In accordance with previous action of the Court and public advertisements the Court
took up the matter of the budget for the year 1959, as submitted by the County Judge on July

30, 1958.
Whereupon on motion by Commissioner Dunn, seconded by Commissioner Nolan and unanimously

adopted, the Court accepted and approved the budget as submitted and ordered it certified and
filed for official use for the calendar year of 1959-

Gentlement
As your budget officer and in accord urce with the requirement$
of the law (Article 689-a, Sections 9 to 12, inclusive, Revised Civil

Statutes of Texas, as amended), there is submitted herewith the proposed
'
budget of Brazos County for the fiscal (calendar) year of 1959, including
all anticipated receipts and proposed expenditures. The budget herewith
submitted contains all of the necessary schedules and tabulations in
proper detail.

The Statutes require that the county budget be submitted during
the month of July and that public hearings thereon be held subsequent to
August 15, after which it shall be finally approved and adopted by the
Commissioners' Court and then strictly adhered to through the fbllowing
fiscal year.
TOTAL AND COMPARISON WITH PRIOR 4EARSn
The within budget calls for total expenditures during the year
1959 of $590,450.00, .Reich is $1,900.00 lose than was budgeted for 1958.
This amount is $17,070.58 more than the County expended during 1957.
REDUCTION OF INDDBTEDNF.SSs
During the year 1958, Brazos County road bonds will mature and
be paid off in the amount of $37,0J0.00 of principal, plus $19,045.00
interest, making a total of $56,045.00. From the State gasoline tat
and other funds administered by the State Board of County and District
Road Indebtedness, the County will have received benefits of approximately
$43,420.00, leaving the net balance to be paid by the County on its road
bonds of approximately $12,625.00.
For the year 1959, these road bands will mature for a total of
$53,870.00, of which $37,000.00 will be principal and $16,870.00 inter et.
The State benefits will amount to approximately $39,300.00, leaving a
balance of $14,570.00 to be paid by the County. These maturities will
require tax levies amounting to 50 per $100.00 of property valuation,
being 20 for Series OAR and 3# for Series OCR bonds.
In addition to road bond maturities, we will have courthouse
and fail bonds of 1954 maturing for $48,460.00, being $36,000.00
of principal and $12,460.00 of accrued interest. This will be the fifth
year's maturity of the courthouse-fail bonds and after this payment the
total balance of bonds outstanding on January 1, 1960, will be $623,000.00.
In addition to the bonds authorized by a vote of the people on December 5,
1953, the County has outstanding a series of warrants for courthouse and
fail purposes as issued on March 15, 1956, remaining unmatured in the
amount of $340,000 000 and bearing interest at the rate of two per cant
per annum. During 1959, interest on these war-ante will mature for
$2,800.00, plus $10,000.00 of principal, making a total of $12,800.00.
Thus it will be seen that our courthouse-fail bonds and warrants principal
and interest payments during 1959 %d11 amount to a total of $61,260.00.
ROAD eJtD BRIDGE FUND AND P'tSCINM OPERATING EXP=ES
The within budget proposes total expenditures out of the
Road and Bridge Fund amounting to $250,000 00 for the coming year, which
is the same amount as for 1958. The item for Precincts Operating Expenses
is again set at $125,000.00, which is also the same amount as budgeted for
1957.
During 1959, we will be called upon to pay $25,000.00 principal
and $20700.00 of accrued interest at 3-6110 or cent on e

and bridge machinery refunding bonds, or a total of 527,700.00. This item
will necessarily aCain reduce the amounts which might otherwise be budgeted
for other uses uh the total Road and Bridle Find for the coming year. In

spite of this fact, however, we will still have $10,000 00 for right-of-way
expense and $35,000.00 for county road construction and improvement including
blacktopping and hardsurfacing. It will, therefore, be possible for the
County Commissioners to continue their well-established policy of widening, t
improving, and hardsurfacing existing county roads.
FROMMON OFFICER FOR JUVF2'ILE COURT
After the termination of the cooperative agreement with the
State of Texas and the separation of the Y,3uth Counselling Service from M
the Probation Of ice of the Juvenile Court, it was incumbent upon Brazed r

County to provide for a probation officer for the Juvenile Court. After
k.
a long and tedious search rnth the help of cooperating offices and
agencies, the County was able to locate and employ a highly trained man
fbr this work. He is due to repot for duty on August 1, 19582 and the C
within budget provides for a complete probation department for the County.i
This probation officer will work under the direct supervision and control
of the Juvenile Court, which in Brazos County is the District Court.
TAX RATE: _ r }
In 1956, the people of Texas voted to amend Article 8,

Paragraph 9, Section 8, of the Constitution, so as to allow the

Commissioners Court to exercise discretion and judgment in levying taxes
for the several funds, so long as the total for operating expenses does,

not exceed 950 on the $100.00 of property valuation. This removes the L r'
rigidity which formerly existed and permits common sense distribution }
of the tax levies dthin actual needs of a county for a given year. i
ased on the actual needs, the within budget, supported by

detailed esti%dtes of anticipated expenditures, calls for a levy of 350
for Permanent Improvements and 290 for the General Fund. With the Jury
Flud levy at 70 and the two levies for road and bridge purposes totaling

240, it will be noted that the total levy for operating expenses will be

950, or within the constitutional limit. In addition to these operating
funds, however, outstanding road bond maturities will require an additional
" 50, making the overall County tax levy for 1959 amount to $1.00 per $100.0o,Y

of property valuation within the County for the second consecutive year. J
t CONCLUSION:
The within budget should be accepted by the Commiasionere' Y
Court, filed with the County Clerk, and public hearings set thereon. It '
is hereby urgently recommended that this budget be finally approved and
'adopted in its present form after the conclusion of the statutory hearings.

On motion duly seconded and unanimously adopted, the Court voted to fix and
levy occupation taxes for Brazos County at one-half (1/2) of the rates levied by the
State of Texas, and to fix and levy the County poll tax at twenty-five (250) cents
per eligible person for the tax year beginning October 1, 1958, and the Court voted
further to request the Tax Assessor-Collector and the Sheriff of Brazos County to
strictly enforce the collection of occupation taxes levied by the County.
Upon motion duly seconded and unanimously adopted, the Court voted to fix
and let7 taxies for the several coamion school districts of Brazos County, Texas, for
the tax year beginning October 1, 1958, in the amounts and at the rates certified to
the Court by County School Superintendent W. D. Bunting, according to the following
schedules

the total county-wide tax rate for Brazos County, Teams, for the tax year beginning October 1,
1958, at one dollar ($1.00) per 3100.00 of valuation of property within the County, according

Came on to be considered the matter of Brazos County allowing discounts on ad valorem
taxes for the tax year beginning October 1, 1958, which might be paid in advance, an authorised
by Article 7255b, Revised Civil Statutes of Texas, as amended by Acts of the Forty-Sixth
Legislature, 1939, Page 654, Paragraph 1, and it being the opinion of all members of the Court
that tax relief is more equitable and uniform when given in theform of reduction in rate, which
has been the practice of this Court whenever possible, on motion duly seconded and unanimously
adopted, the Court voted that the provision of said law be not adopted and that Brazos County
decline to exercise its option to allow such discounts on courtty taxes.
