A regular meeting of the Commissioners' Court of Brazos County, Texas, was
held in the Commissioners' Courtroom at the Courthouse in Bryan, Texas, beginning at
10:00 o'clock A. M., on Monday, Eugust 14, 1961, with the following present.

The Court received, examined, approved and ordered filed and recorded the
bond for $2,500.00 of J. B. Beard as a Public Weigher in and for Justice Precinct 4, of
Brazos County,,Texas, dated July 26, 1961, and executed by Her Hampshire Insurance Company,
all as authorized by Article 5704 of the Revised Civil Statutes of Texas.
On motion duly seconded and unanimously adopted, the Court voted to allow
John Godfrey, Brazos Lounty Probation Officer, to attend the Texas Institute on Youth,
to be held in Hunt, Texas, and also to allow him $60.00 to cover hsp expenses tacurred
during this conference.
John Godfrey, Brazos County Probation Officer, appeared before the Court
and presented a bill from J. G. Penney Company in the amount of $17.14, which was to
correct a mistake made in billing tor. 19. S. Manning in April, 1960, instead of billing
the Probation Officer, and diter discussion and on motion, duly seconded and unanimously
adopted, the Court voted to pay $17.14 to J. G. Penney;Gompany to correct above-mentioned
error. "
On Notion duly seconded and unanimously adoptet% the Court voted to pay
all bills which have been properly filed and approved. +
Whereupon, the Court adjourned.

SPECIAL M"TING - AUGUST 17. 1961
A special meeting of the Commissioners' Court was held in the Commissioners',
Courtroom in the courthouse at Bryan, Texas, beginning at 10:00 o'clock A. K., on Thursday,
August 17, 1961, with the following present: '
W. C. Davis, County Judge, Presiding;
Raymond A. Nolan, Commissioner of Precinct 1, ,
George Dunn, Gommissioner of Precinct 2,
Clyde J. Porterfield, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4, and
A. B. Syptak, County Clerk.
In accordance with previous action of the Court and public advertisement, r
the Court took up the matter of the budget for the year, 1962, as submitted by the
County Judge on July 27, 1961.
On motion made, seconded and unanimously adopted, the Court voted to increase
the salary of the Secretary in the Office of the Gourty Attorney's office from $2,400.00
recommended in the budget to 02,520.00 per annum, and the Court voted to increase the `
allary of the Deputy District Clerk from *3,300.00 recommended in the proposed budget to
$3,420.00 per annum.
" Raymond B. Buchanan, Tax Assessor-Collector of Brazos County, Texas, appeared
before the Court and requested that each of his Deputies be given a $25.00 a month raise,
and on motion made, duly seconded and unanimously adopted, the Court voted to increase
the salaries of Deputy Tax Assessor-Collectors, as follows:
Chief Deputy from 43,800.00 as recommended in proposed budget to $3 920.00;
One Deputy from $3,300.00 as recommended in proposed budget to $3,40.00,
One Deputy from 13,300.00 as recommended in proposed budget to $3,420.00;
One Deputy from 2,700.00 as recommended in proposed budget to $2,820.00, and
One Deputy from $2,700.00 as recommended in proposed budget to $2,820.00.

