R= AR MEETING - JULY 8, 1963
A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the
Commissioners' Court room in the Courthouse in Bryan, Texas, beginning at LO 00 A. N. on
Monday, July 8, 1963, with the following present-
W. C. Davis, County Judge, presiding,
Raymond A. Nolan, Commissioner of Precinct No. 1;
George Dunn, Commissioner of Precinct No 2;
C. J. Porterfield, Commissioner of Precinct No. 3,
W. A. Staany, Commissioner of Precinct No. 4, and
A. B. Syptak, County Clerk,
The Court received, approved, and ordered filed as submitted the following reports-
B. V. Elkins, Welfare Officer, for the month of June, L963;
B. V Elkins, Veterans Service Officer, for the month of June, 1963;
Miss Emily Ritter, County Home Demonstration Agent, for month of June, 1963;
William T. Sistrunk, County Agent, for month of June, 1963,
Donald Douglas, Assistant County Agent, for month of June, 1963=
Mrs Fannie J. Taylor, Negro County Home Demonstration Agent, for month of June, 1963;

The Court received, considered, and approved the following reports from County and
Precinct Officers showing official fees of office collected and remitted to the County

Mr Donald Douglas, Assistant County Agent, presented his resignation as Assistant
County Agent of Brazos County to the Commissioners' Court, effective August 9, 1963, for the
reason that he desires to return to College and work on a Master's Degree. On motion made,
seconded, and unanimously passed, the Court accepted Mr. Douglas' resignation w$th regret,
effective August 9, 1963, and released him from further duties as Assistant County Agent
On motion made, seconded, and unanimously passed, the Public Weigher Bond of James R.
Grubbs in the principal amount of $2,500 00, executed by the said James R. Grubbs as princi-
pal and The North River Insurance Company as surety, was approved
On motion by Dunn, seconded by Nolan, the Court voted unanimously to authorize Guy Sims
to attach a drainage pipe extension and L-shaped end to the present County culvert pipe ad-
joining his property in Precinct 2, subject to the right of the Commissioners' Court to re-
quire the removal of same at any time and for any reason and further subject to Mr. Sims'
responsibility and liability for any damage done to the County road by reason ofthe installs

The County Judge presented to the Court two bids for the painting of the outside -
exterior doors and framework of the courthouse, which bide are, as follows

sanding, cleaning and touching-up of all exterior metal frames and doors ~j

Williams or Benjamin Moore Exterior material for this fob

metal trim on Court House and small buildings. All to receive (2) coats.
Wooden doors to be painted exterior and interior All to be sanded good
before painted. This bid includes painting all wood and metal which is
charcold color now Gray wooden doors and red hand rails.
I agree to furnish all labor and material for the am of- $885.50

On motion made, seconded, and unanimously passed, the Court voted to accept the bid of
F. L. Summers in the amount of $785 00.
The County Judge next presented two bids for the installation of a remote control
radio station to be used by the Sheriff's Department, which two bide are, as follows

After much discussion by the Court as to the merits of the two bids, including the bas
stations, maintenance, service, and other factors involved, and the experience of other
organizations in the use of the two different makes of equipment, on motion duly made, second
and unanimously passed, the Court voted to award the bid to Commu ications Engineering

Company for Installation of the Base Station as called for in bid, for the awn of $2,308.00.
Minute Order No. 53113 of the Texas Highway Department was presented to the Court, as
follows
.In BRAZOS COUNTY a FARM TO MARKET ROAD is hereby designated extending from State
Highway 21 at West City Limit of Bryan, Southeast to F. M. Road 2513, a distance of
approximately 2.9 miles, subject to the condition that Brazos County will furnish
all required right of way clear of obstructions and free of cost to the State.
"At such time as the County shall accept the provision of this Order and agree to
the furnishing of the required right of way, the State Highway Engineer is directed
to proceed with the engineering development and construction of the project in the
most feasible and economical manner, at an estimated cost of $144,000, and to assume
the road for State maintenance upon completion of the construction herein authorized.
"This Order is subject to acceptance by the County and if not accepted within 90
days of the date hereof, the action herein contained shall be automatically cancelled.

On Motion made, seconded, and unanimously passed, the Court voted to accept said Order
and to comply with the terms and conditions therein set forth
Motion adopted to approve all reports and to payratl bills which have been properly
filed and approved
There being no further business, the meeting adjourned.
SPECIAL MEETING - July 26, 1963
A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the
Commissioners' Court room in the Courthouse at Bryan, Texas, beginning at 9 00 o'clock A. M.,
on July 26, 1963, with the following present
W. C. Davis, County Judge, Presiding;
Raymond A. Nolan, Commissioner of Precinct 1;
George Dunn, Commissioner of Precinct 2,
C J. Porterfield, Commissioner of Precinct 3,
W. A. Stasny, Commissioner of Precinct 4,
A. B. Syptak, County Clerk.
The County Judge submitted the proposed budget for the fiscal (calendar) year of 1964,
carrying total proposed expenditures and reserves of $631,000.00 with a recommended tax rate
of 950 per $100 00 valuation. Whereupon Commissioner Dunn moved that the budget be accepted
and public hearing set thereon, and Commissioner Stasny seconded this motion, which was
unanimously adopted.
Notion made, duty seconded, and unanimously adopted, by which it was ordered that the
proposed budget for 1964 be filed with the County Clerk and set down for public hearing in thi
Commissioners' Court room in the Courthouse at Bryan, Texas, at 10 00 A. M on Friday,
August 16, 1963, and that public advertisement of this hearing be made by publishing the
following notice in the Bryan Daily Eagle of Bryan, Texas, once each week for three weeks
prior to the public hearing

"Public notice is hereby given that pursuant to action of the
