The Court received, audited and approved the following itemized accounts for payment
out of the rirbt-of-wV fond an account of adaitional right-of-way for the four-lane highway on
State Highway No. 21 from the Bryan Air Force Base-to the Missouri Pacific underpases

In accordance with action taken an May lk, 1956s the architectural and engineering firm
of Caudill, Rowlett, Scott & Associates presented to the Court the formal contract negotiated
with Caldwell & Caldwell, landscape architects, aid recommended its acceptance and approval.
After examination and discussion of the matter, this contract was accepted by the Court and
formally approved according to attached original signed copy:
Mr. William Pena, of the architectural-engineering firm of Caudill, Rowlett, Scott
& Associates, appeared before the Court and stated that in view of the contractor's delay in
delivering the new plant, his firm was recommending a partial payment cos account to Haswell's
at Bryan, on that firm's contract for filing equipment. This recommendation was based upon the
fact that a large part of the Haswell's material has been delivered and is in the Judicial Unit
of the Courthouse, but not yet installed on account of general contractor's unavoidable delay.
Upon discussion of the matter, it was the feeling of the members of the Court that the Haswell
firm was being delayed in installing the equipment contracted for and which is partially delivered.
Based upon these considerations and upon motion duly seconded and unanimously adopted, the Court
voted to authorize the immediate payment to Haswell's of Bryan, of $3,155.69; this sum being
approximately one-third of the base contract price of $9,33306 agreed upon on March 12, 1956.
Formal certificate for this payment is attached hereto:
On motion duly seconded and unanimously adopted, the Court voted to pay all bills which
have been properly filed and approved and for which budgeted funds are avAilable.
Whereupon the Court adjourned.

Special Mestina - July 2. 1956.
A special meeting of the Commissioners' Court was held in the office of the County
Judge In the Courthouse at Bryan, Texas, beginning at 9100 o'clock a. m. on Monday, July 2, 1956,
with the following preseatt

George Dunn, Commissioner of Precinct Number 2; and
Clyde J. Porterfeild, Cammiseioner of Precinct Number 3.
The principal purpose of this meeting was to confer with the architects and landscape
engineers witb'refsrsnoe to plane and specifications for the courthouse grounds. Mr. William M.
Pen of the architectural firm of Caudill, Rowlett, Scott & Associates, of Bryan, and Mr. Robert
W. Caldwell of the landscape engineering firm of Caldwell and Caldwell, of Bryan, appeared before
the Court and presented plans and specifications for installation of underground sprinkler system
and soddinga and plantings for the entire courthouse square. After discussion and consideration of
all factors involved, the Court voted to accept the plans and specification and recommendations
presented jointly by the landscape engineers and the architects. Accordingly the Court voted to
