On motion duly seconded and unanimously adopted, the Court voted to approve
the request of the Fish and Game f.ommission and authorized them to install their radio
antennae on top of the Brazos County Lourthouse.
On motion duly seconded and unanimously adopted, the Court authorised County
Judge Davis to secure bids for the painting of the trims on the doors and windows of the
County Courthouse. i
County clerk Syptak appeared before the court and requested that he be '
allowed to transfer $800.00 to the County Clerk'a hxtra Help Account, and on motion duly '
seconded and unanimously adopted, the Court voted to authorize Mr. Syptak to have the i800.C
transferred to the Extra Help Account of the County I-lerk's Office.
On motion duly seconded and unanimously adopted, the Court voted to pay all
bills which have been properly filed and approved.
Whereupon the Court adjourned.

SP&IAL Mtj&TING - AUGUST 16. 1962
A special meeting of the Lommissionera' Court of Brazos County, Texas, was
held in the Commissioners' Gourtroom in the courthouse at Bryan, Texas, beginning at 10:00
o'clock A. M., on Thursday, August 16, 1962, with the following present
W. C. Davis, County Judge, Presiding,
Raymond A. Nolan, Commissioner of Precinct 1,
George Dunn, Commissioner of Precinct 2,
6lyde J. Porterfield, commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4, and
A. Be 'llyptak, County clerk.
In accordance with previous action of the Court and public advertisement,
the Court took up the matter of the budget for the year 1963, as submitted by the County
Judge on July 27, 1962. '
On motion duly seconded and unanimously adopted, the Court accept and appraied
the budget as submitted and ordered it certified and filed for official use for the
calendar year of 1963.
The transmittal and summary of this budget are as follows:

Gentlemen'
As your budget officer and in accordance with the law, there is submitted herewith
the proposed budget of Brazos County for the fiscal (calendar) year of 1963, including
all anticipated revenues and proposed disbursements. The budget herewith submitted
contains the necessary schedules and tabulations in proper detail.
The statutes require that the county budget be prepared and submitted during the month
of July and that public hearing thereon be held subsequent to August August 15th after
which it shall be finally approved and adopted by the Commissioners' ('ourt and then
stricly adhered to through the following year.
The within budget calls for a total expenditures during the yaar 1963 of ;597,000.00,
which is an increase of 912,180.00 over 1962.
RhDULTION OF INDbHTBDNBSS:
For the year 1963, Brazos County Road Bond maturities will be for 933,000.00 plus 09,750.00
in interest, making a total of 942,750.00. The State benefit accruing from the State assum,
tion and the gasoline tax will be sufficient to take care of and absorb the entire amount.
In addition to road bond maturities, we will have courthouse-fail bonds maturing for
;39,000.00 plus 910,200.00 in interest, making a total of 949,200.00. This will be the
ninth year maturity of courthouse-jail bonds and after this payment the total balance
of courthouse-jail bonds outstanding will be $471,000.00. In addition to these bonds
the county has outstanding a series of courthouse-fail warrants issued March 15, 199

remaining unmatured in the amount of $100 000.00. During 1963 principal maturing on these
warrants will be for $10,000.00 plus $2,00.00 in interest, making a total of $12,000.00.
The total outstanding indebtedness on courthouse-jail bonds and warrants on Danuary 1, 1964
will be $561,000.00 of which $471,000.00 will be courthouse-jail bonds and $90,000.00,
courthouse-jail warrants.

In 1956, the people of Texas voted to amend Article 8, Paragraph 9, Section 8, of the
Texas Constitution, so as to allow the Commissioners' l.ourts of Texas to exercise discretio
and judgment in levying taxed for the several different funds, so long as the total
operating levy does not exceed the 95 cents on the $100.00 property valuation.
Based on the actual needs, the within budget, supported by detailed estimates of
anticipated revenues and the proposed expenditures, calls for a levy of 46 cents for
the General Fund, 4 cents for the Jury Fund, 25 cents for the Permanent Improvement Fund
and 20 cents for Road and Bridge Fund, thus making the tax rate the constitutional limit
of 95 cents.
CONCLUSION
The within budget should be accepted by the Commissioners' Court, filed with the County
(.lark, and public hearing set thereon. It is hereby urgently recommended that this
budget be finally approved and adopted in its present form after the conclusion of the
statutory hearings.

(On motion duly seconded and unanimously adopted, the Court voted to fix and
levy occupation taxes for Brazos County at one-half (1/2) of the rates levied by the
State of Texas, and to fix and levy the l.ounty poll tax at twenty-five (25¢) cents per
eligible person for the tax year beginning October 1, 1962, and the Court voted further to
request the Tax Assessor-Collector and the Sherilf of Brazos County, to strictly enforce
the collection of occupation taxes levied by the County.
Upon motion duly seconded and unanimously adopted, the Oourt voted to fix and
levy taxes for the Kurten Consolidated Cogmon School District No. 10, of Brazos County,
Texas, for the tax year beginning October 1, 1962, in the amount and at the rate as
certified to the Court by County School Superintendent W. D. Bunting, as follows

Came on to be considered the matter of Brazos County allowing discounts on
ad valorem taxes for the year beginning uctober 1, 1962, which might be paid in advance,
as authorized by Article 7255b, Revised Civil Statutes of Texas, as amended by Acts of

the 46th Legislature, 1939, Page 654, Paragraph 1, and it being the opinion of the
members of the Court that tax relief is more equitable and unilorm when given in the
form of reduction in rate, which has been the practice of this Court whenever possible,
on motion duly seconded and unanimously adopted, the Court voted that the provisions of
said law be not adopted and that Brazos County decline to exercise its option to allow
such discounts on county taxes.
