Dear Sires
In line with the agreement with and action by the Brazos County
Cocmmissionere Court on Wednesday, hay 28, 1958, I will need a copy of
the court order approving the hiring of W. T. (Tam) Sistrvnk as County
Agent of Brazos County effective June 16, 1958 at a salary of $2100.00
and travel of $800.00 per year from the county. The Extension Service
will continue to pay $4155.00 per year salary as agreed in the meeting.
According to the above agreement, I have officially notified the
Harris County Commissioners Court that Mr. Sistrunk's services will be
terminated in Harris County on June 15 and that he will be officially
transferred to Brazos County on June 16, 1958.
I enjoyed meeting with you and the County Commissioners. I
appreciated the friendly, courtesous, and frank manner in which the
meeting was conducted and the agreements reached.

In accordance with the foregoing and upon motion duly seconded and unanimously
adopted, the Court voted to accept the recommendation of the extension service and to appoint
Mr. W. T. "Tam" Sistrunk as County Agricultural Agent of Brazos County, Texas, effective
June 16, 19589 and to pay him a salary at the rate of $2,100.00 per annum and travel expense
at the rate of $800.00 per annum in accordance with the present County budget.

for $2,500.00 of D. Conlees as Public Weigher in and for Justice Precinct No. 4, of Brazos
County, Texas, dated March 31, 1958, and executed by United States Fidelity and Oaaranty
Company by Edna Webb, Attorney-in-Fact, with oath of office executed May 23, 1958, all u
authorized by Article 5704, of the Revised Civil Statutes of Texas.
In accordance with original authorization on February 10, 1958, the Court received,
voted and ordered recorded the following contract for professional planning so., as as

"CONTRACT FOR PROFESSIONAL PLANNING SERVICES
AGREEMENT
THIS AGREEMENT entered into in duplicate original this
the 22 day of May, 1958, by and between the BRAZOS AREA
PLANNING CORPORATION, a non-profit corporation, of Bryan,
Brazos County, Texas, established under Article 1302, Section
105 of Vernon's Annotated Civil Statutes of the State of Texas,
acting herein by and through its duly authorized officials and
in accordance with a resolution attached hereto marked Exhibit
"B" and made a part of this contract, hereinafter called the
Corporation, and CAUDILL, ROWLETT AND SCOTT, Bryan, Texas, a
partnership engaged in the performance of professional archi-
tectural, engineering and planning services, and consisting _
of William W. Caudill, John M. Rowlett, Wallis E. Scott, Jr.,

Willis M. Pena, Thomas A. Bullock and Edward F. Noy, hereinafter
called the Planner.

IN as hereinafter set forth, Corporation has, and, by these
presents, does employ Planner to perform the services set out
in Exhibit ■A■, and Planner has, and, by these presents, does

Section 1. Scone of Services. The Planner hereby agrees
to prepare a comprehensive plan relating to Brazos County, Texas,
Bryan, Texas, College Station, Texas, as hereafter specified and
as outlined in Exhibit "A" Zxhibit "A" is attached hersto and
made a part hereof. All plane, outlines, drawings, maps, reports
' and data shall be and become the property of Brazos County and
.c the City of College Station and the City of Bryan for their
respective use and benefit, this contract being made by
Corporation for its benefit and for the benefit of said county
and cities. The Planner agrees to furnish all materials and
r4` services necessary to prepare said comprehensive plans and to
aeaume all cost, including its own traveling exoenees, salaries
a employees engaged by the Planner and other incidental expenses
relating thereto. The Planner agrees to furnish information and
assistance as necessary to prepare ordinances, resolutions and
regulations to facilitate public understanding and adoption of
the comprehensive plan. The Planner shall not be required to
pay the coat of printing the necessary public notices of zoning
and other legal announcements of public hearings as required by
state or local legislative act

Section 2. Personnel.
A. The Planner represents that it has, or will secure at
its own expense, all personmel required in performing the
a services under this contract. Such personnel shall not be
employees of or have any contractual relationship with the
Corporation.
B. All of the services required hereunder will be
performed by the Planner or under its eupervision and all
y,.r personnel engaged in the work shall be fully qualified and

