A special meeting of the Cc®i.esionare Court of Brasov County, Texas, was held in the Commissioners Courtroom in the new courthouse, beginning at MOO o'clock a. m., an Thursday, August 30, 1956, with the following presents A: S. Ware, County Judge, presiding] Raymond A. Nolan, Commissioner of Precinct Number lj George Dunn, Commissioner of Precinct Number 2; Clyde J. Porterfield, Commissioner of Precinct Number 31 Newton Burlin, Commissioner of Precinct Number 4; and A. B. Syptak, County Cleric. This beir}g the first session of the Commissioners Court to be hold in the new Brazos County Courthouse, formal notice was taken of the use and occupanay of the now courthouee-jail plant, recently completed and delivered to the County by the contractors. The ``Court took official cognizance of the fact that all county offices and official Activities are now located in the new plant, which is hereby recognized and approved as the official seat of Brazos County government and official operations for all purposes arbsequmst to August 22, 1956. - The Court noted that Colonel Walter F. Britten, Auctioneer at the public auction held in the former temporary courthouse quarters on August 299 1956, sold used and surplus furniture, furnishings and other items for a total of $2,516.35. His contract called for ten per cent commission an total sales, but he preferred to take an even amount of $250.00. The Court approved and ratified the contract with Auctioneer Britten and the payment to him of the $250.00 commission, as aforesaid. Then in conformity with public notice heretofore given, the Court went into consideration of the 1956 proposed budget as submitted by the County Judge on July 30, 1956, according to following transmittal and eurmarys "Bryan, Tax", July 30, 1956. Gentlemens As your budget officer and in accordance with the regrireaents w of the law (Article 689-a, Sections 9 to 12, inclusive, Revised Civil Statutes of Texas, as amended), there is submitted herewiththe proposed budget of Brazos rj County for the fiscal (calendar) year of 1957, including all anticipated receipts ii and proposed expenditures. The budget herewith submitted contains all of the necessary schedules and tabulations in proper detail. I - Y} The statutes require that the county budget be submitted during the month of July and that public hearings thereon be held subsequent to August 152 after which it shall be finally approved and adopted by the Commissioners' Court Nj and then strictly adhered to through the following fiscal year. TOTAL AND COMPARISON WITH PRIOR YEARSs The within budget calls for a gross total of $514,500.00 of expenditures proposed for the fiscal (calendar) year of 1957. This total is vastly lees than the $1,221,153.56 expanded during 1955, when the mayor coot of the new courthouse- fail was paid. This large expenditure included $715,298.16 of the proceeds from the courthouse-fall bonds, which went entirely on the courthouse contract, and A-•'ll v t~~ v h~ ' L . .T (7~ 711 i 1-- August 30, 1956. 521 also included $79,495.59 from the Permanent Improvement Fund, the greater portion of which sum was also spent on the courthouse project. These two items total .2 $794,793.75, and deducting this amount from the total expenditures would leave a difference of $426,359.81, a sum almost sufficient to operate the County a year a~ under normal conditions. • ; " The total of $514,500.00 compares very favorably with the figure of $526,660.00 budgeted for 1956. This is especiaily noticeable when it is considered T~ that the 1956 budget necessarily carried certain unusual expenditures required by the new courthouse-fail construction. ? REDUCTION OF INDEBTEDNESSt i ;E jt,,• During 1956 the second year's maturity of courthouse-fail bonds amounted to $32,000.00 with accrued intereat of $15,380.00 on the remaining outstanding (t bonds, making a total of $47,380.00 on this issue alone. In addition thereto, road bonds matured to the amount of $409000.00 with $23,282.50 of interest, or a total of $63,282.50. Thus the County was called upon to meet maturities of outstanding indebtedness during 1956 of $110,662.50. Benefits accruing to the e Fr " , r,~b1 County from its pm-rata share of the State gasoline tax and other funds administered by the State Board of County and District Road Indebtedness amounted to $48,182.50 `.i; and were applied on this indebtedness. Because of this, the burden on our taxpayers was considerably lightened from what it would have been had there been no such r•q benefits available. t? t:',+I~~ For the coming year, however, the maturities of road bonds will increase ' ' f-$ - t y ~ Y considerably over those of late years. For instance, for the past four,yeara it 10 has not been necessary to make a tax 1 evy for the payment of outstanding road bonds, 1 because the State benefits and balances on hand were sufficient to meet maturities. During 1957 g 957 our total maturities of principal and interest on outstanding indebtedness r I q-d~~t• will amount to $116,710.00, and the State aid will continue at approximately a level figure of abort $50,000.00. This means that the County will be called upon to provide around $67,000.00 at a time when the cash balances in the various sinking funds have 1k tin been virtually used up. Payments for the last four years, however, have reduced i • ~y these cash balances to the point that three of our outstanding issues of road bonds t n'" will require tax levies for the coming year. ROAD AND BRIDGE FUND AND PRECINCTS OPERATING EXPENSES: ~~•'S y; This budget proposes total expenditures in the Road and Bridge Fund of $240,000.00, which is, the same'as for 1955. The iten for Precincts Operating expenses is this year set at $125,000.00, which is an increase of $5,000.00 over the amount available for 1955. In addition, there is a separate item of $50,000.00 for road construction and improvement including black-topping and hard-ourfacing •,i b e'e~LT ;r• f'- to be done by the County with its own'equipment and labor. ' ' in addition to the State aid provided by the State Highway Commission through its farm-to-market mad' program. During the past'four years the Brazos County Commissioners, by the use of County equipment and labor, have reoonstructed and hard-surfaced approximately tiffy`one miles of County highxgys. It is, therefore, considered sound practice and econceW to continue this program if road improvement under the supervision of our County Commissioners. EX-OFFICIO 000ENSATION REDUCED: s'<• - Ex-officio compensation for Justice Precinct Number 4 has heretofore been paid on the theory that the fees were not sufficient in view of the time required of the officers. It now has developed, however, that these fees are more ; than adequate as compensation for precinct officers, and especially in view of tte . time required by their duties. } The budget is, therefore, drawn on the basis of ex-officio compensation to the two Justices of Peace of Precinct Number 4 at $25.00 per month rather than the $100.00 each per month heretofore paid. ti NE1i C0J1t1NUUSE-JAIL P1ANTt Shortly after the submission of this budget, the magnificent now Brasos County Courthouse-Jail plant will be read for occupancy, and it is hoped that the ; public hearings on this budget may be held in the new quarters. This fine new plant is modern in every respect and yet is hi#tly functional and efficiently arranged. It combines beauty and utility and centralizes all of the Canty's activities in one location. We feel that the three one-story service buildings and the tour-story-and-basement judicial unit, totaling 47,470 square feet of floor space, will meet all reasonable public needs for perhaps one hundred years. TAY RATEt After four consecutive years without the necessity of a tax levy far road bond purposes, the accumulated balances are insufficient to pay the 1957 t33bS: maturities in certain of the outstanding issues. For this latter purpose and other additional i~ needs, the County must now levy the additional 50 allowed by the Constitution for I' permanent improvements and presently represented in Brazos County by Courthouse and Jail Warrants of the Series of March 15, 1956. The Jury Fund has been called upon for fairly heavy expenses duri ng the past year, and prospects are that these expenses will be materially increased , after the occupation of the new courthouse. In vier of these made, it will be " necessary to increase the levy for the Jury Furl for one year at least.
