of the Area Planning Committee, and officially requested the Court to formally approve
financial participation in the plane heretoib re tentutively agreed upon. The preliminary
report of this Area Planning Committee is as followa:

A meeting was held several months ago which was attended by representatives
from the City of College Station, the City of Bryan, A. & H. Collage of Texas,
the Commissioners Court of Brazos County, the respective Chambers of Covaerce of
r _ the two cities and other citizens interested in the future growth of the area.
r The meeting was called for the purpose of discussing problems common to
the City of College Station, the City of Bryan and Texas A. & M. College occasioned
by the rapid increase in the population of the two municipalities and to the
neceselty for developing land areas to house and service this population. The
members present were advised of plane adopted by other cities including the
City of Corpus Christi to adequately and economically provide for expanded growth.
Since Bryan and College Station have and will continue to have oorron or contiguous

boundarios as they expand, plantdne for the eventual meshing of streets, utilities and
other canitul improvements seemed desirable. It was believed that this could be accom-
plished by a comprehensive plan ibr the Bryan - College Station Area which would include
Texas A. & M. College and Brazos County.

A special committee was appointed to study the problem and make rem®endatione
to the group for providing a comprehensive plan, desiiped to pride the present and future
development of the Area by State, County and City Officials in a manner which ■cWA result
in a co-ordinated and workable system of streets and other improve-ants. Swing an this
Committee are the followings JudLe A. S. Ware, representing Brazos Couottyj Dr. S. R. Nriot,
representing Tawas A & College, hr. Casey Fannin, City Langer of Bryan, representing
the City of Bryan and Mr. J. A. Orr, a member of the City Commission of the City of
College Station, representing the City of College Station. R. B. Butler is serving as
Chairman of this Committee, representing the citizens at large.
A. BASIC CONCEPTS. In the begLraing the Committee believed that an
analysis of a Comprehensive Plan would involve the following three
basic conceptet
1. Use of land
2. Services
3. A correlation of the use of land and serrices
which would insure the maximum benefit to the Area.
B. CONDIIIO14S CGNSIDM~D N-CLSSAAY FOR AN ACCEPTABLE PLAN.
The Committee consuned many hours discussing the various methods
of approach to the problem of preparing this plan. Ther reached
the conclusion that the ibllo+dng factors are necessary for the
acceptance of a Comprehensive Plan by the people and ibr the
successful administering of the plan after its adoption.
1. That any plan accepted by the various City and
County Agencies should be desi;}ued to permit
modification to fit changing conditions.
2. That maximum participation by citizens of the
area is essential in the preparation of the plan,
in order that they idll have full knowledge and
accept its content and will insist that future
administr-tions follow the plan. This is especially
i~necessary because future City Ccmmdssions and City
Adninistr tione will need to work very closely with
each other in following the plan and any changes

which would affect the two cities should be worked
out to the beat interest of all ooncerned.
3. That any plan adopted under this point effort should
be prepared to incorporate and to supplement the
suggested general plane of development .rd the

recommendations for the accomplishments of these
reoonmenditlons as oontatined in the City Plan
prepared by Koch & Fowler in 1951, when modified
to fleet the requirements of an Area Plan. The
plan should also be prepared to incorporate and

supplement any existing long range plans which the

City of College Station may have in effect.
4. That the future expansion of both cities and Brazos
County be projected for a period of approximately

25 years, with special emphasis on plane for streets
and utilities to serve contiguous areas, as the two
cities expand to serve the inorease in population.
That the work on the planning program be scheduled
to permit payment for the work over three budget
years.
6. That any contract for assistance from Planning
Consultants be written to provide for the maxima
use of technical assistance available in the
Community.
C. RECOO NDBD METHOD FOIL THE PfiEPARATION OF THE PLAN.
1. The Committee thoroughly explored the possibility
of preparing a plan throu t the exclusive use of
citizens of this area. This plan provided for the
hiring of Consultants to work on various parts of
the plan, there such aesista.hce could not be obtained
from local residents and where such assistance was
deemed necessary. The Committee abandoned the plan
when an analysis was made of the tremendous task
involved in making land use surveys, projecting
population trends, ,roviding adequate maps and the
brinring together of all the component parts, vhich
would finally make up the completed plan.
2. Invitations were extended to the firm of Harland
Bartholomew and Associates of St. Louis, Usecuri
and to the firm of Caudill, Rowlett, Scott and
Associates of Bryan, Texas for proposals for preparing
a Compresonsive Plan for the cities of Dryat and
College Station and Brazos County,
The analysis of the proposals received from these two
firma varied as to the scope of work and their individual
estimate of coat were based on the work auggeated by the
party making the proposal. Harland Bartholomew and
Associates estimated the total cost of the work exclusive
of the sewer and water study to be between $47,500.00 and
555,000.00. Caudill, Rowlett, Scott and Associates
guaranteed that the maximum cost for this plan exclusive of
water supply will not exceed $54,250.00. Harland Bartholomew
and Associates handled the Corpua Christi Planning Program
and have received National recognition in the City Planning