The Flamer, during the time the plan is being prepared,
f; will, at its expense, have its qualified representatives and

necessary to complete the plan. Respective members of the
Planning Consultants' firm will make periodic visits to the
BRAZOS AREA PLANNING CORPORATION and to the cities and county
planning commissions and legislative bodies for presentation
} and discussion of reports and plans.
G Section 3. Time of Performance. It is estimated by the
Planner that the preparation of the Comprehensive Plan will
require approximately twenty-four (24) months to complete.
The services of the Planner are to commence as soon as
A practicable after the execStion of this contract, and shall be
undertaken and completed in such sequence as to assure their
expeditious completion in the light of the purpose of this
contract.
M Section 4. Compensation and Method of Payment. Upon
substantial completion of this contract, as viewed by the
corporation, it agrees to pay Planner the total sum of Forty-
Seven Thousand, Seven Hundred and Forty Dollars (847,740),
l., this amount to constitute complete compensation for all
services to be rendered. Such sum shall be paid in the
following manner, in each case subject to receipt of a
requisition for payment from the Planner specifying that he
has performed the cork under this contract in conformance
y t with the contract and that he is entitled to receive the
amount requisitioned under the terms of this tort ract.

Section 5. Changes. The Corporation may from time to
time request changes in the scope of the services of the Planner,
but no such changes shall increase or decrease the amount to be
paid to the Planner unless they are mutually agreed upon by both
parties hereto and incorporated as written amendrrente to this
contract.
Section 6. Availability of Funds. It is contemplated by
the parties hereto that the Corporation will receive funds from
the City of Bryan, the City of College Station and the County
of Brazos for the purpose of compensating the Planner, and it
is understood and agreed that the work of the Planner shall, at
the optirr rf the Planner, not start until such funds have been
received by the Corporation to cover the first three (3) payments
set out above, that thereafter the woric required by the Planner
to justify the next three (3) payments ahbll, at the option of
Planner, not be started until funds to cover these payments have
been received by the Corporation.
IN WITNESS WHEREOF the Corporation and the Planner have
executed this Agreement the day and year first above written
at Bryan, Brazos County, Texas, where this contract is perform-
able and enforceable.

EXHIBIT "A"
This Exhibit "A" specifies the drawings, plane, reports and data necessary
to complete a comprehensive plan for "The Brazos Area," comprised of the
City of Bryatr, Texas, the City of College Station, Texas, and the re-
maining unincorporated portion of Brazos County, hereinafter called "TIN
Area." All items as hereinafter described and specified shall apply in
full to each political subdivision, provided that in any case where said
political subdivision lacks the legal baais to enact or administrate a
portion of the (1) Zoning Plan, (2) HZ'ing Plan and (3) Subdivision
Plan then the Planner shall accomplish these plane only in subdivisions
that have such authority.
1. PLAN FOR PHYSICAL DEVELOPMENT
A. Workable Program Report: Will contain a statement of the
existing status with respect to each of the essential
community elements listed below, and the steps by which_
the Plan for Physical Development will assist in reaching
the desired objective fbr each of these elements. The
workable program report shall contain data concerning:
1. Codes and Ordinances
2. Comprehensive Planning Program
3. Administrative Organization
4. Financing
5. Citizens' Participation
and shall be made available to the respective political eub-
divisions for their use in making application for initial
certification for assistance enumerated in Section 101 (0)
of the Housing Act of 1949 as amended for Urban Renewal
Assistance. Should the City of Bryan or College Station
choose to make application for Urban Renewal Assistance.

