Officer, for the month of July, 1960, and B V Elkins, Chairman, of the Brazos County
Welfare Board, for the month of July, 1960
County Judge Davie laid before the Court a letter dated July 25, 1960, from the
Board of County and District Road Indebtedness signed by Joe Nelson, Director, which was
read in open court advising Brazos County Commissioners Court that $4,969.16 represented the
County's share of surplus funds as of August 31st After due consideration and discussion,
it was moved by Commissioner Dunn that Joe Nelson, Director of Board of County and District
Road Indebtedness, be advised that Brazos County desires that the surplus in the amount of
$4,969 16 be returned to Brazos County and that the said money will be used for the
constTuction and improvement of county lateral roads Commissioner Stasny seconded the
motion and it was unanimously passed.
A request was presented from the Brazos County Committee on Aging for the
County to pay expenses of the delegates to the Governor's Conference to be held in Austin,
Texas, on September 7 and 8, 1960 On motion made, seconded and unanimously adrried,
it was voted to pay the travel expenses and lodging for the delegates attending the
Governor's Conferemce, as requested
On motion made, seconded and unanimously passed, the Court voted to loan a
pneumatic roller to Allen Academy at Bryan, Vexas
On motion duly seconded and unanimously adopted, the Court voted to pay all
bills which have been properly filed and approved.
Whereupon the Court adjourned

A special meeting of the Commissioners Court was held in the Commissioners'
Courtroom in the courthouse at Bryan, Texas, beginning at 10 00 o'clock A M , on Monday,

In accordance with previous action of the Court and public advertisement, the
Court took up the matter of,the budget for the year 1961, as submitted by the County Judge
on July 11, 1960
On motion made, seconded and unanimously passed, the Court voted to pay the
Adult Probation Officer an annual salary of $2,400.00, plus the sum of $300 00 per year
for an expense account, and such salary and expense account shall be paid out of the
General Fund
On motion made, seconded and unanimously adopted, the Court voted to employ a
full time Secretary for the Negro County Agent and Negro County Home Demonstration Agent.
Mr Raymond B Buchanan-appeared before the Court and requested that the salary,
of the Fourth Deputy in the Tax Assessor Collector's office, be increased to $3,000 00 per
annum On motion made, seconded and unanimously adopted, the Court voted to increase the
salary of the Fourth Deputy in the Tax Assessor Collector's office to $3,000 00, per annum
as requested, and such increase shall be paid out_ of the Extra Help Fund for the Tax
Asseafte Collector's Office
Our motion made, seconded and unanimously adopted, the Court voted to provide
$600 00 for the assessing of taxes.
It was moved by Commissioner Stasny and seconded by Commissioner Porterfield to
leave the salaries of the two Justicep of the Peace, in Precinct Four, on a fee basis. This
motion was carried by the folLowingyoute , County Judge Davis voting "AGAINST*, Commissioner
Dunn voting "PRESENT", and Commissioners Stasny, Porterfield and Nolan voting "FOR".
On request of Sheriff J W Hamilton, and on,motion made, seconded and unanimously
adopted, the Court voted to increase the salary of Mrs Victoria Bishop to $3,300 00 annuatl .
On motion made, seconded and unanimously passed, the Court voted to provide $600.0
out of the Jury Fund, in order that the salaries of the two Jailers could be increased to
$3,300.00 each annually.
,$ubject to the above changes, on motion made, seconded and unanimously adopted,

the Court accepted and approved the budget,as submittedkand ordered it certified and filed

The transmittal and summary of this budget are as follows

As your budget officer and in accordance with the requirements of the law, there
is submitted herewith the proposed budget of Brazos County for the fiscal (Caldndar) year
of 1961, including all anticipated receipts and receipts and proposed disbursements. The
budget herewith submitted contains all of`the necessary schedules and tabulations in proper
detail.
The statutes require that the county budget be submitted during the month of July
and that-public hearing thereon be held subsequent to August 15, after which it shall be
fLually approved,7and adopted the Commissioners' Count and then adhered to through the
following year.
TOTAL AND COMPARISON WITH PRIOR YEARS-
The within budget calls for total expenditures during the ar 1961 of $569,500.0
which is $2,900 00 less than was budgeted for 1960; This amount is 12,165.80 Less than the
expenditures of budgeted items during 1919.
REDUCTION OF INDEBTEDNESS
amount of Duur~i8gOt8o year 1960, Brazos County road bonds will mature and be paid off in the
of principal plus $13,500 00 interest, making a total of $60,500.00.