Pield. Caudill, Rowlett, Scott and Associates have received
national recophition in the field of Architecture and have
recently added a staff of City Planners who are currently
doing work for several cities in the State of Texas. This
firm has their general office in Brian and the members of
the firm and their staff make a substantial annual
contribution to the economy of this area. We beliove

qualified for the work and would also be reviewed by
members of the firm who specialize in school construction,
public buildings and other construction.
r 3. The Conmittee recommends the acceptance of the proposal of
the firm of Caudill, Rowlett, Scott and Associates, with
certain modifications which the Committee believes can be
mttually agreed upon which would permit the maxJ - use of
citizen participation. A copy of the proposal is attached
hereto and made a part of this report.
The scope of the work covered by this orvposal is as follows
1. GI24ERAL PLAN
A. JO uw''UX 1,10U W1. An evaluation of urban and rural needs
and steps proposed to develop a Comprehensive Planning
Progran will include a study of Codes and Ordinances.
Community Planning Needs, Adninistr htive Organization
and Function, Financing and Public Work programming and
Citizen Participation
H. POPULATION. This study will analyze the amount, direction
and rate of population growth within the County.
Land use will be analyzed and recornendation as to how
the desirable nopulation distribution and density can be
achieved Areas brat suited for residential, commercial
and industrial development will be studied.
F. LAID ME. An inventory of how land is used will be
studied in approximately twelve (12) classifications
that will be related to zoning district requirements.
This tudy of all ropezty will be made using field
survey and aerial photo,r-tphy. Computations of areas
occupied by different uses will nrovide acreage and
percentage uses to be oompared with future zoning needs.

desipu of the Thoroughfare Plan and all other plans of
the General Plan.
This study will analyze the character and general
condition of housing, and recommendations for building
code, 11ousting Code, Sanitltion Requirements and other
ordinances will be studied and related to this report.
Recommendations regarding areas that should be
redeveloped in the future will be tirade.
Downtown, Arterial, and neighborhood shopping areas will
be studied. Ingress, egress, parking facilities, and
building space for present and future commercial uses
will be analyzed and recor:nended schemes for development
will be made within this report.
A study of types and character of industry as related to
zoning and land uee will be included Present sites will

sites will be made. Suggestions for upgrading of industrial
development will be included in this report.
D. TRA11SPOHTATION. An analysis of existing transportation
r facilitio3, including hiLpw Va, streets, railroads and
airport needs will be nade. On the basis of traffic
movement studies, parking evaluation as related to future
growth, the following recommendations will be included:
Street Widening, highway and Rail Locations, Bus, Truck
and Air Terminals, and off street parking facilities.
3. SCHOOLS AND PARKS. Basic needs and recommended national
standards will be discussed. An analysis of past en-
rollment and estimated irobably future pupil growth of
the Bryan-College Station Public Schools will be made.
Study will be made of location and size of site as it is
related to residential areas. The relationship of schools
and parka will be presented. Recormendations 1br the
selection, acquisition and maintenance of school and park
sites will be made.
P. PUBLIC BUILDINGS A14D SERVICES. This xill include a study
of all public buildings within the present and future city.
A study of the site location size and the relationship to
the public will be made. Civic center site will be studied
and future public building sites will be reoommended. The

services of water, serer, garbage, police, fire, etc.{{
(as approved by City Managers) will be included in thf,
study. Proposed locations for future sites needed for
these municipal activities will be recommended.
0. UTILITIES AND DINER PUBIC SERVICES. This report will
analyze the needs and possible solutions for extending
public utility facilities and services. This study will
include storm drainage, sanitary sewers, distribution
of water supply, garbage collection and waste disposal.
Reoormendations regarding practices and policies that
should be followed by the municipalities and county
will be made. Administrative procedures and financing
programs will be developed.