the Planner shall assist them throu#n the use of the above
described materials= however, it is agreed that additional
data concerning other subjects and all typing, completion
of application forma, and filing of said applications shall
be prepared and financed by the respective city.
8. the Land Use Plan:
(1) A Population and Economic Report:
a. This report will analyze the comemusities I physical
(geographic location, topography and drainage, geology,
water resources, essential utilities) and social (racial
characteristics, nativity, age groups, ownership of
dwelling unite) characteristics, the trends in employ6-
went, labor force, sales and farm characteristics, and
.hall relate the area's economy and economic potential
to the design and need for current and future facilities
and services.
b. An analysis will be made of the amount of existing and
anticipated future population growth within the area.
Trends concerning the location and density of existing
and proposed population and recommendations regarding
the future population patterns shall be wade.
(2) Land Use Surveys Will be an inventory of how land within
the cities is used by mayor classifications (thus estab-
lishing a basis for relating existing uses to proposed
zoning use districts). Computations of areas occupied by
each classification of land uses will be made and studied
to determine future community land use area needs Future
land use requirements will be related to anticipated
population growth and business expansion. Land use field
data will be analyzed to determine the suitability of
mayor geographical areas to provide for future urban
expansion.
C. The Transportation. Valor Street and Parking Plans
(1) Hajor Streets and Parking Report Will be concerned with
evaluating the existing streets system, trends in vehicular
usage, and shall design a thoroughfare system to meet pre-
sent and anticipated future traffic flow demands. In the
preparation of this plan, the planner will work closely
with the county highway authorities and with the State
Highway Department. A second part of this report will be
devoted to the parking problems of the Bryan and College
Station Central Business Areas. Recommendations will be
made for needed future off-street parking areas and the
regulation of street parking. Arterial and neip~hborhood
shopping parking areas will be studied. Ingress, egress.'
parking facilities and building space for present and
future commercial uses will be analyzed and recommended
schemes for development will be made within this report.
Present sites will be analyzed to check off-street
parking, loading zones, and areas for expansion.
(2) Transportation Report This survey will include an
analysis of the existing railroad, truck and motor
freight, bus and airport systems to determine the
adequacy and defects of these facilities. Plans and
recommendations will be made regarding the location and
extent of proposed improvements. Hecommendations will
also be made an the elimination of railroad grade
crossings.
D. Community Facilities P~Facilities P.
-(1) Recreation and School Reports An analysis of the extent,
type and location of existing recreation facilities and
their relationship to existing and future schools and
ccczunity needs will be made. Recommendations for park
and recreation site location adequate for future population
needs will be made. School enrollment trends and a survey
of age, number of classrooms, capacity and school site area
based on existing school records will be made for each of
the school districts in Brazos County. A forecast of future
school enrollment will be made and related to the demand
for classroom needs. Recommendations regarding the locations
and type of school sites to serve the future population will
be made.
(2) Public Buildings and Community Appearances This survey
will analyze the existing and future requirements for
public-owned buildings including libraries, fire stations,
maintenance yards and city and county administration
buildings. The general location, number, size of sites
and relationship to the community will be proposed. Recom-
mendations devoted to the improvement of the appearance and
living conditions of the community fray the standpoint of
street tree planting and the location of overhead utility
lines, and general design considerations for residential,
industrial_and business,are to be include.

4. THE ZONING PLAN based on the plan for physical development plan
will be prepared in ordinance form for adoption by the City Councils r "t ?
as a Zoning Ordinance. This will establish zoning regulations and
zone districts covering the entire Cities of Bryan and College
Station to govern the use of the Land, the location, height, use,
and land coverage of buildings Where existing zoning ordinances
are now in effect these will be studied and retained in ouch part

as they are consistent with the current comprehensive studies. The
Zoning Report will review the limitations of the existing zoning
regulations and state how such limitations are proposed to be
corrected. The proposed ordinance will contain the followings

(3) Off-street Parking Regulations. .

B. A Zoning. District May whirls will be coordinated with the

3. THE SUBDIVISION PLAN will review the existing subdivision A '
regulations to determine their adequacy in providing for control
of undeveloped land within the area. Proposed changes will conform
to the plan for physical development, provide for adequate lot size,
appropriate street grades and widths, street and utility improvements
and the establishment of proper official records. The text for

B. General Regulations and Minimum Standards Section.
C. Development prerequisites to final approval. n
D. Enforcement and penalties for violations section, and provide
the city current platting standards for the development of
land within the five-mile area.
4. HOUSING AND REDEVWPMENT PLAN
A. Housing Sury" The housing survey will analyze the character r
and general condition of housing in the area, and delineate
neighborhood units for neighborhood unit analysis. Existing r
codes and ordinances essential to assure adequate minimum
health and sanitation under which dwellings may be safely '
occupied will be analyzed and recommendations made concerning
the regulatory mtasures necessary to prevent the continuance
and spread of substandard conditions.
B. Neighborhood Unit Analysis: Will contain recommendations for
the selection of areas for urban renewal action. Renewal
surveys will include-

(1) A determination of structural and utility deficiencies
within neighborhood units.
(2) Urban renewal project standards to be used in
determining the renewal activity required to up-grade
the area, and to be a guide in the delineation of sub-
standard areas. -
(3) A recommended procedure for renewing at least one project
area within each city. "

6. PLAN PRESENTATION AND ADMINISTRATION. Reports will be furnished
the corporation for study and evaluation its the following number

plans, maps and other graphic material.
(2) One (1) set of full-scale plane, charts and graphic data.