On recommendation of Sheriff J. W. Hamilton, and on motion made, seconded and
unanimously adopted, the Courtvvoted to increase the salaries of theeDeputy Sheriffs in
his office, as follows
One Deputy from $3,800.00 as recommended in proposed budget to $9,920.00
One DeptttyFfrpm 3,800.00 as recommended in proposed budget to $3,920 00
One Deputy from 3,300.00 as recommended in proposed budget to $3,420 00
County Clerk A.-B. Syptak appeared before the Court and requested an increase
in salaries for the Deputies in his office, and upon motion made, seconded and unanimously
adopted, the Court voted to increase the said salaries as follows
One Deputy from 03.300.00 as recommended in proposed budget to $3,420.00
One Deputy from 3,300.00 as recommended in proposed budget to 3,420.00
One Deputy from 12,700.00 as recommended in proposed budget to $2,820.00.
Subject to the above changes, on motion made, seconded and unanimously
adopted, the Lourt accepted and approved the budget as submitted and ordered it certified
and filed for official use for the calendar year of 1962.
The transmittal and summary of this budget are as follows:
"July 27, 1961
The Honorable Lommissioners' Court
of Brazos Lounty, Texas.
Bryan, Texas.
Gentlemen:
As your budget officer and in accordance with the law, there is submitted
herewith the proposed budget of Brazos County for the fiscal (calendar) year of 1962,
including all anticipated receipts and proposed disbursements. The budget herewith
submitted contain all the necessary schedules and tabulations in proper detail.
The statutes require that the county budget be submitted during the month of
July and that public hearing thereon be held subsequent to August 15th after which it shall
be finally approved and adopted by the Commissioners' Court and then adhered to through
the following year.
The within budget calls for a total expenditures during the year 1962 of
$564,820.00 which is $4,680.00 less than was budgeted for the year 1961.
RKDULTION OF INOtBUDNLSS
For the year 1962, Brazos County Road Bond maturities will be for a total
of $23,000.00 plus $10,900 00 in interest making a total of $33,900.00. The state benefit
accruing from the state assumption and the state gasoline tax will amount to approximately
$38,500.00, leaving the state owing the county approximately ;4,600.00 .
In addition to road bond maturities, we will have courthouse-Jail bonds
maturing for $38,000.00 plus 910,960.00 in interest,making a total of $48,960.00. This
will be the eighth year maturity of courthouse-Jail bonds and alter this ppaayment, the
total balance of courthouse-Jail bonds outstanding will be $510,000.00. In addition
to these bonds, the county has outstanding a series of courthouse-Jail warrants, issued
March 15, 1956, remaining unmatured in the amount of ;110,000.00. During 1962, principitl
on these warrants will be for $10,000.00, plus 42,200.00 in interest, making a total of
$12 200.00. The total outstanding indebtedness on courthouse-Jail bonds and warrants
on Lnuary 1, 1963, will be $610,000.00 of which $510,000.00 is courthouse-Jail bonds and
$100,000.00 courthouse-Jail warrants.

A
In 1956, the people of Texas voted to amend Article 8, Paragraph 9, Section
8 of the Texas Lonstitution, so as to allow the Lommissionera' Courts to exercise
discretion and judgment in levying taxes for the several different funds, so long as the
total operating expenses do not exceed 95 cents on the $100.00 property valuation.
Based on the actual needs, the within budget supported by detailed estimates
of anticipated receipts and the proposed expenditures, calls for a levy of 46 cents for
the General Fund, 4 cents for the Jury Fund, 25 cents for the Permanent Improvement
Fund and 20 cents for the Road and Bridge Fund, thus making the tax rate the constitutional
limit of 95 cents.
LCNLLUSION
The within budget should be accepted by the Commissioners' Court, filed with
the County Llerk, and public hearing set thereon. It is hezeby urgently recommended that
this budget be finally approved and adopted in its present lorm after the conclusion of
the statutory hearings.

On motion duly seconded and unanimously adopted, the Court voted to fix and
levy occupation taxes for Brazos County at one-half (1/2) of the rates levied by the
State of Texas, and to fix and levy the County poll tax at twenty-Jive (25#) cents per
eligible person for the tax year beginning October 1, 1961, and the 6ourt voted further to
request the Tax Assessor-Collector and the Sheriff of Brazos County to strictly enforce
the collection of occupation taxes levied by the County.
Upon motion duly seconded and unanimously adopted, the Lourt voted to fix
and levy taxes for the several common school districts of Brazos County, Texas, for the
tax year beginning October 1, 1961, in the amounts and at the rates certified to the
Court by County School Superintendent W. D. Bunting, according to the following schedukt6:

Came on to be considered the matter of Brazos County allowing discounts on
ad valorem taxes for the year beginning October 1, 1961, which might be paid in advanci,
as authorised by Article 7255b, Revised Civil Statutes of Texas, as amended by Acts of
the 46th Legislature, 1939, Page 654, Paragraph 1, and it being the opinion of the
members of the Court that tax relief is more equitable and unisorm when given in the
fora of reduction in rate, which has been the practice of this Court whenever possible,
on motion duly seconded and unanimously adopted, the Gourt voted that the provisions

of said law be not adopted and that Brazos County decline to exercise its option to allow
such discounts on county taxes.
