Courthouse-Jail plant, appeared and reported that upon further study and tabulation of the
Y bids received, his fYrm recommended acceptance of bids and' letting of formal contracts for

Hart, Allan Kraft, A. L. Schiller, and J. E. Bethancourt, local dealers of Bryan. Miss
Ara Haswell also was present, in support 'of her bid. Mr.. F. L. Henderson, well known
{ local attorney; also appeared, though he stated he was not representing any one. Mr.Doneq
j requested time to state his opposition to acceptance of the bid submitted by Knoll' Asso-
ciates, on the ground that it was a lone bid and that because that firm was the maker or
supplier of a greater percentage of the items to be bid on, other prospective bidders were

placed at a disadvantage. After extended'discussion,`on motion,'duly seconded and unani-

Doney, Hart, and graft, as to comparison of prices quoted them and,KnollrIs bid prices on
furniture items, after which he would make a further report to be heard by the Court at
10:00 a.m., Wednesday, March'14, 1956.
On motion, duly seconded and unanimously adopted, the Court voted to accept the
lowest and best bid for the items included in the proposal submitted by Haswell's of
Bryan, and awarded the contract accordingly for $9,333.96.
The Court received, approved, and ordered filed as submitted the following reports:

authorized the issuanco of $790,000 Brazos County, Texas, Courthouse and Jail Bonds,
dated August 1, 1954; and
WHEREAS, said bonds were issued-for permanent improvement purposes, to-wit:

and Jail-Bonds-and additional-cash necessary to pay the full amount of said.contract; and
MEREAS, the,Commissionerst-,Court of•Brazos County, Texas, has found and determin-
ed, and does hereby rind and determine that the proceeds from said bonds and available
cash will not be sufficient to complete said improvements according to plans and'specifl-
cations approved by the Commissioners' Court, due to certain alterations and increased
construction costs, and that said improvements must be completed immediately in order to
protect the public property and lives and health of the citizens of said County; and
YIHEREAS, it is necessary to issue interest bearing time warrants in an amount not to
exceed $150,000 for the completion and construction of said Courthouse and Jail Building;
and
;•`'i WHEREAS, the facts and circumstances mentioned in Section 5 and Section 6 of Article
2368x, V.A.C.S., as amended, exist, and Brazos County, Texas, has authority under sAid law
to issue and deliver said time warrants; and
WHEREAS, this Commissioners' Court hereby finds and declares that there is a defi-
ciency of funds to complete the Courthouse and Jail Building in accordance with plans and
purposes authorized by the voters, voting at the bond election authorizing the issuance
of said bonds; and
ry'. WHEREAS, even though the emergency exists and notice is not necessary, this
} Commissioners' Court heretofore determined that it was
r proper to publish notice of inten-
tion to issue said time warrants; and
MEREAS, by order duly passed and adopted on the 13th day of February, 1956, this
Commissionerst Court authorized the County Judge to publish notice of intention to issue
the proposed warrants; and
;WHEREAS, the aforementioned notice has been duly published in the BRYAN DAILY EAGLE,
a newspaper of general circulation in Brazos Cou m Texas

Bryan, Texas, on the following dates, to-wit: February 14, 1956, and February 21, 1956,
the date of the first publication being not less than fourteen (14) full days prior the
date set for passing the order authorizing the issuance of the proposed warrants; there-

IT IS ORDERED, ADJUDGED AND DECREED BY THE Ca,94ISSIONERS, COURT OF BRAZOS COUNTY,
TEXAS:
I.
That in accordance with and pursuant to the aforesaid notice heretofore given, and
under and by virtue of the Constitution and Statutes of the State of Texas, the warrants
of said County to be known as "BRAZOS-COUNTY, TEXAS, COURTHOUSA AND JAIL WARRANTS", dated
March 15, 1956, in the total principal sum of ONE HUNDRED FIFTY THOUSA2) DOLLARS($150,000)
maturing as hereinafter set forth, be, and same are'hereby issued.
II.
That said warrants shall-be numbered consecutively from One (1) to One Hundred Fifty
(150), both inclusive, shall-be in the denomination of One Thousand Dollars ($1,000) each,
and shall become due and payable serially in accordance with the following schedule:

any time thereafter, at par and accrued interest; PROVIDED, FURTHER, that if less than
all of said warrants are so redeemed at any time, same shall be redeemed in inverse

upon which any of said warrants are to be redeemed, a notice of intention, signed by the
County Treasurer (specifying the serial numbers and amount of warrants to be redeemed)

That said warrants shall bear interest from date until paid at the following
rates per annum; that is to say
(a) Warrants, Numbered 1 to 10, both inclusive, maturing on December 1, 1958,
shall bear interest at the rate of ONE AND THREE-FOURTHS FE R CENTUM (1-3/4%) per annum;

(b) Warrants'Numbered 11 to 150, both inclusive, maturing on December lat in

signed by the County Clerk and registered by the County Treasurer, and the seal of the
Uommissionersl Court of said County shall be impressed upon each warrant; and the