C. Conference Reports to Officials. As work on the comprehensive
plan develops and as material and information become available,
the Planner will supply such material and information to the
administrative officials of the political subdivisions involved
with a view to their use in meeting existing problems.
When all data and information have been accumulated for the
preparation of the comprehensive plan, the Planner will
consult with and advise the political subdivisions with
respect to the establishment of legislation needed to effect
clear cut lines of administrative authority and to establish
procedures for implementing the comprehensive plan.
7. UTILITIES AND OTHER PUBLIC SERVICES. This report will analyze
the needs and possible solutions for extending public utility
facilities and services, Including storm drainage, sanitary
sewers, distribution of water supply, garbage collection and
water disposal. Water resources and electrical power production
and distribution shall be deleted from this survey. Recommen-
dations regarding practices and policies that should be followed
by the municipality and county will be made. Administrative
procedures and methods of financing the program will be developed.
Sites for public building needs in connection with Dublin
utilities and other services shall be designated for any
facilities recommended in this report. The utility phase of
work will not include a detailed engineering study regarding the
exact location, size or grade of sanitary or storm sewers and
water lines, but will provide data that will facilitate
engineering studies.

written request for payment of $84.00 to Mrs. Ruth M. Turner, a clerical worker, for 84

hours service at $1.00 per hour rendered between Hay 5 and Hay 17, while serving as an
• extra worker in the office of Tax Assessor-Collector, and for which she had no remaining
money. On notion duly seconded and unanimously adopted, the Court authorised payment of the
said $84.00.
On notion duly seconded and unanimously adopted, the Conn voted to pay all bill
which have been properly filed and approved.

A special meeting of the Commissioners Court of Brazos County, Tema, was held
in the office of the County Judge in the courthouse, beginning at 2s30 p. m., an June 10, 1958,
with the following presents
A. S. Ware, County Judge, presiding,

George Down, Commissioner of Precinct No. 2,
Clyde J. Porterfield, Commissioner of Precinct No. 3; and
Newton Burlin, Commissioner of Precinct No. 4.
At the request of Commissioner Burlia and on motion duly seconded and unanimously
adopted, the Court voted to accept a right-of-way for future development as a Brazes County
Public Road a right-of-way approximately 100 feet wide and 5,363 feet long, according to
the following field notes:
"ROAD RIGHT-OF-WA2 FROM EAST 29TH STREET 10 BOONVIL E ROAD
FIELD NOTES of a strip, tract or parcel of land lying and being situated
in the John Austin and Richard Carter Leagues, Brazos County, Texas, and
being more particularly described as follower
BEGINNING at the common corner between the Briarcrest Country Club pro-
perty and the Jackson Estate on the Northwesterly line of a tract of land formerly
owned by J. W. Lester,
THENCE N 450 001 E for a distance 100.0 feet to a point for corner,
THENCE S 450 001 E for a distance of 60.0 feet to a point for corner;
THENCE N 420 481 E for a distance of 830.8 feet to a stake located 50
feet in a Southeasterly direction from the center of an old road, same being
the common line between the John Austin and Richard Carter League]
THENCE N 450 001 E parallel to said league line for a distance of 4532.2
feet to a point for comer in a fence line marking the boundary between a
tract of land owned by J. W. Lester and the Daneby tract;
THENCE N 450 111 W along a fence line for a dieWce of 100.0 feet to a
point for comer in the Northeasterly line of a tract of land owned by the
Jackson Estate.
THENCE S 450 001 W parallel and 50 feet from the before mentioned line
between the John Austin and Richard Carter Leagues for a distance of 4532.0
feet to an angle point,
THENCE S 430 091 W for a distance of 931.0 feet to a stake for corner in
a common fence line between the Briarcrest Country Club property and a tract
of land owned by the Jackson Estate,
THENCE 9 450 421 E along the above mentioned line between the Briarcrest
Country Club and the Jackson Estate, at a distance of 20.0 feet pass the canter
of an old road, continue for a total distance of 30.0 feet to the place of
beginning.
