As your budget officer and in accordance with the requirements of the law (Article 60",
,
Sections 9 to 12, inc4usive, Revised Civil Statutes of Taxes, as amended), there is submitted herewith
the proposed budget of Brazos County for the fiscal (calendar) year of 1956, including all anticipated
receipts and
proposed expenditures. The budget herewith submitted omtai.oe all of the necessary
schedules and tabulations in proper detail on the following pages.

The statutes require that the county budget be submitted during the month of July and that

public hearings thereon be held subsequent to August 15, after which it shall be finally approved and

adopted by the Comiseloners' Court and then strictly adhered to throughout the following fiscal year.
TOTAL AND COMPARISON WITH PRIOR TpRSt
The budget herewith submitted calls for a gross total of $521,700.00 of expenditures proposed
for the calendar year of 1956. This total is vastly lose then the $1,297,344.00 budgeted for 1955,
but this large figure included $885,000.00 specified for the construction and the equipping of the new
Y
courthouse-fail plant now under construction. The proposed total of $521,700.00 for the coming year
does not include any estimate of the Terracing Rand receipts and does not, of course, include the
constitutional Farm-to-Y.arket Road Rued. The latter fund is no longer in existence and the Terracing
Fund receipts are not included in the anticipated revenue or income of the County. The expenditures
of the County for 1954 amounted to $563,906.15 which total included $27,189.07 from the no longer
available Farm-to-Harket Road Pund and $15,219.81 from the Terracing Fund, a total of $42,408.88 Sti'these
two accounts. Deducting this $42,408.88 from the total 1954 expenditures of $563,906.15 leaves a total
of $521,497.27. Thus it will be seen that the within budget is only 8202.73 more than the figures which
were anticipated for the 1954 budget.
ABDUCTION OF INEEBTEDNESSt
During 1955 the total banded indebtedness of the County was reduced by the payment of
$65,000.00 of maturing principal, including $31,000.00 of the first year's maturity of courthouse-jail

bonds. PLcept for the remaining $759,000.00 of courthouse-jail bonds the total bonded indebtedness
of the County at the beginning of 1956 will be $482,000.00. Thus it will be seen that the County has
continued its long-established policy of paying off and discharging indebtedness as fact as income permit
For the coming year $32,000.00 of courthouse-fail bonds will mature and this amount plae
$15,380.00 of accruing interest will be paid from the tax levy made for Permanent Improvements. In
addition thereto, a total of $40,000.00 of road bonds will mature together with $23,282.50 of interest

County and District Road Indebtedness, we will receive during 1956 credits on this indebtedness in
the amount of $48,182.50. With the aid of these create, the County will be able to discharge the
first mentioned $63,282.50 of maturing road bond and principal and interest with a cash outlay of only
$15,100.00. This latter amount will be paid from cash balances an hand in the several sinking funds,
so that there is again no necessity for a tax levy for road debt service.

ROAD AND BRIDGE FUND AND PRECINCT OPERATING EXPENSESt
The within budget proposes total expenditures of the Road and Bridge Fund for 1956 of
$240,000.00, which is an increase of $20,000.00 over the amount budgeted for 1955. The Precinct
• Operating Budget is being continued at $120,000.00, but there is a separate item of $50,000.00
for county toad construction and improvement, including black-topping and hard-surfacing with

county-owned equipment. This item will permit the Commissioners to do a great deal of road
improvement without having to wait for state aid.- It is planned, however, to continue to
accept all farm-to-market mad !lords which the State Highway Commission will allocate to Brazos
County. The combination of state aid and county road construction should result in a greatly '
improved system of highways and made in Brazos County. As evidence of this, we have only to
point to the black-topping and hard-surfacing ,inch has been accomplished by the County Commissioners
in their respective precinct. t

During the pasttwo and one-half years, a total of 48-2/10 miles of Brazos County roads
have been black-topped by the County. These roads are standing up well under normal traffic, and
are proving highly appreciated by our citizens who use them. By thus improving a few miles each
} year, it would not take too long to have a fairly adequate system of roads in the County.
EE-OFFICIO OOHPENSATION AND SALARIES FOR JUSTICES OF PEACE AND OONSTABLESt k
In view of the extra heavy demands which the County will face in connection with the
operation of the new courthouse-fail plant during 1956 and because of the steadily mounting
demands an the OFFICERS' SALARY FUND, the within budget recommends reductions in the ex-officio
` compensation and salaries heretofore paid to justices of the peace and constables. Heretofore, s ~
' ' • the County has paid $4,200.00 to justices of the peace and constables in the outlying seven E~
justice precincts, based upon $25.00 per month to each of the precinct officials. With all due
respect to the gentlemen who occupy these precinct offices, it is felt that the $300.00 each
per annum is not justified by the duties performed. The lack of fees collected and remitted to
t,
the County Treasurer by these precinct officials will amply support the foregoing statements. ~ e
Accordingly, the within budget seta up these salaries at $5.00 each per month or a total of
r $840.00 per annum for these fourteen precinct officials.
F Ex-officio c®pensation for Justice Precinct No. 4 has heretofore been paid on the
theory that the'otfice did not pay enough to justify lull time service. It now develops,
however, that the fees are more than adequate and that a necessityfbr arc-officio compensation
® has been greatly reduced. This budget, therefore, is drawn on the basis of ex-officio compen-
sation to the two Justices of the Peace of Precinct No. 4 at $25.00 each per month rather than k
the $100.00 each per month heretofore paid.

Fairly early in 1956, Brazos County will receive from the contractors the magnificent J• -
i new courthouse-fail plant now being erected on the courthouse square. The contract was lot on
September 15, 1954, and provided for work to begin,within ten days and calls for completion and
j delivery of the final,plant in four hundred and seventy days after oommsacemscd of construction. -•ti

equipment and furnishings.

The new plant will be nodern in every respect and %111 cearaliss all of the Ceunty'a
activities in one location. The three one-story service buildings and the four-story-end baeeme&
judicial unit will provide the County with 47,470 square feet of floor space, conveniently and
efficiently arranged to•meet all reasonable public needs. It is confidently expected that this plant
will serve the County for at least one hundred years without being outmoded or outgrown.
All of our officials are looking forward with great anticipation to the completion of
the plant and the occupation of the quarters being provided for the various act4vities of the County.
TAE RATES
For the fourth consecutive year, Brazos County will not be required to make levies for
road debt service and this will permit the continuation of the current tax rate of 80# per $100.00
valuation. The courthouse-jail bands will be serviced from money derived from the permanent Improve-
ments Fund without any increase in the overall county rate. The within budget and its several
schedules are accordingly drawn an the basis of a tax rate of 80$ per $100.00 valuation.
CONCLUSIONS
The within budget should be accepted by the Commissioners' Court, filed with the County
Clerk, and public hearings set thereon. It is hereby urgently recommended that this budget be
finally approved and adopted in its present form after the conclusion of the statutory hearings.