8. CAPITAL DIPICOVE,5JJTS. Public work improvements planned
by the cities and the county including sewer, water,
street and road paving, public buildings, fire stations,
parking lots, etc., will be presented in priority form
giving the name, location, time to be undertaken and
approximate cost.
2. ZONING_
?HE ZONING PLAN based on the GENERAL PLAN will be prepared in
legal form for adoption by the City Council as a Zoning Ordinance.
This plan will consist of:
A. An Ordinance Tent Including:
(1) Enactment and Interpretation Section.
(2) District and Supplementary Regulations and
(3) Administrative Provisions.
B. A Zoning District hap which will be coordinated with
The Ordinance Text.
3. THS SUBDIVISION PLAN will includes
A. The purpose, authority and jurisdiction section.
B. General regulation and minimum standards section.

periodically for their study and evaluation. The planners

( the reports during periodic visits. The preliminary reports
will consist of maps, charts, plan layouts, and typed copies
of reports.

3• The preliminary reports will be prepared on the following schedules
(a) Sixteen (16) monthe after contract is executed GENERAL PLAN
REPORTS will be delivered.
° (b) Twenty (20) months after contract is executed ZONING AND
SUBDIVISION WORT will be delivered.
4. Final Plan Reports will be delivered four months after preliminary
approval of each of the three plan reports by P
]arming Committee.
5. Assistance will be given the City OfiYdalo in current administration
as it applies to preparation of the Area Plan.
6. Assistance will be given the Planning Commission in presenting
j the plan to civic and professional clubs.

8. This firm will be responsible for coordinating techdical
services and other contractoral elements that are a part
of the Brazos Area Plan during the Twenty Four Months Plan

preparation period.
METHOD OF PRESENTATION
1. A copy of preliminary report drafts in paper binders will be
furniehed each member of the study committee. (One marked
copy with changes and additions to be returned to the planning
staff.)
2. Fifteen Hundred (1500) copies of final plan reports will be
presented the Area Development Committee.
3, Final report will be printed on 8-1/2" z 119 20# Band Paper
or better.
TIME AND COST
It is estimated that this Comprehensive Planning Program would require
approximately 24 months to complete.
The fee for the above services including salaries of the employees, the
preparation of plane, reports, technic<a services, land use surveys and
printing of maps, plans, reports and display materials will be Fifty Four
Thousand Two Hundred Fifty (654,250.00) Dollars.
The requested time and method of payment is as follows:
First Payment of 611,300.00 - Phase 1 (Evaluation and Programming)
five months after contract is undertaken.

Second Payment of 69,O5OeO0 - Phase 1 (Research and Analysis) nine
months after contract is undertaken.
Third Payment of 66,780.00 - Phase 11 (Sketch Planning) Twelve Months
after contract is undertaken.
Fourth Payment of 615,820.00- Phase 11 (Preliminary Planning) Nineteen

Alter listening to Mr. Butler and considering the report, on motion duly
ascended and unanimously adopted, the Court voted to accept its responsibility in
connection with the plane being and to be forced ted and to contribute the indicated
pro-rata part of the total cost of the work to be accomplished, calculated to be
$10,850.00, to be paid in installments over the next three budget years.
In accordance with the request of the Court an January 13, 1958, the County
Auditor F. J. Vitopil presented one bid and several letters relating to the matter of a
contract for the compilation of the Brazos County delinquent tax records. After discussion
and due consideration, the Court voted to reject the one bid and otherwise table the
matter for the present.
Also in accordance with the request of the Court an January 13, 1958, County
Auditor F. J. Vitopil laid before the Court the following bids and proposals for the
purchase by the County of three typewriters and three adding machines for use in the
office of the Tax Assessor-Collectort

After discussion and upon motion duly seconded and unanimously adopted, the
Court voted to purchase from this company for installation in the office of the Tax
Assessor-Collector, the following

On motion duly seconded and unanimously adopted, the Court voted to authorise the
use of the District Courtroom in the courthouse for a special meeting of Brazos County farmers
and stockmen and other interested citizens with the Agricultural Stabilisation Ca.mmittee
and the Soil Conservation Service for the purpose of discussing and formulating plane for
the year 1958. This meeting is to be held on Thursday, February 13, 1958, beginning at
700 o'clock p. m. It is understood that this special action on the part of the Court
does not affect or change the fixed policy of limiting the courthouse facilities to strict
county purposes.

County, Texas, dated January 28, 19589 and executed by United States Fidelity and Ouaranty

Company by Edna Webb, Attorney-in-Fact, with oath of office executed January 29, 1958, all as
authorized by Article 5704, of the Revised Civil Statutes of Texas.
The Court received, examined, approved and ordered filed and recorded the bond fbr
$20500.00 of Adrian G. McDonald as a Public Weigher in and for Justice Precinct No. 4, of Brazos
