Special Meeting - Auwet 16. 1957.
A special meeting of the Commissioners Court of Brazos Coanty, Texas, was held in

the Commissioners Courtroom in the courthouse, at Bryan, beginning at 10:00 o'clock a. a.,
an Friday, August 16, 1957, with the following presents

The Court received a delegation of members of the Brazos County Rifle Club wlso
presented a request for assistance on the part of the County Commissioners in building a

backstop for a rifle and pistol range an land recently acquired near Rock Prairie. On
motion duly seconded and unanimously adopted, the Court voted to take this matter under
advisement with the understanding that individual commissioners would meet with official

of the gun club at convenient times with the view of working out details of any work which

the commissioners would find it possible to do.

After a conference with C. B. Thames, District Highway Engineer of District Mmobor 17,
of the State Highway Department, and his assistant Joe Hanover, and by motion duly seomsded and

wan+mously adopted, the Court voted to recommend to the State for construction during 1957-59,

the fbllowring farm-to-market road projects in Brazos County:
f
(1) The Sandy Point Road from the function of Farm-to-Market Highway 1687
and the Old San Antonio Road to a connection with Farm-to-Market
Highway 50 in the Steele's Store community, a distance of approximately
4 miles.
(2) The Turkey Creek Road from its intersection with Farm-?o-Market Highway
60 near Basterwood Airport, to the Southern Pacific railroad at the
intersection of Carson Street in the City of Bryan, a distance of
approximately 3-1/2 miles.

(3) An extension of State Farm-to-Market Highway No. 2154 from Wellborn to
Millican, Teams, a distance of approximately 8 miles.

In accordance with
public advertisement, the Court took up the matter of the budget
for the year 1958, as submitted by the County Judge an July 29, 1997. Thereupon a motion was
made, duly seconded, and unanimously adopted by which the Court accepted and approved the
budget as submitted and ordered it certified for official use fbr the year 1958. The transmittal
and sm aary of this budget are as follows:

r As your budget officer and in accordance with the requirements of the
law (Article 689-x, Sections 9 to 12, inclusive, Revised Civil Statutes of
Texas, as amended), there is submitted herewith the proposed budget of Bras"
County for the fiscal (calendar) year of 1958, idcluding all anticipated receipts
•
and proposed expenditures. The budget herewith suhritted contains all of the
necessary schedules and tabulations in proper detail.
The statutes require that the county budget be submitted during the month
r
of July and that public hearings thereon be held subsequent to Awrgnet 15, after
which it shall be finally approved and adopted by the Cosmmieeioners' Court and

then strictly adhered to through the following fiemal year.

TOTAL AND COMPARISON WITH PRIOR TEARS:

The within budget calla for total expenditures during the year 1958 of
$582,350.00, which is $46,050.00 more than was budgeted for 1957. This amount
is $2129570.33 lose than the County emended during 1956. The latter amount,

