B. Beard as principal and the Aetna Casualty and Surety Company as surety, and the Public Weigherfs Bond of 0. L. Whitener in the amount of $2,500.00, signed by G. L. Whitener as principal and the, Lawyers Surety Corporation as surety. Motion adopted to approve all reports and to pay all bills which have been properly filed and approved. WHEREUPON, the meeting adjourned ' SPECIAL MEETING - AUGUST 16, 1963 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the, Commissioners' Court room in the Courthouse in Bryan, Texas, beginning at 10 00 A. K., on Friday, August L6, 1963, with the following present- W. C. Davis, County Judge, Presiding, , Raymond A. Nolan, Commissioner of Precinct 1, George Dunn, Commissioner of Precinct 2, Clyde J. POrterfieLd, Commissioner of Precinct 3, W. A. Stasny, Commissioner of Precinct 4, and A. B. Syptak, County Clerk. In accordance with previous action of the Court and public advertisement, the Court took up the matter of the budget for the year 1964, as submitted by the County Judge on July 26, L963 On motion duly seconded and unanimously adopted, the Court accepted and approved the budget as submitted and ordered it certified and filed for official use for the calendar year L964 The transmittal and summary of this budget are, as follows "July 26, 1963 "The Honorable Commissioners' Court of Brazos County "Gentlemen "As your budget officer and in accordance with the law, there is submitted herewith the proposed budget of Brazos County for the fiscal (calendar) year of 1964, including all anticipated revenues and proposed disbursements The budget herewith submitted contains the necessary schedules and tabulations in proper detail "The statutes require that the County budget be prepared and submitted during the month of July and that public hearing thereon be held subsequent to August 15th, after which it shall be finally approved and adopted by the Commissioners' Court and then strictly adhered to through the following year "The within budget calls for a total expenditure during the year 1964 of $631,000 00, which is an increase of $34,000.00 over L963 r "REDUCTION OF INDEBTEDNESS "For the year 1964, Brazos County Road Bond maturities will be for $28,000 00 plus $7,645.00 in interest, making a total of $35,645 00 The State benefit accruing from the State Assumption and the gasoline tax will be sufficient to take care of and absorb the entire ' amount The total Road Bond indebtedness at the end of L964 will be $153,000 00 "In addition to road bond maturities, we will have Courthouse- Jail bonds maturing for $40,000 00 plus $9,420 00 in interest, making a total of $49,420 00. This will be the tenth payment of Courthouse- Jail bonds and after this payment the total balance of Courthouse- JaiVbonds outstanding will be $431,000 00 In addition to these bonds the County has outstanding a series of Courthouse Warrants issued March 15, 1956, remaining unmatured in the amount of $90,000 00 During 1964 principal maturing on these warrants will be for $10,000 00 plus $1,800 00 in interest, making a total of $11,800.00. The total outstanding indebtedness on Courthouse- Jail bonds and warrants on January 1, 196S, wilt be $511,000.00, of which $431,000 00 will be Courthouse- Jail bonds and $80,000.00 Courthouse- Jail warrants. "GENERAL FUND• Based on the actual needs, the within budget, supported by detailed estimates of anticipated revenues and the proposed expenditures, calla for a levy of 44 cents for the General Fund, 5 cents for the Jury Fund, 26 cents for the Permanent Improvement Fund, and 20 cents for the Road and Bridge Fund, thus making the tax rate the constitutional limit of 95 cents. On motion dull seconded and unanimously adopted, the Court voted to fix and Levy the , total county-wide tax rate for Brazos County, Texas, for the tax year beginning October 1, 1963, at ninety-five cents (950) per $100 00 of valuation of property within the County, according to the following schedule SCHEDULE OF TAX LEVIES Fund ` `-Year 62 Year 1963 Year 1964 General 46 46 .44 Permanent Improvement 25 .25 26 Jury 04 .04 05 Road and Bridge Regular 05 05 .05 Road and Bridge Special 15 LS 15 TOTALS 95 95 95 r. 1 ri l' - i r :r , t a ' t x August 16, 1963 Came on to be considered the matter of Brazos County allowing discounts on ad valorem taxes for the year beginning October 1, 1963, which might be paid in advance, as authorized b} Article 7255b, Revised Civil Statutes of Texas, as amended by Acts of the 46th Legislature, 1939, Page 654, paragraph L, and it being the opinion of the members of the Court that tax relief is more equitable and uniform when given in the form of reduction in rate, which has been the practice of this Court whenever possible, on motion duly seconded and unanimously adopted, the Court voted that the provisions of said Law be not adopted and that Brazos Count decline to exercise its option to allow such discounts on county taxes. .t WHEREUPON, the meeting adjourned. SPECIAL MEETING - AUGUST 22, 1963 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Court room in the Brazos County Courthouse in Bryan, Texas, at 1 30 P. M., on August 22, 1963, with the County Judge and all Commissioners present. The County Judge presented to the Commissioners the report of the committee appointed to study the voting precincts in Brazos County, which report and recommendations are, as follows "8- 14- 63 "REPORT OF VOTING PRECINCTS COMMITTEE "BRAZOS COUNTY COMMISSIONERS' COURT Courthouse, Bryan, Texas "Gentlemen "In accordance with your appointment and directions on August 12, 1963, we have met and make the following recommendations to the Commissioners' Court 'It. Effective August 1963-- Combine Voting Precinct No 6-Kurten with Voting Precinct No 12-Reliance, with Polling Place at Kurten School, and 112. Voting Precinct No 13 be divided into two voting Precints- Box 13 and Box 12, Box 12 boundaries to be North City Limit Line of College Station, Texas Avenue, Villa Maria Road to New Elementary School and Burton Creek (Box 18 and Box 13 description would have to save and except new Box 12) This change would necessitate the addition of a strip of land between Villa Maria Road and Meadow- brook Addition and Texas Avenue and Burton Creek and New Elementary School to Commissioner Precinct No t and deletion from Commissioner Precinct No. 4. 113• Effective August 1964 it is recommended that the Court check and bring up to date the metes and bounds description of all voting precincts shown in Vol J, page 259, and Vol K, page 340, of the Commissioners' Court Minutes of Brazos County, Texas, with Attached County and City Maps, and L 114. Dewey, Jr , Chairman n r, /a/ Herbert Shaffer Herbert shatter /s/ G1 nnA~A Williams iynGr -n A Williams 'T After much discussion among the Court as to the feasibility of carrying out the recom- mendations of the committee, it was determined that, in order to change voting boos 13 as recommended by the committee, it would be necessary for all four of the Commissioners to run for reelection at the next General Election to be held in 1964, since, under the law, the changing of any portion of a Commissioner's precinct requires all Commissioners to have to seek reelection at the next General Election The Court also considered the combining of voting precincts 6 and 12, and decided against same, since it would place too great an incon- venience on those people from the Reliance area having to go to Kurten to vote, and it was deemed that there were sufficient people living in both areas to justify the keeping of both boxes.
