owning or controlling real estate or other premises who voluntarily and without comnensetio
grants to the County of Brazos a license or privilege, or otherwise permits the County to
inspect, designate and use the whole or any part or parts of such real estate or premises
for the purpose of sheltering persons during an actual impending or practive enemy attack,
shall, together with his successor in interest, if any, not be civilly liable for the death
of, or injury to, any person on or about such real estate or premises under such license,
privilege or other permission or for loss of, or damage to, the property of such person,
12. No person shall have the right to expend any public funds of the County in
carrying out any civil defense activity authorized by the law or this order, without prior
approval of the Commissioners' Court, nor shall any person have any right to vind the Count,
by contract, agreement or otherwise without the prior and specific approval of the Commiss-
ioners' Court All moneys for carrying out the civil defense activities of the County steal
be deposited by the County Treasurer in a special account in the County depository, and
moneys shall be withdrawn from said special fund in keeping with the general laws applicabl
to withdrawal of moneys from the regular County funds.
13. If any portion of this order shall for any reason, be declared invalid such
invalddity shall not affect the remaining provisions hereof.

A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the
Commissioners' Courtroom in the courthouse at Bryan, Texas, beginning at 10100 A.Y. on
Monday, flay 119 1959, with the following presents

On motion duly seconded and unanimously adopted, the Court voted to grant
Negro County Agent E.O. Pace three weeks leave of absence to attend Prairie View
College from June 6th to June 26th, and County Agent William T. Sistrunk leave of
absence to attend the University of Colorado from June 12th to July 5th.
On motion duly seconded and unanimously passed, the Court voted to pay a
bill of Dr. R. Henry Harrison, Jr. in the amount of $103.00 for services rendered
Xre. Friedel, who broke her arm while serving as a furor in the District Court.
The following instrument was presented to the Court for its considerations
"STATEMENT OF DETERMINATION
We, the undersigned, representing the organized citizenship of Brazos
County and a large majority of the effected landowners in Brazos and
Grimes County, do hereby endorse unqualifiedly the construction and
development of a dam and impoundment of water on the Navasota River
at a point approximately one mile upstream from the point where Texas
State Highway #21 (U.S. Highway 190) crosses the Navasota River.
It being of critical importance that municipal and industrial water be
provided for this area and of equally critical importance that the
high agricultural lands downstream from the Highway #21 (U.S. Highway
190) crossing be conserved,
We do urgently request all agencies and sections of the Federal and
State Governments as well as the Brazos River Authority and all
political representatives of the area effected, to use every diligence
and haste to expedite the planning and construction of the dam and
impoundment immediately upstream from the point where Texas State
H1ghvsy #21 (U.S. Highway 190) crosses the Navasota River.
We further direct by our authorized signatures hereto that executed
copies of this Statement of Determination be furnished to all
concrened agencies and persons including the Governor of Texas,
the Texas State Board of Aster Engineers, Honorable Olin E. Teague,
Honorable Lyndon Johnson, Honorable Ralph Yarbrough, Honorable John
Dowdy, Honorable Clark Thompson, the Chief of the U.S. Corps of
Engineers, Chief of the Southwest Region of the U.S. Corps of
Engineers, the District Engineer of the Fort Worth District of the
U.S. Corps of Engineers, the Brazos River Authority. the Area Engineer
of the United States Bureau of Reclamation, the State Conservationist
of the Soil Conservtion Service of the United States Department of
Agriculture, the District Engineer of District 10 of the Texas State
Highway Department.

On motion duly made, seconded and unanimously passed, the Court voted to approve
this Statement of Determination and authorized the County Judge to execute same.
The Court received a request from the County Attorney, John M. Barron, requesting a
raise in salary of his Secretary, Mrs. Virginia Moffitt, from $2,100.00 per year to
$2,400.00 per year, and on motion duly seconded and unanimously passed, the Court voted
to raise such salary as requested effective May 15, 1959.
The members of the Court constituted themselves into a Board of Equalization for
Brazos County, and the County Clerk administered the statutory oath to each of them.
Thereupon, the Board of Equalization recessed until 1Os00 o'clock a.m., on Tsuedpy,
May 12, 1959.
On motion duly seconded and unanimously adopted, the Court voted to pay all bills
which have been properly filed and Approved.
Whereupon the Court adjourned.
