Bridge,Fund and used for the
construction or improvement of-lateral roads in Brazos County.
There being no further business, the meeting adjourned.
SPECIAL MEETING - AUGUST 21, 1964
A special meeting of the Commissioners'-Court of Brazos County, Texas, was held in the
Commissioners' Court room in the Courthouse at Bryan,+Texas,+beginning at 10:00 A, Ml, on
Friday, August 21y 1964, with the following present-

Raymond A. Nolan, Commissioner of Precinct 1;
George Dunn, Commissioner of Precinct 2,
Clyde J. Porterfield, Commissioner of Precinct 3,
W. Aj Stasny, Commissioner-of Precinct 4, and,-
A. B. Syptak, County Clerk
In accordance with previous action of the Court and public advertisement, the Court
took up the matter of the Budget for the year 1965, as submitted by the County Judge on
July 29, 1964.
On motion duly seconded and unanimously adopted, the Court accepted and approved the
Budget as submitted and ordered it certified and filed for official use for the calendar
year 1965.
The transmittal and summary of this Budget are, as follows

"The Honorable Commissioners' Court

"Gentlemen
"As your budget officer add in accordance with the law; there is submitted herewith
the proposed Budget of Brazos County for the fiscal (calendar) year of 1965, including
all anticipated revenues and proposed disbursements The Budget herewith submitted
contains the necessary schedules and tabulations in proper detail.
"The statutes require that the County Budget be prepared and submitted during the
month of July and that public hearing thereon be held subsequent to August 15th,
after which it shall be finally approved and adopted by the Commissioners' Court
and then strictly adhered to through the following year.
"Thd within Budget calls for a total expenditure during the year 1965 of $661,580.00,
which is an increase of $30,580 00 over 1964'
"REDUCTION OF INDEBTEDNESS
"For the
year 1965, Brazos County road bond maturities will be for $23,000.00 plus
$6,900 00 in interest, making-a total of $29,900 00 The State benefits accruing
from the State assumption and the gasoline tax will be sufficient to take care of
and absorb the entire amount The total road bond indebtedness at the end of 1965 'a'
will be $130,000 00
"In addition to road bonds, we will have Courthouse- Jail bonds maturing for
$41,000 00 plus $8,620 00 in interest, making a total of $49,620 00 This will.be
the eleventh payment of Courthouse- Jail bonds and after this payment the total
balance of Courthouse- Jail bonds outstanding will+be $390,000.00 In addition to
these bonds, the County has outstanding a series of Courthouse- Jail warrants
issued March 15, 1956, remaining unmatured in the amount of $80,000 00 During
1965 principal maturing on these warrants will be for $10,000 00 plus $1,600 00 in
interest, making a total of $11,600.00. The total outstanding indebtedness on
Courthouse- Jail bonds and warrants on January 1, 1966 will be $460,000 00, of
which $390,000 00 will be Courthouse- Jail bonds and $3`0,000 00 Courthouse- Jail
warrants.

"TAX RATS:
"In 1956 the people of Texas voted to amend Article 8, paragraph 9, section 8, of the
Texas Constitution so as to allow the Commissioners' Courts of Texas to exercise
discretion and judgment in levying taxes for the several different funds so long as
the total operating levy does not exceed the 80 cents constitutional limit, plus the
(
15 cents road and bridge special which the people of Brazos County voted several
years ago, thus making the 95 cents limit.
"Based on actual need, the within Budget, supported by detailed estimates of
anticipated revenues and the proposed expenditures, calls for a levy of 45 cents
for the General Fund, 5 cents for the Jury Fund, 25 cents for the Permanent Fund,
and 20 cents for the Road and Bridge Fund, thus making the tax rate limit of 95 cents.

"CONCLUSION-
"The within Budget should be accepted by the Commissioners' Court, filed with the
County Clerk, and public hearing set thereon It is hereby urgently recommended
that this Budget be finally approved and adopted in its present form after the
conclusion of the statutory hearings

On motion duly seconded and unanimously adopted, the Court voted to fix and levy occupa-
tion taxes for Brazos County at one-half (1/2) of the rates levied by the State of Taxers, an

to fix and levy the County poll tax at twenty-five cents (250) per eligible person for the
tax year beginning October 1, 1964, and the Court voted further to request the Tax Assessor-
Collector and the Sheriff of Brazos County to strictly enforce the collection of occupation
taxes levied by the County
On motion duly seconded and unanimously adopted, the Court voted to fix and levy the
total County-wide tax rate for Brazos County, Texas, for the tax year beginning October 1,
1964, at ninety-five cents (950) per $100 00 of valuation of property within the County,
according to the following schedule

Came on to be considered the matter of Brazos County allowing discounts on ad valorem
taxes for the year beginning October 1, 1964, which might be paid in advance, as authorized
by Article 7255b, Revised Civil Statutes of Texas, as amended by Acts 'of the 46th Legislature

1999, page 654, paragraph 1, and it being the opinion of the members of the Court that tax
• relief is more equitable and uniform when given in the form of reduction in rate, which has
been the practice of this Court whenever possible, on motion duly seconded and unanimously
adopted, the Court voted that the provisions of said law be not 'adopted and that Brazos
County decline to exercise its option to allow ouch discounts on county taxes.
On motion made, seconded, and unanimously passed, the Court voted to approve the bond of
Mrs. Jessie M.' Graham as Justice of the Peace, Precinct 4, Place 1. S'
There being no further business, the meeting adjourned.

A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the
Commissioners' Court room in the Courthouse at Bryan, Texas, beginning at 9.00 A. M. on

A. B. Syptak, County Clerk.
The County Judge submitted the proposed Budget for the fiscal (calendar) year of 1965,
carrying total proposed expenditures and reserves of $661,580 00 with a recommended tax rate
of 950 per $100 00 valuation Upon motion duly seconded and unanimously adopted, the Court
voted to accept the proposed Budget and to set public hearing thereon
Motion made, duly seconded, and unanimously adopted, by which it was ordered that the
proposed Budget for 1965 be filed with the County Clerk and set down for public hearing in
the Commissioners' Court room in the Courthouse at Bryan, Texas, at LO 00 A. M. an Friday,
August 21, 1964, and that public advertisement of this hearing be made by publishing the
following notice in the Bryan Daily Eagle of Bryan, Texas, once each week for three weeks
