SPECIAL MEETING - August 20, 1959

A special meeting of the Commissioners Court was held in the Commiseioners'=Courtroom
in the courthouse at Bryan, beginning at 10:00 o'clock a.m., on Thursday, August 20, 19591,
with the following present:
W.C. Davis, County Judge, presiding; ;
Raymond A. Nolan, Commissioner of Precinot 1;
George Dunn, Commissioner of Precinct 2; _
Clyde J. Porterfield, Commissioner of Precinct 3;
W.A. Stasny, Commissioner of Precinct 4; and
A.B. Syptak, County Clerk.
In accordance with previous action of the Court and public advertisement, the Court
took up the matter of the budget for the year 1960, as submitted by the County Judge on
July 20, 1959•
On motion made, seconded and unanimously passed, the Court voted to employ dlr. Charles
H. Yates as Adult Probation Officer for Brazos County at an annual salary of $2,000.00,

expense account, such employment to be effective as of
September It 1959, and such salary and expense account to be paid out of the General Fund.
On motion made, seconded and unanimously passed, the Court voted to increase the salary

of two deputy sheriffs from 53,000.00 recommended in the budget to $3,200.00 per annum

and the salary of the Deputy District Clerk from 52,520.00 recommended in the proposed
budget to $2,800.00.
Subject to the above changes, on motion by Commissioner Stasny, seconded by Commission
Porterfield, the Court unanimously adopted, accepted and approved the budget as submitted
and ordered it certified and filed for official use for the calendar year 1960.
The transmittal and s-mary of thTe budget are as follows:

Gentlemen:
As your budget officer and in accordance with the requirements of
i, the law (Article 689-a Sections 9 to 12, inclusive, Revised Civil Statutes of Texas,
as amended, there is submitted herewith the proposed budget of Brazos County for
the fiscal (calendar) year 1960, including all anticipated receipts and proposed
expenditures. The budget herewith submitted contains all of the necessary schedules
and tabulations in proper detail.
The statutes require that the County budget be submitted during
the month of July and that public hearing thereon be held subsequent to August 15,
after which it shall be finally approved and adopted by the Commissioners' Court and
then strictly adhered to through the following fiscal year.
TOTAL AND COMPARISON WITH PRIOR YEARS-
The within budget calls for total expenditures during the year 1960

of $572,400.00, which is 58,050.00 less than was budgeted for 1959. This amount is
$26,506.09 more than the expenditure of budgeted items during 1958.
REDUCTION OF INDEBTEDNESS
During the year 1959, Brazos County road bonds will mature and be paid
off in the amount of $37,000.00 of principal, plus 815,275.00 interest, making a total
of $52,275.00. From the State gasoline tax and other gunds administered by the State
Board of County and District Road Indebtedness, the County will receive benefits of

For the year 1960, these road bonds will mature for a total of
$60,500.00, of which $47,000.00 will be principal and $13,500.00 interest. The State

benefits will amount to approximately 554,141.009 leaving a balance of $6,359.00 to be
paid by the Countyy. These maturities will not require any tax levy as there is suffic-
ient money in theinterest and Sinking fund to take care of these maturities.
In addition to road bond maturities, we will have courthouse and jail
bonds of 1954 maturing for $49,460.00, being $37,000.00 principal and $12,460.00 accrued

interest. This will be the sixth years maturity of the courthouse-jail bonds
and after this payment the total balance of bonds outstanding on January 1, 1961,
will be $586,000.00. In addition to the bonds authorized by a vote of the people
on December 5, 1953, the County has outstanding a series of courthouse-jail
warrants issued on March 15, 1956, remaining unmatured in the amount of
$130,000.00, and bearing interest at the rate,of two per cent per annum. During
1960, interest on these warrants will mature for $2,600.00, plus $10,000.00
principal, making a total of $12,600.00. Thus it will be seen that our court-
house-jail bonds and warrants, principal and interest, during 1960 will amount
to a total of $62,060.00. The total outstanding indebtedness on courthouse-
jail on January 1, 1961, will be 8706,000.00, of which $586,000.00 is courthouse-
jail bonds and $120,000.00 courthouse-jail warrants.
ROAD AND BRIDGE FUND AND PRECINCT OPERATING EXPENSES
The within budget proposes total expenditures out of the Road and Bridge Fund
amounting to $245,000.00 for the coming year, which is $5,000.00 less than for
1959. The item for Precinct Operating expenses is set at $170,000.00, which is
835,000.00 more than for 1959.
During 1960, we will be called upon to pay $25,000.00 principal and 81,800.00
accrued interest, or a total of 826,800.00. This item will again reduce the
amount which might be budgeted for other uses in the Road and Bridge Fund for the
coming year.

In 1956 the people of Texas voted to amend Article 8, paragraph 9, Section

discretion and judgment in levying taxes for the several funds, so long as the
total for operating expenses does not exceed 950 on the $100.00 of property
valuation.
- Based on the actual needs, the within budget, supported by detailed estimates
of anticipated receipts and expenditures, calls for a levy of 430 for the General
Fund, 40 for the Jury Fund, 26o for the Permanent Improvement Fund, 220 for the
Road and Bridge Fund, thus making the tax rate the constitutional limit of 950.
CONCLUSION
The within budget should be accepted by the Commissioners' Court, filed with
the County Clerk, and public hearings set thereon. It is hereby urgently recom-
mended that this budget be finally approvedend adopted in its present form after
the conclusion of the statutory hearings.

pation taxes for Brazos County at one-half (1/2) of the rates levied by the State of
Texas, and to fix and levy the County poll tax at twenty-five (250) cents per eligible
,,,person for the atx year beginning October 1, 1959, and the Court voted further to request
the Tax Assessor-Collector and the Sheriff of Brazos County to strictly enforce the poll-
ection of occupation taxes levied by the County.
Upon motion duly seconded and unanimously adopted, the Court voted to fix and levy
taxes for the several common school districts of Brazos County, Texas, for the tai year
beginning October 1, 1959, in the amounts and at the rates certified to the Court by
County School Superintendent W.D. Bunting, according to the following schedules ,

Came on to be considered the matter of Brazos County allowing discounts on ad valorem

taxes for the year beginning October 1, 1959, which might be paid'in advance, as authori-
zed by Article 7255b, Revised Civil Statutes of Texas, as amended by Acts of the 46th
Legislature, 1939, page 654, paragraph 1, and it being the opinion of the members of the

Court that tax relief is more equitable and uniform when given in the form of reduction
in rate, which has been the practice of this Court whenever possible, on motion duly
seconded and unanimously adopted, the Court voted that the provisions of said law be not
adopted and that Brazos County decline to exercise its option to allow such discounts
on county taxes. JF