Interest, making a total of $64,325.00. From the State gasoline tax
and other Rends administered by the State Board of County and District
Road Indebtedness, in 1957, Brazos County received benefits of approximtely
$48,000.00, leaving the net balance to be paid by the County an its road
bonds of approximately $15,000.00.
For the year 1958, these road bonds will mature for a total of
$59,000.00, of which 842,000.00 will be principal and $17,000.00 interest.
The State benefits will amount to approximately $48,000.00, leaving a
balance of about $11,000.00 to be paid by the County. These maturities
will require tax levies amounting to 5f per SloD.oo of property valuation,
being 2f for Series "A", and 30 for Series "E".
In addition to mad band maturities, we will have courthouse and
jail bonds of 1954 maturing for 548,880.00, being $35,000.00 of
principal and $13,880.00 of accrued interest. This will be the fourth
year's maturity of the courthouse-jail bonds and with this payment the
total balance of bonds outstanding on January 1, 1959, will be $659,x.00.
In addition to the bonds authorised by a vote of the people on December S,
1953, the County has outstanding a series of warrants for courthouse and jail
purposes as issued on March 15, 1956, in the amount of $150,000.00, bearing
interest at the rate of two per cent per annum. During 1958, interest an
these warrants will mature for $2,975.00, plus 510,000.00 of principal,
making a total of $12,975.00.
Thus it will be seen that our courthouse-jail bonds and warrants
principal and interest payments during 1958 will amount to a total of
$61,855.00.
' ROAD AND BRIDLE FUND AND PRECINCTS OPERATING EXPPNSESt
The within budget proposes total expenditures out of the Road and
s Bridge Fund smantkW toS25O OW,00 for the coming year, which is the same
amount an for 1957. The items for Precincts Operating Expenses is again
not at $125,000.00, which is also the same amount as budgeted for 1957.
During 1958, we will be called upon to pay $25,000.00 principal
and $3,150.00 of accrued interest at 3-6/10 per cent on $100,000.00 of
road and bridge machinery refunding bonds, or a total of $28,150.00.
This item will necessarily reduce the amounts which may be budgeted for
other uses in the total Road and Bridge Fund for the coming year. In
spite of thisfact, however, we will still have $10,000.00 for right-of-MW
expense and $35,000.00 for county mad construction and improvement including
blacktopping and hardsurfacing. It will, therefore, be possible for the
County Cs iesioners to continue their well-established policy of widening,
improving, and hardsurfacing existing county roads.
COUNTY PROBATION OFFICERS
In view of the fact that the State of Texas will withdraw next February
from its cooperative agreement, the County will be called upon to finance
the entire expense of a probation officer for the Juvenile Court if that
service is to be maintained after the State withdraws from the local scene.
z Feeling that Brazos County must provide for a probation service for our
Juvenile Court, the within budget continues the expense of $2,700,00 for the
probation officer, and in addition provides for the salary of a probation
officer at the rate of not more than $5,000.00 per annum. This will give
the County a complete probation department with salary and expenses at figures
which we consider to be reasonably liberal.
TAX RATES
Brazos County is now faced with the necessity of reapportioning the
constitutional tax levies so as to more equitably distribute the ad valorem
taxes to the immediate needs of the County. By a vote of the people of the
State on November 6, 1956, Article 8, Paragraph 9, Section 8, of the
Constitution of Texas was amended so as to allow a commissioners court to
use its beat judgment and discretion in levying taxes for the several funds
so long as the total does not exceed the limit of 95f per $100.00 valuation.
This smendment, will permit Brazos County to make a total levy of 95f and
distribute this total among the four constitutional funds in proportion to
the actual requirements. Based on the actual needs, the within budget,
supported by detailed estimates of anticipated expenditures, calls for a
A levy of 350 for Permanent Improvements and 27f for the General Fund. With

the Jury Fund levy remaining at 8f and the two levies for road and bridge

Purposes totaling 250, it will be noted that the total levy for operating
expenses will be 950, or within the constitutional limit. In addition to
these operating funds, however, outstanding road bond maturities will
require an additional 5t, making the overall tax levy for 1958 amount to
$1.00 per $100.00 of property valuation with the County.
CONCLUSION:
The within budget should be accepted by the Commissioners, Court,
filed with the County Clerk, and public hearings set thereon. It is hereby
urgently recommended that this budget be finally approved and adopted in its
present form after the conclusion of the statutory hearings.

On motion duly seconded and unanimously adopted, the Court voted to fix and levy
occupation taxes for Brazos County at one-half (1/2) of the rates levied by the State of
Texas, and to fix and levy the county poll tax at twenty4lve (251) cents per eligible
person for the tax year beginning October 1, 1957, and the Court voted further to request
the Talc Assessor-Collector and the Sheriff of Brazos Canty to strictly enforce the
collection of occupation taxes levied by the County.
Upon motion duly seconded and unanimously adopted, the Court voted to fix and
levy taxes for the several common school districts of Brazos County, Tows, far the tax
year beginning October 1, 1957, in the amounts and at the rates certified to the Cant