From the State gasolina tax and other funds administered by the State Board of County and
Road District Indebtedness, the county will have received benefits of approximately $54,100
leaving the balance of $6,400.00 to be paid by the County.-
For the year 1961 these road bonds will mature for 'a total of $34,000.00 of
which $22,000.00 will be principal and $12,000 00 interest The state benefits accruing
from the State Assumption and the state gasoline tax will amount to approximately
$38,575.00, leaving the state owing the county approximately $4,575.00.
On additon to road bonds maturities, we will have courthouse-jail bonds
maturing for $38,000 00 plus $11,720 00 interest making a total of $49,720 00. This will'
be the seventh years' maturity of the Courthouse-Jail bonds and after this payment the
total balance of Bonds outstanding on January L, 1962 will be $548,000 00 In addition to
these bonds, the county has outstanding a series of Courthouse-Jail Warrants, issued March
15, 1956, remaining unmatured in the amount of $120,000 00 and bearing interest rate of
two per cent. During 1961, principal on these warrants will mature $10,000.00 plus
$2,400.00 interest making a total of $12,400 00 The total outstanding indebtedness on
Courthouse-Jail bonds adn warrants on January 1, 1962 will be $658,000 00 of which
$548,000 00 is Courthouse-Jail Bonds and $110,000 00 of Courthouse-Jail warrants
TAX RATE
In 1956, the people of Texas voted to amend Article 8, paragraph 9, Section 8,
of the Texas Constitution, so as to allow the Commissioners' Court to excercise discretion
and judgement in Levying taxes for the several differend funds, so long as the total
operating expenses does not exceed 950 on the $100 00 of property valuation
Based on the actual needs, the within budget, supported by detailed
estimates of anticipated receipts and the proposed expenditures, calla for a levy of 460
for the General Fund, 30 for the Jury Fund, 260 for the Permanent Improvement Fund and
200 for the Road and Bridge Fund, thus making the tax rate the constitutional limit of
950.
CONCLUSION
The within budget should be accepted by the Commissioners Court, filed with
the County Clerk, and public hearing set thereon It is hereby urgently recommended that
this budget be finally approved and adopted in its present form after the conclusion of
the statutory hearings.

On motion duly seconded and unanimously adopted, the Court voted to fix and levy
± occupation taxes for Brazos County at one-half (1/2)'of the rates levied by the State of
Texas, and to fix and levy the County poll tax at twenty-five (250) cents per eligible
person for the tax year beginning October 1, 1960, and the Court voted further to request
the Tax Assessor-Collector and the Sheriff of Brazos County to strictly enforce the
collection of occupation taxes levied by the County
Upon motion duly seconded and unanimously adopted, the Court voted to fix and
levy taxes for the several common school districts of Brazos County, Texas, for the tax
year beginning October L, 1960, in the amounts and at the rates certified to the Court by

Came on to be considered the matter of Brazos County allowing discounts on
• ad valorem taxes for the year beginning October 1, 1960, which might be paid in advance,
a as authorized by Article 7255b, Revised Civil Statutes of Texas, as,emended by Acts of'the
46th Legislature, 1999, Page 654, Paragraph 1, and it'being the opinion of the members of
the Court that tax relief is more equitable and uniform when givetr in the form of reduction
in rate, which has been the practice of this Court whenever possible, on motion duly second
and unanimously adopted, the C mrt voted that the provisions of said law be not adopted and
